Factors affecting financial sustainability of water and sewerage provision in Cape Town, South Africa
Financial sustainability of water and sewerage provision is undermined by consumers’ inability and reluctance to pay service fees. South African municipalities are providing water and sewerage services at high maintenance and operational costs, households and businesses that are unable and/or committing to pay their full accounts timeously. This study examines the provision of water and sewage service and presents strategic framework to manage revenue collection to achieve financial sustainability of water and sewerage provision. The study applied the interpretive research method to collect and analyzed data for improved understanding of service provision and revenue collection mantra. The main objective of this study was to investigate factors affecting financial sustainability of water and sewerage provision in Cape Town. In this study an interpretive research method was embraced and qualitative research design was used to collect qualitative data by means of interviewing the senior officials using semi structured interviews. Narrative methods of analysis were applied in analyzing data collected from randomly selected Cape Town officials including observations and secondary data. The results showed that although Cape Town is making efforts of generating revenue by means of enforcing water and sanitation services payments, there is still a percentage of residents that refuses to pay for services resulting in revenue loss. The other reason for loss of revenue was unaccounted water which was the focus of Water and Sanitation. The reasons advanced for unwillingness to pay for water and sanitation services by consumers were unemployment, poverty, unequal distribution of services and general ignorance
Germanium Detector with Internal Amplification for Investigation of Rare Processes
Device of new type is suggested - germanium detector with internal
amplification. Such detector having effective threshold about 10 eV opens up
fresh opportunity for investigation of dark matter, measurement of neutrino
magnetic moment, of neutrino coherent scattering at nuclei and for study of
solar neutrino problem. Construction of germanium detector with internal

GEMMA experiment: three years of the search for the neutrino magnetic moment
The result of the 3-year neutrino magnetic moment measurement at the Kalinin
Nuclear Power Plant with the GEMMA spectrometer is presented.
Antineutrino-electron scattering is investigated. A high-purity germanium
detector of 1.5 kg placed at a distance of 13.9 m from the 3 GW(th) reactor
core is used in the spectrometer. The antineutrino flux is 2.7E13 1/scm/s. The
differential method is used to extract (nu-e) electromagnetic scattering
events. The scattered electron spectra taken in 5184+6798 and 1853+1021 hours
for the reactor ON and OFF periods are compared. The upper limit for the
neutrino magnetic moment < 3.2E-11 Bohr magneton at 90% CL is derived from the

2D AutoCAD Geometric Data Extraction and Post- Processing for Numerical Control
In this paper, a method of extracting 2D geometric data from AutoCAD drawing and post- processing for Numerical Control (NC) is presented. Geometric data already available in the Drawing Interchange Files (DXF) can be utilized to accurately and economically prepare part programs for controlling NC/CNC machine tools. AutoCAD, being generalpurpose software, stores its geometric data in a form that cannot be directly applied for automatic generation of Numerical Control (NC) codes. The way around the discrepancy between the structure of a drawing database (DXF files) and the information requirement for part programming is addressed in this work. NC programming of a test componentdrawn in AutoCAD is also presented
Neutrino electromagnetic properties and new bounds on neutrino magnetic moments
We give a brief outline of possible neutrino electromagnetic characteristics,
which can indicate new physics beyond the Standard Model. Special emphasis is
put on recent theoretical development in searches for neutrino magnetic

ANALISIS FAKTOR – FAKTOR YANG MEMPENGARUHI PENERAPAN AKUNTANSI BERBASIS AKRUAL PADA DINAS PARIWISATA DAN EKONOMI KREATIF PROVINSI NTT
This study aims to examine the extent of the influence of regulatory development on the application of accrual-based government accounting standards; the effect of information systems on the application of accrual-based government accounting standards; and the influence of the quality of human resources on the application of accrual-based government accounting standards. Especially at the works units and examine the various factors that exist at the tourism and creative economics department of east Nusa Tenggara province from human factors thought to have an influence on the level implementation of accrual accounting. The human factors include level of education employees, employees training and the quality of information technology. The data collected were processed using questionnaires and purposive sampling technique with the criteria of bachelor degree or associate degree, working above four years and permanent employees. A total of 67 samples using tolerance error 10 percent became 40 samples. The multiple data analysis technique using statistic application SPSS 25.0. The result of this study indicate that the implementation of accrual accounting at the tourism and creative economics department of east Nusa Tenggara province is still low.
