    Artificial intelligence and policy making; can small municipalities enable digital transformation?

    This study investigates digital transformation and the usability of emerging technologies in policymaking. Prior studies categorised digital transformation into three distinct phases of digitisation, digitalisation, and digital transformation. They mainly focus on the operational or functional levels, however, this study considers digital transformation at the strategic level. Previous studies confirmed that using new emerging AI-based technologies will enable organisations to use digital transformation to achieve higher efficiency. A novel methodological AI-based approach for policymaking was constructed into three phases through the lens of organisational learning theory. The proposed framework was validated using a case study in the transportation industry of a small municipality. In the selected case study, a confirmatory model was developed and tested utilising the Structural Equation Modelling with data collected from a survey of 494 local stakeholders. Artificial Neural Network was utilised to predict and then to identify the most appropriate policy according to cost, feasibility, and impact criteria amongst six policies extracted from the literature. The results from this research confirm that utilisation of the AI-based strategic decision-making through the proposed generative AI platform at strategic level outperforms human decision-making in terms of applicability, efficiency, and accuracy

    Effects of body weight and alcohol consumption on insulin sensitivity

    <p>Abstract</p> <p>Background</p> <p>Obesity is a risk factor for the development of insulin resistance, which can eventually lead to type-2 diabetes. Alcohol consumption is a protective factor against insulin resistance, and thus protects against the development of type-2 diabetes. The mechanism by which alcohol protects against the development of type-2 diabetes is not well known. To determine the mechanism by which alcohol improves insulin sensitivity, we fed water or alcohol to lean, control, and obese mice. The aim of this study was to determine whether alcohol consumption and body weights affect overlapping metabolic pathways and to identify specific target genes that are regulated in these pathways.</p> <p>Method</p> <p>Adipose tissue dysfunction has been associated with the development of type-2 diabetes. We assessed possible gene expression alterations in epididymal white adipose tissue (WAT). We obtained WAT from mice fed a calorie restricted (CR), low fat (LF Control) or high fat (HF) diets and either water or 20% ethanol in the drinking water. We screened the expression of genes related to the regulation of energy homeostasis and insulin regulation using a gene array composed of 384 genes.</p> <p>Results</p> <p>Obesity induced insulin resistance and calorie restriction and alcohol improved insulin sensitivity. The insulin resistance in obese mice was associated with the increased expression of inflammatory markers Cd68, Il-6 and Il-1α; in contrast, most of these genes were down-regulated in CR mice. Anti-inflammatory factors such as Il-10 and adrenergic beta receptor kinase 1 (Adrbk1) were decreased in obese mice and increased by CR and alcohol. Also, we report a direct correlation between body weight and the expression of the following genes: Kcnj11 (potassium inwardly-rectifying channel, subfamily J, member 11), Lpin2 (lipin2), and Dusp9 (dual-specificity MAP kinase phosphatase 9).</p> <p>Conclusion</p> <p>We show that alcohol consumption increased insulin sensitivity. Additionally, alterations in insulin sensitivity related with obesity were coupled with alterations in inflammatory genes. We provide evidence that alcohol may improve insulin sensitivity by up-regulating anti-inflammatory genes. Moreover, we have indentified potential gene targets in energy metabolic pathways and signal transducers that may contribute to obesity-related insulin resistance as well as calorie restriction and alcohol-induced insulin sensitivity.</p

    Host mobility key management in dynamic secure group communication

    The key management has a fundamental role in securing group communications taking place over vast and unprotected networks. It is concerned with the distribution and update of the keying materials whenever any changes occur in the group membership. Wireless mobile environments enable members to move freely within the networks, which causes more difficulty to design efficient and scalable key management protocols. This is partly because both member location dynamic and group membership dynamic must be managed concurrently, which may lead to significant rekeying overhead. This paper presents a hierarchical group key management scheme taking the mobility of members into consideration intended for wireless mobile environments. The proposed scheme supports the mobility of members across wireless mobile environments while remaining in the group session with minimum rekeying transmission overhead. Furthermore, the proposed scheme alleviates 1-affect-n phenomenon, single point of failure, and signaling load caused by moving members at the core network. Simulation results shows that the scheme surpasses other existing efforts in terms of communication overhead and affected members. The security requirements studies also show the backward and forward secrecy is preserved in the proposed scheme even though the members move between areas

    Adipose Tissue Deficiency and Chronic Inflammation in Diabetic Goto-Kakizaki Rats

    Type 2 diabetes (T2DM) is a heterogeneous group of diseases that is progressive and involves multiple tissues. Goto-Kakizaki (GK) rats are a polygenic model with elevated blood glucose, peripheral insulin resistance, a non-obese phenotype, and exhibit many degenerative changes observed in human T2DM. As part of a systems analysis of disease progression in this animal model, this study characterized the contribution of adipose tissue to pathophysiology of the disease. We sacrificed subgroups of GK rats and appropriate controls at 4, 8, 12, 16 and 20 weeks of age and carried out a gene array analysis of white adipose tissue. We expanded our physiological analysis of the animals that accompanied our initial gene array study on the livers from these animals. The expanded analysis included adipose tissue weights, HbA1c, additional hormonal profiles, lipid profiles, differential blood cell counts, and food consumption. HbA1c progressively increased in the GK animals. Altered corticosterone, leptin, and adiponectin profiles were also documented in GK animals. Gene array analysis identified 412 genes that were differentially expressed in adipose tissue of GKs relative to controls. The GK animals exhibited an age-specific failure to accumulate body fat despite their relatively higher calorie consumption which was well supported by the altered expression of genes involved in adipogenesis and lipogenesis in the white adipose tissue of these animals, including Fasn, Acly, Kklf9, and Stat3. Systemic inflammation was reflected by chronically elevated white blood cell counts. Furthermore, chronic inflammation in adipose tissue was evident from the differential expression of genes involved in inflammatory responses and activation of natural immunity, including two interferon regulated genes, Ifit and Iipg, as well as MHC class II genes. This study demonstrates an age specific failure to accumulate adipose tissue in the GK rat and the presence of chronic inflammation in adipose tissue from these animals

    Postcolonial English varieties in the Arab World: a preliminary study

    The present exploratory study seeks to answer the question of whether English used in the Arab World exhibits distinctive lexico-grammatical features, and hence can be classified as a postcolonial variety of English. The study uses Schneider’s Dynamic Model as its theoretical framework and seeks to examine where such variety, if it exists, might fall on the model’s phases (i.e. foundation, exonormative stabilization, nativization, endonormative stabilization, and differentiation). A corpus of the English used in a selected newspaper was compiled and the British newspaper subcorpus of the Longman Spoken and Written English Corpus was used for comparison purposes. The analysis implemented bottom-up and top-down approaches as well as a mix of quantitative and qualitative interpretations. Findings show that there are some distinctive lexico-grammatical features in the selected presumed variety of English. Based on the classification criteria of the Dynamic Model, it appears to be at the beginning of the nativization phase.Scopu
