    An algorithm of boundaries detection in low-contrast radar images of the Earth

    One of the problems of radar images analysis of the Earth is the detection of boarders between areas with different normalized effective radar cross-sections. In this paper, we propose a computationally effective quasi-optimal algorithm capable for building approximation of such boarders with straight line segments for low-contrast radar images and arbitrary line for high-contrast radar images. To achieve computational efficiency we apply image segmentation and later approximation. Efficiency of the proposed algorithm was examined on a number of computer generated radar image fragments including low-contrast radar images. Proposed algorithm can be effectively implemented using modern parallel computation systems. © 2016 Academic Publications, Ltd

    The article notes the lack of growth in the share of small business in the Russian economy over the past 15 years, and indicates the need to change the current situation. This article focuses on the way to stimulate the development of small and medium-sized businesses (hereinafter referred to SMBs), namely to provide the support measures for public procurements and purchases on the Federal Law № 223-FZ. The last changes in normative legal acts affecting implementation of purchases on the Federal Law № 223-FZ, a special place in which is given to the support of small and medium business, are considered.     Product Market Regulation in Russia

    This paper uses the OECD’s indicators of product market regulation (PMR) to assess the extent to which the regulatory environment in Russia supports competition and to draw attention to the areas where further reform efforts would pay dividends. The indicators show that, despite improvements in some areas, many aspects of Russia’s regulatory framework are still restrictive, which provides considerable scope for reaping gains from bringing regulation into line with international best practice. In particular, the scores suggest that Russia’s economic performance would greatly benefit from a reduction in the role of the state enterprise sector in markets that are inherently competitive and reinvigorated efforts to liberalise foreign trade and direct investment regimes. In some network sectors, recent regulatory changes have significantly improved the scope for competition. However, ongoing work needs to focus on separating competitive and monopoly market segments and eliminating barriers to entry. In addition, the authorities need to develop the capacity and strengthen the hands of the sectoral regulators. Introducing an overarching competition policy would also help bring the issue of competition to centre stage and spread a competition ethos through different levels of government.economy, transition, growth, competition, product market regulation, trade, foreign direct investment, state ownership

    The paper is dealing with the history of establishment and development of the modern tendencies of the contract system in procurement for state and municipal needs through electronic trading platforms. The reasons for the selection of sites were specified, its main disadvantages were noted: lack of transparency and insufficient regulation. The importance of an independent technical audit of the ETP with publication of detailed report in the Internet was proven. The necessity of carrying out an open discussion of the proposed mechanisms for introducing an electronic trading platform selection system with the aim to increase the efficiency of the procurement process in Russia is justified

    NECESSITY OF PROHIBITION OF THE PAID OBJECT IDENTIFIER OF ELECTRONIC SIGNATURE FOR ACCESS TO PROCUREMENT ON ELECTRONIC TRADING PLATFORMS

    The actuality of the problem of using an electronic signature (next ES) containing an object identifier (next OID) on the possibility of its application on a specific electronic trading platform (next ETP) is considered and described in detail. The legislation on the use of ES in the Russian Federation was studied and it was noticed that there was no requirement that such an attribute exist. The market is studied and the main reason for the paid distribution and the high cost of such marks is indicated - commercial. The mechanism of rejection of OID on the ES carrier is supposed and the possibility to use of the capabilities of the current Unified Identification and Authentication System (next USIA) for obtaining additional information to the user of the key is proposed

    Automated information for basic educational programs developing (AIS ROOP) is described. User interface, which implements tests of conformity of programs with federal government educational standards, is reviewed. The system allows development of educational programs with respect to actual employer’s expectations regarding graded specialists.Рассмотрена автоматизированная информационная система разработки основных образовательных программ (АИС РООП). Приведено описание пользовательского интерфейса системы, обеспечивающего учет требований работодателей к результатам обучения на этапе проектирования основной образовательной программы высшего профессионального образования
