    Medicaid as an Investment in Children: What is the Long-Term Impact on Tax Receipts?

    We use administrative data from the IRS to examine the long-term impact of childhood Medicaid expansions. We use eligibility variation by cohort and state that we can relate to outcomes graphically. We ïŹnd that children with greater Medicaid eligibility paid more in cumulative taxes by age 28. They collected less in EITC payments, and the women had higher cumulative wages. Our estimates imply that the government will recoup 56 cents of each dollar spent on childhood Medicaid by the time these children reach age 60. This return does not include estimated private gains from increased college attendance and decreased mortality

    University as a City and University as a State: Methodological Tools of William Clark

    William Clark’s methodological tools applied to the study of the history and philosophy of higher education are presented in a series of articles 1996-2003 and especially in his book “Academic Charisma and the Origins of the Research University” (2006). The last was a result of Clark’s long and accurate work in many areas of research, most of which have yet formed as academic fields. The author sets an ambitious task to examine evolution of academic practice (mainly German) as a process of bureaucratization and capitalization of education through the prism of academic charisma. Considering it as one of the types of legitimate dominance in the scientific world, W. Clark describes a scholar not in three spatial coordinates (of which he talks in the introduction), but in four: religion, politics, economics, and state/city. The last allows Clark to mark universities that accept or reject certain methods of transferring academic charisma on the educational landscape of the city. Another issue that is a key to the search of the basics of research university, is the question of the gradual suppression of oral culture by writing. In other words, how “say and be” (the phrase invented by the authors of this review) turned into “print or disappear” (aphorism cited many times by the author of the book). This question includes a number of others, which we point out analyzing the academic space, which, in the author’s mind, is broken up, collected and rebroken up into fragments of tables, catalogues, lists, statutes, tables, graphs, reports, questionnaires, dossiers, etc. Despite the fact that the translation of William Clark’s book into Russian was carried out in 2017, the methodology proposed is undeservedly little known to the researchers of higher education and, in general, has not received fundamental review in the scientific tradition.     NN potentials from inverse scattering in the J-matrix approach

    An approximate inverse scattering method [7,8] has been used to construct separable potentials with the Laguerre form factors. As an application, we invert the phase shifts of proton-proton in the 1S0^1S_0 and 3P2−3F2^3P_2-^3F_2 channels and neutron-proton in the 3S1−3D1^3S_1-^3D_1 channel elastic scattering.     The measurements of both spontaneous and stimulated emissions of radiation in the newly configured Israeli EA-FEL are made for the first time. The radiation at the W-band was measured and characterized.     A Secreted Form of the Asialoglycoprotein Receptor, sH2a, as a Novel Potential Noninvasive Marker for Liver Fibrosis

    Background and Aim: The human asialoglycoprotein receptor is a membrane heterooligomer expressed exclusively in hepatocytes. A soluble secreted form, sH2a, arises, not by shedding at the cell surface, but by intracellular cleavage of its membrane-bound precursor, which is encoded by an alternatively spliced form of the receptor H2 subunit. Here we determined and report that sH2a, present at constant levels in serum from healthy individuals is altered upon liver fibrosis, reflecting the status of hepatocyte function. Methods: We measured sH2a levels in serum using a monoclonal antibody and an ELISA assay that we developed, comparing with routine liver function markers. We compared blindly pretreatment serum samples from a cohort of 44 hepatitis C patients, which had METAVIR-scored biopsies, with 28 healthy individuals. Results: sH2a levels varied minimally for the healthy individuals (150621 ng/ml), whereas the levels deviated from this normal range increasingly in correlation with fibrosis stage. A simple algorithm combining sH2a levels with those of alanine aminotransferase allowed prediction of fibrosis stage, with a very high area under the ROC curve of 0.86

    Dilemmas of Development and The Reconstruction of Fashion

    Sustainable development by its nature appears elusive. It seems the more we try to capture and pin it down the more it moves away from us leading us into murkier waters and all manner of contradictions. No more is this felt than in the fashion industry where we are presented with a number of oppositions. The fashion cycle renders styles obsolete before they have worn out generating waste and over-consumptive practices. But it can also bring into the fore practices that have resonance to sustainable development in terms of their location, orientation and consideration for the environment. As studies emerge considering the detrimental environmental impacts of the manufacture and consumption of new clothes, second-hand clothes have become a focus for research endeavours considering how they can be reincorporated into the fashion system and have resonance to an ever ‘fashion’ hungry consumer. This chapter discusses methods for the processing of second-hand clothes into fashionable items and, by drawing on the wealth of ‘waste’ materials through reselling, restyling and remanufacturing, argues that ways of re-appropriating them into a more environmentally focused fashion industry is possible and necessary. It sets out as it hypothesis that the global fashion system has value in its transformative powers but that damaging and exploitative forces are still preventing it from being a force for good. This is due to the nature of the items being produced, the way they are manufactured and how they are ultimately consumed and disposed of

    Effective Lagrangian Approach to the Theory of Eta Photoproduction in the N∗(1535)N^{*}(1535) Region

    We investigate eta photoproduction in the N∗(1535)N^{*}(1535) resonance region within the effective Lagrangian approach (ELA), wherein leading contributions to the amplitude at the tree level are taken into account. These include the nucleon Born terms and the leading tt-channel vector meson exchanges as the non-resonant pieces. In addition, we consider five resonance contributions in the ss- and uu- channel; besides the dominant N∗(1535)N^{*}(1535), these are: N∗(1440),N∗(1520),N∗(1650)N^{*}(1440),N^{*}(1520),N^{*}(1650) and N∗(1710)N^{*}(1710). The amplitudes for the π∘\pi^\circ and the η\eta photoproduction near threshold have significant differences, even as they share common contributions, such as those of the nucleon Born terms. Among these differences, the contribution to the η\eta photoproduction of the ss-channel excitation of the N∗(1535)N^{*}(1535) is the most significant. We find the off-shell properties of the spin-3/2 resonances to be important in determining the background contributions. Fitting our effective amplitude to the available data base allows us to extract the quantity χΓηA1/2/ΓT\sqrt{\chi \Gamma_\eta} A_{1/2}/\Gamma_T, characteristic of the photoexcitation of the N∗(1535)N^{*}(1535) resonance and its decay into the η\eta-nucleon channel, of interest to precise tests of hadron models. At the photon point, we determine it to be (2.2±0.2)×10−1GeV−1(2.2\pm 0.2)\times 10^{-1} GeV^{-1} from the old data base, and (2.2±0.1)×10−1GeV−1(2.2\pm 0.1) \times 10^{-1} GeV^{-1} from a combination of old data base and new Bates data. We obtain the helicity amplitude for N∗(1535)→γpN^{*}(1535)\rightarrow \gamma p to be A1/2=(97±7)×10−3GeV−1/2A_{1/2}=(97\pm 7)\times 10^{-3} GeV^{-1/2} from the old data base, and A1/2=(97±6)×10−3GeV−1/2A_{1/2}=(97\pm 6)\times 10^{-3} GeV^{-1/2} from the combination of the old data base and new Bates data, compared with the results of the analysis of pion photoproduction yielding 74±1174\pm 11, in the same units.Comment: 43 pages, RevTeX, 9 figures available upon request, to appear in Phys.     Electromagnetic form factors of the nucleon in a covariant diquark model

    We present a simple covariant constituent diquark-quark model for the nucleon. The nucleon is assumed to be composed of a scalar diquark and a quark which interact via a quark exchange. Starting from the Bethe-Salpeter equation, the instantaneous approximation leads to a diquark-quark Salpeter equation. In the Mandelstam formalism, the electromagnetic form factors of the nucleon are calculated for momentum transfers up to q^2 = - 3 \; (\mbox{GeV/c})^2. A remarkable description of the experimental data is obtained. Especially, the model gives nearly the right values for the proton and (negative) neutron charge radii, and a qualitative description of the magnetic form factors.Comment: 17 pages, revtex, 8 figures in additional fil
