External Effects of the War in Ukraine: The Impact on the Price of Oil in the Short-term
This paper analyses the short-term impact of the most relevant events of the war in the Ukraine on the price of oil. In order to determine the events to be studied, we propose a methodology based on a study of the news published in two reference newspapers in the markets: the Wall Street Journal and the Financial Times. From this selection, we use an event study model to detect the significance of the events. The main results obtained are: events that affected daily oil prices were scarce and occurred during very specific phases of the conflict; WTI price was more affected than Brent, even though the war took place in Europe; there is no noticeable lagged effect in the events, suggesting that the market assimilated the impact of relevant events very quickly.

Un modelo para el establecimiento de asignaciones de nivelación en la financiación autonómica
El efecto estabilizador de la financiación autonómica
The aim of this paper is to estimate the stabilizing effect of the
regional financing in Spain on the regional business cycles, both as a whole and
considering individually each Autonomous Community and distinguishing the effect
of taxes and transfers. Furthermore, we distinguish between a scenario considering
the actual financing resources from financing models and an alternative
considering the standardized financing resources. For the aggregate estimation we
implement a Generalized Least Squares estimation to a panel of data for the period
1987-2010. To estimate the individual stabilizing effect in each region, we employ
the technique of Seemingly Unrelated Regression (SUR) for the total period. The
results show that the stabilizing effect of the total resources for the whole period is 6.9% and 5.1% as we use one or the other scenario and that the effect is asymmetric
and wider than at the aggregate level when calculated for each Autonomous
Community.El presente trabajo tiene por objetivo estimar el efecto estabilizador
de la financiación autonómica en España sobre los ciclos económicos autonómicos,
tanto en su conjunto como considerando individualmente cada Comunidad
Autónoma y distinguiendo el efecto producido por los impuestos y por las transferencias.
Además distinguimos entre un escenario considerando la financiación
real proveniente de los recursos de los modelos de financiación y otro alternativo
considerando la financiación estandarizada. Para la estimación agregada realizamos
una estimación por Mínimos Cuadrados Generalizados a un panel de datos
para el periodo total 1987-2010. Para la estimación individualizada del efecto
estabilizador en cada Comunidad Autónoma, empleamos la técnica de Seemingly
Unrelated Regression (SUR) en el caso del periodo total. Los resultados obtenidos
muestran que el efecto estabilizador del total de recursos para el periodo
total es del 6,9% y 5,1% según usemos uno u otro escenario y que el efecto es
asimétrico y de mayor amplitud que a nivel agregado cuando se calcula para cada

¿Hasta dónde la corresponsabilidad fiscal en el sistema español de financiación autonómica de régimen común?: un ejercicio de comparación con el caso canadiense
This paper has as aim analyse the problem of the fiscal accountability of the regional finances system in Spain. We achieve a comparison with a federal state wich show a high degree of fiscal decentralization: Canada. However, first, we show a summary of the academic debate in Spain on this problem. Subsequently, we measure the degree of fiscal accountability of each regional government in both countries with the aim of to achieve a comparison between the groups de regional governments of each country which have a similar level of spending competences. Also we achieve a regression analysis for to test the degree of correlation between the fiscal capacity and the fiscal accountability in each regional government
La evolución de los resultados distributivos de los sistemas de financiación autonómica, 1987-2010
This paper aims to measure and evaluate the redistributive effect of
transfers and distribution of financial resources between common regime Spanish
Autonomous Communities (ACs) for different models of regional funding, from
1987 to 2010. The key results are that the transfers have an important redistributive
effect that reduces revenue inequality of the ACs. This effect began to be very different
between the ACs 151 and 143, although it has been converging according as
the latter equate their spending powers with the first. Also, we see some stability in
the first models that clearly breaks with the 2002-2008 model.Este trabajo tiene como objetivo medir y evaluar el efecto redistributivo
de las transferencias y la distribución de los recursos financieros entre CCAA
de régimen común para los distintos modelos de financiación autonómica, desde
1987 a 2010. Para el análisis utilizamos indicadores de desigualdad basados en estadísticos
de dispersión. Los resultados fundamentales que obtenemos son que las
transferencias tienen un importante efecto redistributivo que reduce la desigualdad
en los ingresos de las CCAA. Dicho efecto comenzó siendo muy distinto entre las
CCAA del 151 y del 143, si bien ha ido convergiendo a medida que estas últimas
equiparan sus competencias con las primeras. Asimismo, percibimos una cierta
estabilidad en los primeros modelos, que se rompe claramente con el modelo de
2002-2008

The analysis relies on inequality indicators based on concentration indices, which allow to measure the redistributive effect, the progressivity and the reranking on the same type of indicators. Results show that (a) the system has clearly evolved towards less redistributive effect of the transfers in the ACs of art.151, (b) the ACs of Art.143 have converged towards the distributional outcomes of the ACs of Art.151, and (c) transfers' effect on progressivity and reranking has been diminishing along time.Este trabajo tiene como objetivo medir y evaluar el efecto redistributivo de las transferencias y la distribución de los recursos financieros entre las CC.AA. de régimen común para los distintos modelos de financiación autonómica, desde 1987 a 2010. Para el análisis utilizamos indicadores de desigualdad basados en índices de concentración, ya que los mismos nos permiten medir el efecto redistributivo, la progresividad y la reordenación con la misma tipología de indicadores. Los resultados ponen de manifiesto que el sistema ha evolucionado claramente hacia un menor efecto redistributivo de las transferencias en las CC.AA. del 151, que las CC.AA del 143 han convergido hacia los resultados distributivos de las CC.AA del 151 y que las transferencias han ido reduciendo su efecto sobre la progresividad y la reordenación
Metodología para la incorporación de las empresas públicas en el cálculo de balanzas fiscales: el caso de la Junta de Andalucía
El presente artículo pretende introducir en la metodología del cálculo de balanzas fiscales el
análisis y tratamiento de las empresas públicas que tradicionalmente han quedado al margen
de dichos estudios considerando que su elusión puede suponer una desvirtuación de los
resultados que aportan estos cálculos dado que es normal que no exista una distribución
uniforme a lo largo del territorio. Por esta razón el trabajo propone y describe una metodología
para la inclusión de las empresas públicas en los cálculos de balanzas fiscales. Tal
metodología se aplica al estudio de la incidencia del sector público empresarial de la Junta de
Andalucía en el año 2001.
This work tries to introduce the analysis and treatment of state-owned companies in the fiscal
balance calculation. The fiscal balance studies haven�t incorporated the state-owned
companies� analysis and this omission can imply weakness in the result from the fiscal balance
calculation because the state-owned companies� geographical distribution is not uniform.
Because of that, this paper proposes and describes a methodology for including the stateowned
companies in the fiscal balance calculation. This methodology is applied to the analysis
of the incidence of Junta de Andalucía business public sector in 2001

Laugarren zatian emaitzak aurkezten dira eta, azkenik, ondorioak laburbiltzen dira.This paper aims to analyze the distribution of resources within the Swiss Cantons and, in particular, the contribution of their different sources of income or the inequality and progressivity of their financing system as a whole. After outlining the aim of this study and revising its existing texts, the third part defines the method used to decompose both indexes of inequality and progression. The fourth part presents its results and finally summarizes its conclusions.El presente trabajo tiene por objeto analizar la distribución de recursos entre los cantones suizos y en particular la contribución de las distintas fuentes de ingresos de los cantones de Suiza a la desigualdad y la progresividad del sistema de financiación en su conjunto. Tras exponer el objetivo del trabajo y la revisión de la literatura existente, en el tercer apartado se define el método para descomponer tanto el índice de desigualdad como el de progresividad. En el apartado cuatro se presentan los resultados y finalmente se resumen las conclusiones
