    Case Study #9-10 of the Program: ''Food Policy For Developing Countries: The Role Of Government In The Global Food System''

No commercial use is permitted without permission.Brazil entered the new millennium with a stabilized economy and a better-nourished population enjoying greater access to health care and education than in the past. Economic growth and a strong government commitment to decreasing poverty and inequality during the first decade of the 2000s made it possible for Brazil to anticipate achievement of the Millennium Development goal of reducing extreme poverty by half by 2015 (CONSEA 2009a, b), with a concomitant 25 percent decrease in the prevalence of hunger (IBGE 2010a). A major factor in these advances was the Zero Hunger strategy, composed of an integrated set of actions spanning 19 ministries and secretariats, with poverty alleviation serving as one key aspect of a much broader approach to promoting food and nutrition security. Aiming to consolidate the gains of the past decade, the president of Brazil signed a presidential decree in August 2010 outlining directives for the development of a National Food and Nutrition Security Plan and other steps necessary to implement the National Food and Nutrition Security System, founded on decentralized policy implementation and decision making. More than two decades of social mobilization to fight hunger and a constitutional commitment to decentralized decision making, combined with the concerted effort on the part of government and civil society during the past decade, have laid the groundwork for a decentralized food and nutrition security system. The federal government's intersectoral approach and close collaboration with the National Council on Food and Nutrition Security (CONSEA), an advisory council with a direct institutional link to the executive branch and broad representation from civil society as well as key government sectors and programs, has proven to be a successful model at the federal level. The challenge now is to replicate this model at the state and local levels, define responsibilities of the three levels of government, and find the right balance of inducements and obligations. The presidential decree charges an interministerial governmental body with formulating the first National Food and Nutrition Security Plan, followed by the promotion of state and municipal food and nutrition security plans. Although the federal government is committed to decentralized control and recognizes that too many rules and regulations can interfere with the flexibility needed to adapt to local political-institutional arrangements, it requires instruments to fulfill its mandate to implement the law and monitor actions at the local level.     Global value chains, food and just transition: a multi-scale approach to Brazilian soy value chains

    The article analyses the Brazilian soy value chains using a justice-based, multi-scale approach following the international debate on just transition to sustainable and healthy food systems in the context of climate change. It highlights the challenges and limits to promote just transitions based on dominant global value chains, while assessing private strategies as false solutions for sustainability and climate change. The multi-scale approach allows for linking global trends and private strategies to their intersections with local and national food systems.     Sustainability, justice and equity in food systems: Ideas and proposals in dispute in Brazil

    The impacts of food systems on climate change are of growing concern as meat consumption and the soy-meat complex expand. This article explores contrasting ideas, proposals and narratives in the Brazilian context with its significant power asymmetries and identifies two broad discursive repertoires voiced by the private sector, civil society and government to differently address issues of food and environmental justice, social equity and climate change. The influence of these repertoires on public policies can induce or hinder just transitions in food systems. Documents from 2008 to 2021 are analyzed, mainly focusing on multi-scale food systems, dimensions of justice and corporate political action. Contrasting perspectives on the drivers of inequalities and sustainability are also presented, along with respective proposals ranging from paradigm shifts in food systems to topical solutions based on private mechanisms

    Fluxos decisórios na formulação das condicionalidades de saúde do programa bolsa família

    This paper discusses the formulation process of conditional cash transfer associated with healthcare conditions demanded by Brazil's Family Allowance Program, Programa Bolsa Família (PBF), and also aims to analyze the interfaces of PBF and other nutrition policies. It used the multiple streams model proposed by Kingdon, which implies moving into a new "decision agenda" from the interation of three streams: problems, solutions and alternatives and political stream. Analysis of documents and interviews was used in order to reconstruct the trajectory of these stream. In the design of healthcare´s conterparts, conceptual and operational critical of programs for combating Undernourished Child and the extinction of Food Stocks Distribution Program (PRODEA) were in stream of problems. The proposed conditional cash transfer ongoing, was in the stream of solutions and alternatives. Finally the decision of creation a social protect network, was in the political stream. In the conditional cash transfer design process, with counterparts in health, the technical area on food and nutrition assumed the role of policy entrepreneurs in the junction of three streams. Reflection on this process helps us to understand the role of health services in intersectoral programs.Os programas de transferência condicionada de renda (TCR) entram na agenda pública por sua potencialidade em interferir no ciclo intergeracional de pobreza. Este artigo tem como objetivo analisar o processo de formulação das condicionalidades de saúde do Programa Bolsa Família e, secundariamente, avaliar sua interface com a trajetória das políticas de alimentação e nutrição no Brasil. Para isso, o estudo adotou como referencial analítico o modelo de análise de múltiplos fluxos, proposto por Kingdon, para quem a mudança na agenda pública acontece com a convergência entre o fluxo dos problemas, o fluxo das soluções e alternativas e o fluxo político. A trajetória desses fluxos foi recomposta por meio da análise de documentos governamentais e de relatos orais obtidos por meio de entrevistas. No momento da formulação das condicionalidades de saúde, no fluxo de problemas, havia a necessidade de mudar a estratégia de combate à desnutrição, devido às críticas ao Incentivo ao Combate às Carências Nutricionais (ICCN) e à extinção do Programa de Distribuição de Estoques de Alimentos (PRODEA). No que diz respeito ao fluxo das soluções, diversas propostas de TCR estavam em curso. No fluxo político, havia a decisão de criação de uma rede de proteção social. Nesse processo, a Coordenação Geral da Política de Alimentação e Nutrição assumiu o papel de empreendedora de políticas.     Neste artigo foram analisados os potenciais conflitos entre interesses governamentais e privados de caráter comercial em torno das ações de alimentação e nutrição (AN) no âmbito de propostas intersetoriais de enfrentamento das DCNT no Brasil. Para tal, foram identificados artigos acadêmicos e documentos institucionais publicados a partir de 2000 que abordassem as ações de AN em políticas de DCNT pautadas pela intersetorialidade. Foram priorizados elementos que contribuíssem para a compreensão dos potenciais conflitos de interesse entre governos e o setor privado comercial no âmbito de estratégias intersetoriais de enfrentamento de DCNT. Concluiu-se que o princípio da intersetorialidade, desassociado de um processo político que problematize os critérios de eleição e as práticas institucionais dos setores que respondem pelo conjunto de ações que compõe as políticas governamentais, pode servir como facilitador do favorecimento de interesses comerciais. A participação no processo decisório de setores de interesse comercial cujas práticas ferem objetivos e princípios das políticas públicas, movidos pela expansão da demanda por seus produtos e pela concentração progressiva de poder, pode retardar, atenuar ou impedir ações efetivas na redução de DCNT. Elements that contributed to understanding the potential conflicts of interest between governments and the private, commercial sector within the context of intersectoral strategies to deal with CNCD were prioritized. It was concluded that the principle of intersectoriality disassociated from a political process that complicates the eligibility criteria and institutional practices of the sectors responsible for the set of actions that comprise government policies may serve as facilitators for favoring commercial interests.
