Does Size Matter? School Consolidation Policy Issues in Arkansas

Providing a reasonable education for all students in Arkansas is a legal responsibility explicitly mandated by the state’s constitution. Consistent with the long-standing American tradition of “grassroots” control of education, public schools in all states are funded and managed first and foremost at the local level. The federal government can and does enact legislation with which schools must conform. Directly or indirectly, federal mandates provide significant amounts of monies to support particular types of school services and programming. But ultimate responsibility for financing and operating schools devolves on state government. In Arkansas, it has been held, the state must provide “a general, suitable, and efficient system of free public schools” (Lakeview v. Huckabee, 2001)

A short response-time atomic source for trapped ion experiments

Ion traps are often loaded from atomic beams produced by resistively heated ovens. We demonstrate an atomic oven which has been designed for fast control of the atomic flux density and reproducible construction. We study the limiting time constants of the system and, in tests with $^{40}\textrm{Ca}$, show we can reach the desired level of flux in 12s, with no overshoot. Our results indicate that it may be possible to achieve an even faster response by applying an appropriate one-off heat treatment to the oven before it is used.Comment: 5 pages, 7 figure

The Next 50 Years of Forensics: Acknowledging Problems, Preparing Solutions

In previous decades, forensics was a well-respected co-curricular activity, with students becoming involved as early as middle school and moving into colleges across the country. The activity provides a multitude of meanings for individuals, teams, and colleges across the nation conjuring feelings of friendship, community, education, leadership, and competition. Many within the forensic community know the reputation of this activity can be attributed to influential individuals such as Grace Walsh, L. E. Norton, and Larry Schnoor, among others. Despite the great past and present of this activity, the future is looming with potential pitfalls that could damage the activity. We propose the next 50 years of forensics are fraught with potential struggles, but through discussion and action, the community can remain as strong for future generations as when it began

Money or mental health : the cost of alleviating psychological distress with monetary compensation versus psychological therapy

Money is the default way in which intangible losses, such as pain and suffering, are currently valued and compensated in law courts. Economists have suggested that subjective well-being regressions can be used to guide compensation payouts for psychological distress following traumatic life events. We bring together studies from law, economic, psychology and medical journals to show that alleviating psychological distress through psychological therapy could be at least 32 times more cost effective than financial compensation. This result is not only important for law courts but has important implications for public health. Mental health is deteriorating across the world – improvements to mental health care might be a more efficient way to increase the health and happiness of our nations than pure income growth

Counterparts to the Nuclear Bulge X-ray source population

We present an initial matching of the source positions of the Chandra Nuclear Bulge X-ray sources to the new UKIDSS-GPS near-infrared survey of the Nuclear Bulge. This task is made difficult by the extremely crowded nature of the region, despite this, we find candidate counterparts to ~50% of the X-ray sources. We show that detection in the J-band for a candidate counterpart to an X-ray source preferentially selects those candidate counterparts in the foreground whereas candidate counterparts with only detections in the H and K-bands are more likely to be Nuclear Bulge sources. The Nuclear Bulge extinction

We present a new, high resolution (5" per pixel) near-infrared extinction map of the Nuclear Bulge using data from the UKIDSS-GPS. Using photometry from the J, H and K-bands we show that the extinction law parameter is also highly variable in this region on similar scales to the absolute extinction. Testing the Limits of Temporal Stability: Willingness to Pay Values among Grand Canyon Whitewater Boaters Across Decades

We directly compare trip willingness to pay (WTP) values between 1985 and 2015 stated preference surveys of private party Grand Canyon boaters using identically designed valuation methods. The temporal gap of 30 years between these two studies is well beyond that of any tests of WTP temporal stability in the literature. Comparisons were made of mean WTP estimates for four hypothetical Colorado River flow level scenarios. WTP values from the 1985 survey were adjusted to 2015 levels using the consumer price index. Mean WTP precision was estimated through simulation. No statistically significant differences were detected between the adjusted Bishop et al. (1987) and the current study mean WTP estimates. Examination of pooled models of the data from the studies suggest that while the estimated WTP values are stable over time, the underlying valuation functions may not be, particularly when the data and models are corrected to account for differing bid structures and possible panel effects
