The average singular value of a complex random matrix decreases with dimension
We obtain a recurrence relation in for the average singular value of a complex valued \ matrix with
random i.i.d., N( 0,1) entries, and use it to show that decreases
monotonically with to the limit given by the Marchenko-Pastur
distribution.\ The monotonicity of has been recently conjectured
by Bandeira, Kennedy and Singer in their study of the Little Grothendieck
problem over the unitary group \cite{BKS}, a combinatorial
optimization problem. The result implies sharp global estimates for , new bounds for the expected minimum and maximum singular values, and a
lower bound for the ratio of the expected maximum and the expected minimum
singular value. The proof is based on a connection with the theory of Tur\'{a}n
determinants of orthogonal polynomials. We also discuss some applications to
the problem that originally motivated the conjecture.Comment: 11 page
Alterações climáticas e as consequências na segurança global
As alterações climáticas são um facto, e os seus efeitos físicos começam a estar à
vista. As evidências e os impactos das alterações climáticas estão cada vez mais bem
documentados e algumas conclusões são avassaladoras. Alguns destes efeitos estão na
ordem do dia, outros são apenas previsíveis, uns são já inevitáveis, enquanto outros podem
ainda ser contornados, se houver uma consciencialização e se forem tomadas medidas
concertadas.
Este é o ponto de partida deste estudo, e o seu objectivo é compreender como é que
as alterações climáticas afectarão a segurança humana e nacional, tal como identificar as
formas de como podemos aumentar a nossa capacidade de resposta.
Com o aumento da temperatura global, mudança da precipitação, subida do nível do
mar, e aumento da frequência e intensidade de fenómenos meteorológicos extremos, as
alterações climáticas estão a emergir como uma ameaça à paz e à segurança.
Padrões climáticos voláteis, em conjunto com alterações na precipitação e
temperatura, têm a capacidade de remodelar o cenário produtivo de regiões inteiras e
exacerbar a escassez de comida, água e de energia.
Desastres naturais mais frequentes e intensos, somados a um aumento na proliferação de
doenças levam ao limite a capacidade de resposta de países em desenvolvimento. O risco de
colapso é maior, transformando os países pobres em estados frágeis e estados frágeis em
estados falhados.
A salinização, o aumento do nível do mar ou grandes secas podem tornar áreas
inteiras inabitáveis e, em casos extremos, comprometer a própria existência de pequenos
países de baixa altitude.
Tudo isso também pode contribuir para destabilizar movimentos de populações e, não
regulado, pode forçar grupos previamente separados a competir pelos mesmos recursos em
declínio.
A retracção de gelo do mar e da terra pode permitir o acesso a recursos anteriormente
inacessíveis, como o petróleo e gás no Árctico, tal como o acesso a novas rotas marítimas,
como a Passagem do Noroeste, provocando controvérsia sobre a sua posse e controlo.
A grande questão é que as alterações climáticas ameaçam sobrecarregar os estados e
regiões que, já de si, são frágeis e propensos à instabilidade. É importante reconhecer que os
riscos não são apenas de carácter humanitário, mas incluem também riscos políticos e de
segurança, que afectam directamente os interesses Nacionais, a Europeus, da NATO e
globais. Abstract: Climate change is upon us and its physical effects have started to be visible. The
evidence for, and the effects of climate change are now well documented and the facts
overpowering. Some of these effects are already upon us, some predicted; some are already
inevitable, some might be averted if prompt and concerted action is taken. This is the
starting point of this study, and it’s aim is to understand how climate change will effect the
human and national security, and identify ways to increase our coping capacity.
With rising global temperatures, precipitation change, sea-level rise, and increased
frequency and intensity of extreme weather events, climate change is emerging as a threat to
peace and security.
Volatile weather patterns, coupled with changes in rainfall and temperature, have the
capacity to reshape the productive landscape of entire regions and exacerbate food, water
and energy scarcities.
More frequent and intense natural disasters coupled with a greater burden of diseases
stretch the coping capacity of developing countries. This could, in turn, tip poor countries
into fragile states and fragile states into failed states. Salinisation, rising sea level and mega
droughts could make entire areas uninhabitable and in extreme cases jeopardize the very
existence of small low-lying countries.
All of this can also contribute to destabilizing and unregulated population
movements, which could force previously separate groups to compete for the same
dwindling resources.
Receding sea and land ice could enable access to previously inaccessible resources
such as oil and gas supplies in the Arctic and transit routes like the North–West Passage,
triggering dispute over their ownership and control.
The core challenge is that climate change threatens to overburden states and regions
which are already fragile and conflict prone. It is important to recognize that the risks are not
just of a humanitarian nature, they also include political and security risks that directly affect
National, European, NATO and Global interests
A -linear analogue of the plane wave expansion
We obtain a -linear analogue of Gegenbauer's expansion of the plane wave.
It is expanded in terms of the little -Gegenbauer polynomials and the
\textit{third} Jackson -Bessel function. The result is obtained by using a
