Grants or Loans? Theoretical Issues Regarding Access and Persistence in Postsecondary Education

Most economic investigations of access to education treat an investment in college or university as if it were a financial investment offering a particular expected rate of return. Since the average measured rates of return are quite favourable, other factors such as lack of information, contrary parental infl�uence, or "debt aversion" must be invoked to explain the unwillingness of some qualified students from poorer backgrounds to borrow money and attend. However, a model that recognizes the hardship associated with low levels of expenditure suggests that, ceteris paribus, poorer students will actually need a higher measured rate of return before they will decide to attend. The result holds even when there is an efficient student loan system. This approach can provide some normative guidance for decisions about the choice of grants or loans as vehicles for student aid, and has positive implications about the effects of grants and loans on access and persistence.postsecondary education, educational subsidies, student loans, equal access, hyperbolic preferences

A Review of Spartina Management in Washington State, US

Management of non-native Spartina plants including Spartina alterniflora Lois., Spartina anglica C. Hubb and Spartina patens (Ait.) Muhl. in Washington State, U.S. evolved during the 1990s from small-scale field trials to a large-scale integrated pest management program. The development and implementation of the program were significantly hindered by stakeholder conflict, particularly regarding the use of herbicide in estuarine environments. In 1995, Washington State Department of Agriculture was appointed to manage these invasive species. Agency coordination and strategy reviews were undertaken. A wide range of control techniques, including physical removal, mowing and herbicide, were established, with all techniques demonstrating considerable limitations. The combination of mowing and herbicide provided the greatest efficacy but was expensive. Development of biological control options is in progress but will take years to prove effectiveness for Spartina management. Program progress based on existing mapping and efficacy data is difficult to gauge. This program demonstrates that Spartina plants are difficult and expensive to eradicate. Between 1995 and 2000, infestations increased in area by 250%, affecting more than 8,093 ha of intertidal land. During this period, approximately 15% of the infestation was treated annually. Although the program has evolved considerably, substantially increasing knowledge on the management of Spartina, infestations in Washington State continue to present a range of management challenges, including the development of a standardized and integrated mapping procedures, cost-effective control techniques and improvements to stakeholder management

Electric potential variations associated with yearly lake level variations

Electric potential variations have been recorded from November 1995 to February 1996 and continuously since October 1996 at 14 measurement points on a one km wide ridge separating two lakes in the French Alps. The levels of the lakes vary by several tens of meters on a yearly cycle, inducing stress variations and fluid percolation. At one point, unambiguous variations as large as 120 mV are observed over a year, linearly correlated with the levels of the lakes with a magnitude of 2 mV per meter of water level change. This particular measurement point lies at the edge of a SP anomaly, which supports the presence of a localized zone of ground water flow forced by the lake level, suggesting an electrokinetic mechanism. The observed correlation implies a ζ‐potential of the order of ‐8 mV for a 60 Ωm electrolyte, in agreement with laboratory measurements
