What price planning? Reimagining planning as “market maker”
Planning has been widely vilified for the role it plays in disrupting the development process, hindering economic growth and creating the conditions for undersupply in housing markets, characterised by unaffordability. In this paper we hope to show that the analyses that support this view of planning are incomplete because of the theoretical limitations of the neoclassical tradition from which they emerge. By way of alternative we posit an account of planning that draws upon game theory and behavioural economics to explore those aspects of the activity that serve to animate the development process. This interpretation of planning as a “market maker” is explored through empirical case study research from three continental European contexts where planning is charged with playing an economically active role to control liquidity

Very superstitious? A preliminary investigation of pigeons’ body position during a matching-to-sample task under differential and common outcome conditions.
The delayed matching-to-sample (DMS) task is widely employed to assess memory in a range of non-human animals. On the standard “common outcomes” (CO) DMS task, correct performance following either sample stimulus results in reinforcement. In contrast, on a “differential outcomes” (DO) DMS task, the outcome following either sample stimulus is different. One of the most consistent findings in the comparative literature is that performance under a DO condition is superior to that under a CO condition. The superior performance is attributed to the fact the DO condition enhances memory for the sample stimulus by tagging each sample with a discrete reward. Here, we investigate an alternative possibility, that pigeons use positional mediation during the delay under DO, but not CO, conditions. To test this, we tracked the head position of pigeons performing a DO (n = 4) or CO (n = 4) task. Consistent with the positional mediation account, all subjects in the DO condition displayed evidence of positional mediation. Surprisingly, positional mediation was not unique to subjects in the DO condition, with subjects in the CO condition also displaying evidence of mediation. 
Principal component analysis of atrial fibrillation: Inclusion of posterior ECG leads does not improve correlation with left atrial activity
Background Lead V? is routinely analysed due to its large amplitude AF waveform. V? correlates strongly with right atrial activity but only moderately with left atrial activity. Posterior lead V? correlates strongest with left atrial activity. Aims (1) To establish whether surface dominant AF frequency (DAF) calculated using principal component analysis (PCA) of a modified 12-lead ECG (including posterior leads) has a stronger correlation with left atrial activity compared to the standard ECG. (2) To assess the contribution of individual ECG leads to the AF principal component in both ECG configurations. Methods Patients were assigned to modified or standard ECG groups. In the modified ECG, posterior leads V? and V? replaced V? and V?. AF waveform was extracted from one-minute surface ECG recordings using PCA. Surface DAF was correlated with intracardiac DAF from the high right atrium (HRA), coronary sinus (CS) and pulmonary veins (PVs). Results 96 patients were studied. Surface DAF from the modified ECG did not have a stronger correlation with left atrial activity compared to the standard ECG. Both ECG configurations correlated strongly with HRA, CS and right PVs but only moderately with left PVs. V? contributed most to the AF principal component in both ECG configurations
Effect of catheter ablation on quality of life in patients with atrial fibrillation and its correlation with arrhythmia outcome
Objective To assess the effect of catheter ablation on atrial fibrillation (AF) symptoms and quality of life (QoL). Methods Patients with AF scheduled for ablation were recruited. Pulmonary vein isolation (PVI) was performed and complex fractionated atrial electrogram (CFAE)±linear ablation undertaken in patients in AF despite PVI. QoL and AF symptoms were assessed using SF-36 V2 and Atrial Fibrillation Effect on Quality-of-Life (AFEQT) questionnaires before and 3 months after ablation. Change in QoL scores after ablation was correlated with clinical parameters and the extent of ablation. Magnitude of QoL change was compared between AFEQT and SF-36 physical component summary (PCS) and mental component summary (MCS) scores and correlated with arrhythmia outcome. Results 80 patients were studied. Summative and individual health scores for both AFEQT (51.5±22.0 vs 81.3±18.2; p<0.01) and SF-36 (PCS 43.3±10.5 vs 47.9±11.3; p<0.01 and MCS 45.0±11.5 vs 51.5±9.4; p<0.01) improved significantly in patients who maintained sinus rhythm after ablation, but not in those with recurrent AF. Improvement in AFEQT (25.4±19) was significantly greater than change in PCS (6.8±6.4; p<0.01) and MCS (8.5±7.9; p<0.01) scores and correlated more closely with arrhythmia outcome (AFEQT r=0.55; PCS r=0.26; MCS r=0.30). Conclusions Patients who maintained sinus rhythm after ablation had a significant improvement in AF symptoms and QoL; however, no improvement was observed in patients with recurrent AF. QoL change after ablation did not correlate with baseline clinical parameters or ablation strategy. AF specific QoL scales are more responsive to change and correlate better with ablation outcome
Real-Time RGB-D Camera Pose Estimation in Novel Scenes using a Relocalisation Cascade
Camera pose estimation is an important problem in computer vision. Common
techniques either match the current image against keyframes with known poses,
directly regress the pose, or establish correspondences between keypoints in
the image and points in the scene to estimate the pose. In recent years,
regression forests have become a popular alternative to establish such
correspondences. They achieve accurate results, but have traditionally needed
to be trained offline on the target scene, preventing relocalisation in new
environments. Recently, we showed how to circumvent this limitation by adapting
a pre-trained forest to a new scene on the fly. The adapted forests achieved
relocalisation performance that was on par with that of offline forests, and
our approach was able to estimate the camera pose in close to real time. In
this paper, we present an extension of this work that achieves significantly
better relocalisation performance whilst running fully in real time. To achieve
this, we make several changes to the original approach: (i) instead of
accepting the camera pose hypothesis without question, we make it possible to
score the final few hypotheses using a geometric approach and select the most
promising; (ii) we chain several instantiations of our relocaliser together in
a cascade, allowing us to try faster but less accurate relocalisation first,
only falling back to slower, more accurate relocalisation as necessary; and
(iii) we tune the parameters of our cascade to achieve effective overall
performance. These changes allow us to significantly improve upon the
performance our original state-of-the-art method was able to achieve on the
well-known 7-Scenes and Stanford 4 Scenes benchmarks. As additional
contributions, we present a way of visualising the internal behaviour of our
forests and show how to entirely circumvent the need to pre-train a forest on a

Use and outcomes of targeted therapies in early and metastatic HER2-positive breast cancer in Australia: Protocol detailing observations in a whole of population cohort
Background: The management of human epidermal growth factor receptor 2 (HER2)-positive breast cancer (BC) has changed dramatically with the introduction and widespread use of HER2-targeted therapies. However, there is relatively limited real-world information on patterns of use, effectiveness and safety in whole of population cohorts. The research programme detailed in this protocol will generate evidence on the prescribing patterns, safety monitoring and outcomes of patients with BC treated with HER2- targeted therapies in Australia.
Methods/design: Our ongoing research programme will involve a series of retrospective cohort studies that include every patient accessing Commonwealth-funded HER2-targeted therapies for the treatment of early BC and advanced BC in Australia. At the time of writing, our cohorts consist of 11 406 patients with early BC and 5631 with advanced BC who accessed trastuzumab and lapatinib between 2001 and 2014. Pertuzumab and trastuzumab emtansine were publicly funded for metastatic BC in 2015, and future data updates will include patients accessing these medicines. We will use dispensing claims for cancer and other medicines, medical service claims and demographics data for each patient accessing HER2- targeted therapies to undertake this research.
Ethics and dissemination: Ethics approval has been granted by the Population Health Service Research Ethics Committee and data access approval has been granted by the Australian Department of Human Services (DHS) External Review Evaluation Committee. Our findings will be reported in peer-reviewed publications, conference presentations and policy forums. By providing detailed information on the use and outcomes associated with HER2-targeted therapies in a national cohort treated in routine clinical care, our research programme will better inform clinicians and patients about the real-world use of these treatments and will assist third-party payers to better understand the use and economic costs of these treatments
