A RECREATION OPTIMIZATION MODEL BASED ON THE TRAVEL COST METHOD
A recreation allocation model is developed which efficiently selects recreation areas and degree of development from an array of proposed and existing sites. The model does this by maximizing the difference between gross recreation benefits and travel, investment, management, and site-opportunity costs. The model presented uses the Travel Cost Method for estimating recreation benefits within an operations research framework. The model is applied to selection of potential wilderness areas in Colorado. Are Renewable Portfolio Standards a Policy Cure-All?: A Case Study of Illinois\u27s Experience
Renewable Portfolio Standards (“RPS”) are stated to have a plethora of benefits: job creation, renewable energy growth, reduced carbon emissions, and a reduction in retail electricity prices. Often when a policy has multiple agendas, the policy fails to meet any of the objectives. Twenty-nine states have implemented an RPS, but state policies vary with regard to the sources considered eligible, out-of-state generation, credit trading, and the process of ensuring compliance. The various policy facets affect the growth of renewable energy within the state and affect the additional stated benefits of job creation and reduced emissions. This paper examines Illinois’s RPS as a case study for analyzing the many goals and impacts of other RPSs. We use Illinois’s market for electricity as a case study for several reasons. First, the RPS in Illinois focuses on encouraging wind generation by requiring seventy-five percent of the standard be generated from wind. This aspect allows us to focus on the growth of the wind industry. Next, the electricity market in Illinois allows customers to choose their electricity supplier. We can analyze restructuring and its impact on the renewable sector. Finally, Illinois is surrounded by states whose renewable industry may benefit from Illinois’s mandate. We will also examine the impact of Illinois’s standard on the renewable electricity generation in the surrounding states
A solar cycle lost in 1793--1800: Early sunspot observations resolve the old mystery
Because of the lack of reliable sunspot observation, the quality of sunspot
number series is poor in the late 18th century, leading to the abnormally long
solar cycle (1784--1799) before the Dalton minimum. Using the newly recovered
solar drawings by the 18--19th century observers Staudacher and Hamilton, we
construct the solar butterfly diagram, i.e. the latitudinal distribution of
sunspots in the 1790's. The sudden, systematic occurrence of sunspots at high
solar latitudes in 1793--1796 unambiguously shows that a new cycle started in
1793, which was lost in traditional Wolf's sunspot series. This finally
confirms the existence of the lost cycle that has been proposed earlier, thus
resolving an old mystery. This letter brings the attention of the scientific
community to the need of revising the sunspot series in the 18th century. The
presence of a new short, asymmetric cycle implies changes and constraints to
sunspot cycle statistics, solar activity predictions, solar dynamo theories as
well as for solar-terrestrial relations.Comment: Published by Astrophys. J. Let
A Survey of CH3CN and HC3N in Protoplanetary Disks
The organic content of protoplanetary disks sets the initial compositions of
planets and comets, thereby influencing subsequent chemistry that is possible
in nascent planetary systems. We present observations of the complex
nitrile-bearing species CH3CN and HC3N towards the disks around the T Tauri
stars AS 209, IM Lup, LkCa 15, and V4046 Sgr as well as the Herbig Ae stars MWC
480 and HD 163296. HC3N is detected towards all disks except IM Lup, and CH3CN
is detected towards V4046 Sgr, MWC 480, and HD 163296. Rotational temperatures
derived for disks with multiple detected lines range from 29-73K, indicating
emission from the temperate molecular layer of the disk. V4046 Sgr and MWC 480
radial abundance profiles are constrained using a parametric model; the
gas-phase CH3CN and HC3N abundances with respect to HCN are a few to tens of
percent in the inner 100 AU of the disk, signifying a rich nitrile chemistry at
planet- and comet-forming disk radii. We find consistent relative abundances of
CH3CN, HC3N, and HCN between our disk sample, protostellar envelopes, and solar
system comets; this is suggestive of a robust nitrile chemistry with similar
outcomes under a wide range of physical conditions
Shock formation and the ideal shape of ramp compression waves
We derive expressions for shock formation based on the local curvature of the
flow characteristics during dynamic compression. Given a specific ramp adiabat,
calculated for instance from the equation of state for a substance, the ideal
nonlinear shape for an applied ramp loading history can be determined. We
discuss the region affected by lateral release, which can be presented in
compact form for the ideal loading history. Example calculations are given for
representative metals and plastic ablators. Continuum dynamics (hydrocode)
simulations were in good agreement with the algebraic forms. Example
applications are presented for several classes of laser-loading experiment,
identifying conditions where shocks are desired but not formed, and where long
duration ramps are desired
COMPTEL gamma ray and neutron measurements of solar flares
COMPTEL on the Compton Gamma Ray Observatory has measured the flux of x‐rays and neutrons from several solar flares. These data have also been used to image the Sun in both forms of radiation. Unusually intense flares occurred during June 1991 yielding data sets that offer some new insight into of how energetic protons and electrons are accelerated and behave in the solar environment. We summarize here some of the essential features in the solar flare data as obtained by COMPTEL during June 1991
Observations of the 1991 June 11 solar flare with COMPTEL
The COMPTEL instrument onboard of the Compton Gamma‐Ray Observatory (CGRO) is sensitive to γ‐rays in the energy range from 0.75 to 30 MeV and to neutrons in the energy range from 10 to 100 MeV.
During the period of unexpectedly high solar activity in June 1991, several flares from active region 6659 were observed by COMPTEL. For the flare on June 11, we have analyzed the COMPTEL telescope data, finding strong 2.223 MeV line emission, that declines with a time constant of 11.8 minutes during the satellite orbit in which the flare occurs. It remains visible for at least 4 hours. We obtained preliminary values for the 2.2 MeV and 4–7 MeV fluences. Neutrons with energies above 20 MeV have been detected and their arrival time at the Earth is consistent with the γ‐ray emission during the impulsive phase
Uniformity of V minus Near Infrared Color Evolution of Type Ia Supernovae, and Implications for Host Galaxy Extinction Determination
From an analysis of SNe 1972E, 1980N, 1981B, 1981D, 1983R, 1998bu, 1999cl,
and 1999cp we find that the intrinsic V-K colors of Type Ia SNe with
multi-color light curve shape (MLCS) parameter -0.4 < Delta < +0.2 suggest a
uniform color curve. V-K colors become bluer linearly with time from roughly
one week before B-band maximum until one week after maximum, after which they
redden linearly until four weeks after maximum. V-H colors exhibit very similar
color evolution. V-J colors exhibit slightly more complex evolution, with
greater scatter. The existence of V minus near infrared color relations allows
the construction of near infrared light curve templates that are an improvement
on those of Elias et al. (1985).
We provide optical BVRI and infrared JHK photometry of the Type Ia supernovae
1999aa, 1999cl, and 1999cp. SN 1999aa is an overluminous "slow decliner" (with
Delta = -0.47 mag). SN 1999cp is a moderately bright SN unreddened in its host.
SN 1999cl is extremely reddened in its host. The V minus near infrared colors
of SN 1999cl yield A_V = 2.01 +/- 0.11 mag. This leads to a distance for its
host galaxy (M 88) in agreement with other distance measurements for members of

Public Benefits of Undeveloped Lands on Urban Outskirts: Non-Market Valuation Studies and their Role in Land Use Plans
Over the past three decades, the economics profession has developed methods for estimating the public benefits of green spaces, providing an opportunity to incorporate such information into land-use planning. While federal regulations routinely require such estimates for major regulations, the extent to which they are used in local land use plans is not clear. This paper reviews the literature on public values for lands on urban outskirts, not just to survey their methods or empirical findings, but to evaluate the role they have played--or have the potential to play-- in actual land use plans. Based on interviews with authors and representatives of funding agencies and local land trusts, it appears that academic work has had a mixed reception in the policy world. Reasons for this include a lack of interest in making academic work accessible to policy makers, emphasizing revealed preference methods which are inconsistent with policy priorities related to nonuse values, and emphasis on benefit-cost analyses. Nevertheless, there are examples of success stories that illustrate how such information can play a vital role in the design of conservation policies. Working Paper 07-2
