    Are Americans confident their ballots are counted?

    Building on the literature that investigates citizen and voter trust in government, we analyze the topic of voter confidence in the American electoral process. Our data comes from two national telephone surveys where voters were asked the confidence they have that their vote for president in the 2004 election was recorded as intended. We present preliminary evidence that suggests confidence in the electoral process affects voter turnout. We then examine voter responses to determine the overall level of voter confidence and analyze the characteristics that influence the likelihood a voter is confident that their ballot was recorded accurately. Our analyses indicate significant differences in the level of voter confidence along both racial and partisan lines. Finally, we find voter familiarity with the electoral process, opinions about the electoral process in other voting precincts, and both general opinions about voting technology and the specific technology the voter uses significantly affect the level of voter confidence

    Spacecraft ram glow and surface temperature

    Space shuttle glow intensity measurements show large differences when the data from different missions are compared. In particular, on the 41-G mission the space shuttle ram glow was observed to display an unusually low intensity. Subsequent investigation of this measurement and earlier measurements suggest that there was a significant difference in temperature of the glow producing ram surfaces. The highly insulating properties coupled with the high emissivity of the shuttle tile results in surfaces that cool quickly when exposed to deep space on the night side of the orbit. The increased glow intensity is consistent with the hypothesis that the glow is emitted from excited NO2. The excited NO2 is likely formed through three body recombination (OI + NO + M = NO2*) where ramming of OI interacts with weakly surface bound NO. The NO is formed from atmospheric OI and NI which is scavenged by the spacecraft moving through the atmosphere. It is postulated that the colder surfaces retain a thicker layer of NO thereby increasing the probability of the reaction. It has been found from the glow intensity/temperature data that the bond energy of the surface bound precursor, leading to the chemical recombination producing the glow, is approximately 0.14 eV. A thermal analysis of material samples of STS-8 was made and the postulated temperature change of individual material samples prior to the time of glow measurements above respective samples are consistent with the thermal effect on glow found for the orbiter surface

    The photons payload, G-494: A learning experience

    PHOTONS (Photometric Thermospheric Oxygen Nightglow Study) is an optical remote sensing payload developed for Get Away Special (GAS) flight by the National Research Council of Canada. The device is extremely sensitive and is suitable for making measurements of low intensity, aeronomically generated atmospheric emissions in the nadir and the limb and of Shuttle ram glow. The unit uses a sealed canister and UV transmitting viewing ports. During the flight of STS 61-C, PHOTONS received one hour of operation and aeronomic observations were made. Good diagnostic data were obtained and the science part of the experiment malfunctioned. Post flight inspection revealed that the payload was in perfect working order except for total failure of the photomultiplier detectors. The experiment and the payload are described and the flight results are discussed along with the cause of the malfunctions. It is shown that enough was learned from the flight diagnostic data and about the cause of the malfunction to conclude that the engineering flight was successful and that subsequent flight of the PHOTONS payload will be productive

    Using a simplified form of the Appleton-Hartree formula for the phase refractive index, a relationship was obtained between the Faraday rotation angle along the angular path and the total electron content along the vertical path, intersecting the angular at the height of maximum electron density. Using the second mean value theorem of integration, the function B cosine theta second chi was removed from under the integral sign and replaced by a 'mean' value. The mean value factors were printed on the computer listing for 39 stations receiving signals from the INTASAT satellite during the specified time period. The data is presented by station and date. Graphs are included to demonstrate the variation of the Faraday factor with local time and season, with magnetic latitude, elevation and azimuth angles.     Background: Failures of post-exposure prophylaxis following sexual exposure (PEPSE) to prevent seroconversion have been reported and are often associated with ongoing risk exposure. Understanding why men who have sex with men (MSM) access PEPSE on some occasions and not others may lead to more effective health promotion and disease prevention strategies Methods: A qualitative study design using semi-structured interviews of 15 MSM within 6 months of them initiating PEPSE treatment at an HIV outpatient service in Brighton, UK. Results: PEPSE seeking was motivated by a number of factors: an episode that related to a particular sexual partner and their behaviour; the characteristics of the venue where the risk occurred; the respondent’s state of mind and influences of alcohol and recreational drug use; and their perceived beliefs on the effectiveness of PEPSE. Help was sought in the light of a “one-off” or “unusual” event. Many respondents felt they were less likely to behave in a risky manner following PEPSE. Conclusion: If PEPSE is to be effective as a public health measure, at risk individuals need to be empowered to make improved risk calculations from an increased perception that they could be exposed to HIV if they continue their current behaviour patterns. The concern is that PEPSE was sought by a low number of MSM implying that a greater number are not using the service based on failure to make accurate risk calculations or recognise high-risk scenario

    Ionospheric range-rate effects in satellite-to-satellite tracking

    Investigation of ionospheric range and range-rate corrections in satellite-to-satellite tracking were investigated. Major problems were cited and the magnitude of errors that have to be considered for communications between satellites and related experiments was defined. The results point to the need of using a sophisticated modeling approach incorporating daily solar data, and where possible actual ionospheric measurements as update information, as a simple median model cannot possibly account for the complex interaction of the many variables. The findings provide a basis from which the residual errors can be estimated after ionospheric modeling is incorporated in the reduction. Simulations were performed for satellites at various heights: Apollo, Geos, and Nimbus tracked by ATS-6; and in two different geometric configurations: coplanar and perpendicular orbits

    Are Urban Communities in Successional Stasis? A Case Study on Epiphytic Lichen Communities

    Urban areas may contain a wide range of potential habitats and environmental gradients and, given the many benefits to human health and well-being, there is a growing interest in maximizing their biodiversity potential. However, the ecological patterns and processes in urban areas are poorly understood. Using a widely applicable ecological survey method, we sampled epiphytic lichen communities, important bioindicators of atmospheric pollution, on host Quercus trees in urban parks of London, UK, to test if common patterns relating to lichen diversity are mirrored in urban green spaces. We found lichen diversity to be dependent on host species identity, and negatively related to local tree crowding. In addition, we found a strong negative effect of tree size on lichen diversity, leaving large trees as unexploited niches. A novel network analysis revealed the presence of only pioneer communities, showing the lichen communities are being held in successional stasis, likely due to the heritage effects of SO2 emissions and current nitrogen pollution and particulate emissions. Our study highlights that jointly assessing species richness, community structure and the successional stage can be key to understanding diversity patterns in urban ecosystems. Subsequently, this may help best determine the optimum conditions that will facilitate biodiversity increase within cities
