This paper critically evaluates New Localism and neighbourhood planning from a social and spatial equity aspect, mainly on whether or not this agenda can contribute to fairness especially equal participation, whether people can equally benefit from this agenda and whether the needed spatial housings and amenities are provided. The neighbourhood planning of Highgate will be regarded as a case study
On Choosing Initial Values of Iteratively Reweighted Algorithms for the Piece-wise Exponential Penalty
Computing the proximal operator of the sparsity-promoting piece-wise
exponential (PiE) penalty with a given shape parameter
, which is treated as a popular nonconvex surrogate of -norm,
is fundamental in feature selection via support vector machines, image
reconstruction, zero-one programming problems, compressed sensing, etc. Due to
the nonconvexity of PiE, for a long time, its proximal operator is frequently
evaluated via an iteratively reweighted algorithm, which substitutes
PiE with its first-order approximation, however, the obtained solutions only
are the critical point. Based on the exact characterization of the proximal
operator of PiE, we explore how the iteratively reweighted solution
deviates from the true proximal operator in certain regions, which can be
explicitly identified in terms of , the initial value and the
regularization parameter in the definition of the proximal operator. Moreover,
the initial value can be adaptively and simply chosen to ensure that the
iteratively reweighted solution belongs to the proximal operator of
PiE
The simulation model of sucker rod string transverse vibration under the space buckling deformation excitation and rod-tubing eccentric wear in vertical wells
Considering the limitations of the static buckling theory on the eccentric wear of sucker rod and tubing, a new dynamic analysis method for the transverse vibration of sucker rod in the tubing is proposed. Taking the axial distribution load at the rod body and the dynamic load at the bottom into account, the dynamic model of transverse vibration is established based on the space buckling configuration of rod string which regarded as the deformation excitation during the down stroke. To solve the mathematical equations, the finite difference method is used to discretize the well depth, and the Newmark-beta method is used to discretize the time. Meanwhile, a restitution coefficient is introduced to depict the change of velocity and the momentum after the collision. The result shows the phenomenon of rod-tubing collision occurs mainly in the down stroke after the rod string post buckling; the collision force from the wellhead to the bottom increases gradually, of which distributed almost along the entire well depth; and the high frequency collision occurs below the neutral point where the collision force is also the biggest. Further, the collision frequency and the collision force decrease successively from the neutral point to the wellhead direction. But during the up stroke, few collisions occur, and the collision force is also very small. The simulation model is suitable for the eccentric wear analysis of rod-tubing, and provides a new theoretical basis for the optimal allocation of the centralizer
The roles of NOP56 in cancer and SCA36
NOP56 is a highly conserved nucleolar protein. Amplification of the intron GGCCTG hexanucleotide repeat sequence of the NOP56 gene results in spinal cerebellar ataxia type 36 (SCA36). NOP56 contains an N-terminal domain, a coiled-coil domain, and a C-terminal domain. Nucleolar protein NOP56 is significantly abnormally expressed in a number of malignant tumors, and its mechanism is different in different tumors, but its regulatory mechanism in most tumors has not been fully explored. NOP56 promotes tumorigenesis in some cancers and inhibits tumorigenesis in others. In addition, NOP56 is associated with methylation in some tumors, suggesting that NOP56 has the potential to become a tumor-specific marker. This review focuses on the structure, function, related signaling pathways, and role of NOP56 in the progression of various malignancies, and discusses the progression of NOP56 in neurodegenerative and other diseases
Measuring the regional availability of forest biomass for biofuels and the potential of GHG reduction
Forest biomass is an important resource for producing bioenergy and reducing greenhouse gas (GHG) emissions. The State of Michigan in the United States (U.S.) is one region recognized for its high potential of supplying forest biomass; however, the long-term availability of timber harvests and the associated harvest residues from this area has not been fully explored. In this study time trend analyses was employed for long term timber assessment and developed mathematical models for harvest residue estimation, as well as the implications of use for ethanol. The GHG savings potential of ethanol over gasoline was also modeled. The methods were applied in Michigan under scenarios of different harvest solutions, harvest types, transportation distances, conversion technologies, and higher heating values over a 50-year period. Our results indicate that the study region has the potential to supply 0.75–1.4 Megatonnes (Mt) dry timber annually and less than 0.05 Mt of dry residue produced from these harvests. This amount of forest biomass could generate 0.15–1.01 Mt of ethanol, which contains 0.68–17.32 GJ of energy. The substitution of ethanol for gasoline as transportation fuel has potential to reduce emissions by 0.043–1.09 Mt CO2eq annually. The developed method is generalizable in other similar regions of different countries for bioenergy related analyses

Measuring Access to Medicines: A Survey of Prices, Availability and Affordability in Shaanxi Province of China
Objective: To measure the prices and availability of selected medicines in Shaanxi Province after the implementation of new healthcare reform in 2009. Methods: Data on the prices and availability of 47 medicines were collected from 50 public and 36 private sector medicine outlets in six regions of Shaanxi Province, Western China using a standardized methodology developed by the World Health Organization and Health Action International from September to October 2010. Medicine prices were compared with international reference prices to obtain a median price ratio. Affordability was measured as the number of days’ wages required for the lowest-paid unskilled government worker to purchase standard treatments for common conditions. Findings: The mean availabilities of originator brands and lowest-priced generics were 8.9% and 26.5% in the public sector, and 18.1% and 43.6% in the private sector, respectively. The public sector procured generics and originator brands at median price ratios of 0.75 and 8.49, respectively, while patients paid 0.97 and 10.16. Final patient prices for lowest-priced generics and originator brands in the private sector were about 1.53 and 8.36 times their international retail prices, respectively. Public sector vendors applied high markups of 30.4% to generics, and 19.6% to originator brands. In the private sector, originator brands cost 390.7% more, on average, than their generic equivalents. Generic medicines were priced 17.3% higher in the private sector than the public sector. The lowest-paid government worker would need 0.1 day’s wages to purchase captopril for lowest-priced generics from private sector, while 6.6 days’ wages for losartan. For originator brands, the costs rise to 1.2 days’ wages for salbutamol inhaler and 15.6 days’ wages for omeprazole. Conclusions: The prices, availability and affordability of medicines in China should be improved to ensure equitable access to basic medical treatments, especially for the poor. This requires multi-faceted interventions, as well as the review and refocusing of policies, regulations and educational interventions
