COMMUNICATIVE SKILLS OF THE PANAMANIAN STUDENTS WITH HEARING IMPAIRMENT FOR THEIR SOCIAL INSERTION
No es cuestionable la trascendencia en la Sociedad de la Comunicación de sus habilidades
elementales de lectura y escritura. Tampoco lo es el logro de la máxima accesibilidad de todas las
personas a ellas. Por ello, este estudio presenta la evaluación de la adquisición y desarrollo de la
competencia lectora y escritora de personas con discapacidades auditivas. A través de un estudio
piloto-descriptivo y correlativo, basado en el cálculo de medidas de tendencias central (media),
de dispersión (desviación típica) e inferenciales (U de Mann-Whitney, H de Kruskal-Wallis y rho
de Spearman), se mide el dominio alcanzado de una docena de alumnos/as que representan a la
población de alumnado con discapacidad auditiva en Panamá de los niveles educativos propios de
su adquisición y desarrollo. Se detectaron niveles bajo de dominio y proliferación de dificultades en
ambas actividades del lenguaje escrito, mayores en la escritura que la lectura. Según los análisis,
lo único que explica las deficiencias lectoras son las deficiencias orales, así como lo que explica
las deficiencias escritoras son las deficiencias lectoras. Se excluye otra afectación de variables
independientes supuestamente determinantes, como son las intrínsecas, el sexo y la edad, y otras
extrínsecas, el curso, la etapa y la provincia.The importance of reading and writing as a means of communication in our modern society cannot
be questioned. Its access to so many people is not something to be questioned, either. For this
reason, this study presents the evaluation of the acquisition and development of the reading and
writing competence of people with auditory handicaps. Through a descriptive and correlative
study, based on the calculation of measurements of central tendencies (media), of dispersal (typical
deviation), and inferences (U of Mann Whitney, H of Krushal-Wallis and rho of Spearman), the
command reached by a dozen students who represent the whole population with auditory
disabilities in Panama of the levels inherent to its acquisition of the development is measured. Low
levels of command and proliferation of difficulties in both activities of the written language, higher in
written than in reading, were detected. According to the analysis, reading deficiencies can only be
explained through the oral deficiencies; likewise, writing deficiencies can only be explained through
the reading deficiency. Other negative effects of independent variables alleged to be determinant

Evaluation for Teachers and Students in Higher Education
It is time to undertake changes in the evaluation methods we use, especially in higher
education. These changes in the actors responsible for evaluation would combine hegemonic
traditional evaluating processes with other, more democratic modalities, which would turn the
predominantly institutional rating purposes of evaluation into a learning experience, and develop
a competence in evaluation in students. Only in this way can coherence be achieved within the
context of the student’s initiative and the construction of their learning, mainly because of their real
empowerment in the didactic process, either individually or in groups. A virtual platform has been
developed to avoid increasing the teaching load and it is exposed in this work. The platform has been
built and validated by potential users following the design-based research model. Its description,
as well as its results, are explained. Regarding the description, two interfaces are mentioned—one
for teachers and another for students. Concerning its validation, the results of this quantitative
and qualitative study confirm its functionality as a valid tool for evaluation. It is predicted that the
utilization and impact of this tool will not only be beneficial for the evaluation dimension, but also for
the overall improvement of the teaching experience
EnSenias: Un outil technologique pour apprendre, enseigner, améliorer et utiliser la langue des signes panaméenne
La comunicación ha sido una constante en el progreso en la sociedad, y la tecnología
se ha erigido, desde hace poco, en su vehículo de expansión. La comunidad sorda
encuentra limitada su comunicación y requiere engranajes adicionales. Este estudio
de diseño no experimental, descriptivo y de enfoque mixto se enfoca en EnSenias,
una plataforma on-line para aprender, enseñar, mejorar y usar la lengua de signos
panameña, con el fin de explorar su funcionalidad mediante la validación de la misma. El estudio se llevó a cabo en el Instituto Panameño de Habilitación Especial.
Para llevarlo a cabo, se recogieron datos de doce grupos focales (57 participantes)
y se realizó un análisis mixto. Los resultados del análisis demuestran que EnSenias
es necesaria y adecuada para el aprendizaje de esta lengua, su accesibilidad es universal, es útil para aprender y enseñar vocabulario de signos panameños, y también
sirve como diccionario y traductor elemental de dicha lengua. Su carácter accesible
permite que ciudadanos sordos, hipoacúsicos, oyentes, ciegos, con baja visión, sordociegos y otros puedan conocer la lengua de signos.Communication has always been a requiremente for society advancement, and
technology has recently become a vehicle for its expansion. The deaf community has found some limitations in this area, and, therefore, requires additional
support. This mixed, non-experimental, descriptive study focuses on EnSenias, an
online platform that can be used to learn, teach, improve, and use Panamanian sign
language, and has as its main purpose to explore its functionality and validity. This
study was carried out at the Panamanian Institute for Special Enabling. To carry it
out, data were gathered through twelve focus groups (with 57 participants), and
analyzed using mixed analysis techniques. The results of the analysis show that
EnSenias is necessary and suitable to learn the sign language, provides universal accesibility, is useful to learn and teach sign vocabulary, and serves as an elementary
dictionary and translator in sign language. Its affordability allows deaf, hearing-impaired, hearing, blind, short-sighted, and deaf-blind people to learn sign language.La communication a toujours été le moteur de la société et la technologie est
devenue, récemment, l´un de ses rouages. La communauté sourde est limitée
dans sa communication et nécessite des dispositifs supplémentaires. On présente
«EnSenias», une plateforme en ligne pour apprendre/enseigner/améliorer/
utiliser la langue des signes panaméenne (lsp), étant donné la méconnaissance de
cette langue. Elle a été construite au moyen de Recherche-Basée-sur-la-Conception,
validée par des analyses mixtes des données recueillies auprès de douze groupes
focalisés (57 participants). Cette étude a été menée à l’Instituto Panameño de
Habilitación Especial. On montre la nécessité et l’adéquation d’«EnSenias»,
son accessibilité universelle, son usage pour apprendre et enseigner le vocabulaire
des signes, ainsi que son emploi comme dictionnaire et traducteur élémentaire
de la lsp. Son caractère d’accessibilité assure son utilisation de la part de tous
les citoyens: sourds, malentendants, entendants, aveugles, malvoyants, sourdsaveugles et tous ceux qui présentent un quelconque handicap ou trouble, afin

Medir actitudes profesorales españolas hacia la educación inclusiva para lograr una escuela para todos
La investigación se centra en proponer un instrumento válido para analizar las actitudes, preocupaciones y sentimientos acerca de la Educación Inclusiva de estudiantes y profesionales de Magisterio, en el contexto español. Se utilizó el instrumento “Scale for Measuring Pre-Service Teachers’ Perceptions about Inclusion The Sentiments, Attitudes and Concerns about Inclusive Education Revised” (SACIE-R)” de Forlin, Earle, Loreman y Sharma (2011). Fue sometido a un proceso de validación realizado con dos grupos pilotos: uno compuesto por futuros docentes (695 estudiantes de la Universidad de Granada España, de las cuatro centros públicos y privados que forman futuros docentes: Facultad de Ciencias de la Educación de Granada; Centro de Magisterio "La Inmaculada" de Granada, Facultad de Educación y Humanidades de Melilla; y Facultad de Educación, Economía y Tecnología de Ceuta); y otro conformado por docentes en ejercicio españoles (122 de distintos niveles educativos, edades, años de servicio, formación inicial y especialidades). La diversidad de unos y otros garantiza la representatividad de la muestra. Tras la validación se obtiene como resultado que docentes en formación y en ejercicio replicaron parcialmente la validez del instrumento de forma similar a la realizada en otras validaciones anteriores en otros países; quedando configurada la versión final adaptada al contexto español en una escala de 12 ítems. Para el factor I “actitudes” los valores son más elevados que en el instrumento original sometido al estudio, el factor II “sentimientos” obtiene valores aceptables, mientras que el factor III “preocupaciones” no alcanza confiabilidad necesaria con los estudiantes, sí con los docentes.
University digital transformation plan through the implementation of Digital Resources: The case of the Technological University of Panama
With the globalization and proliferation of COVID-19, new challenges have emerged in higher education regarding the use and integration of new technologies. In this context, the University is called upon to organize, distribute and design the best strategies to overcome the challenge of distance education in times of pandemic. This document proposes elements that support the implementation of a Digital Transformation Plan of the Panama Technological University. The digital resource platform developed for teachers and researchers to share with their students, digital resources such as: manuals, tools, videos, Webinars, podcasts and various experiences that contribute to the support of the teaching-learning process is presented. Desarrollo y validación de una aplicación Web y CD educativa inclusiva para el aprendizaje de la Lengua de Señas Panameña
La tesis centra su investigación en el campo de la discapacidad auditiva, si bien, no de modo exclusivo. Esto es, se parte del hecho de que uno de los principales problemas de la población sorda en Panamá es la falta de conocimiento de un código común, cual pudiera ser un lenguaje de señas, que le permitiera comunicarse entre ellos y con las personas oyentes. Solo un ínfimo 0.18% de su población conoce la Lengua de Signos Panameña (LSP). Lo cual constituye un problema comunicativo social, es decir, de todos, empero, las “victimas” son las personas sordas, por cuanto quedan privadas del acto comunicativo general. Ante este panorama, se presenta una alternativa basada en la innovación y accesibilidad que responde al objetivo de desarrollar y validar una aplicación Web y CD educativos inclusivos para el aprendizaje inicial del vocabulario (queremas) correspondiente a la LSP. Conviene resaltar su inclusividad, por cuanto garantiza la accesibilidad y usabilidad para cualquier ciudadano, con independencia de su (dis)capacidad, para no privar a nadie de la vía natural para la socialización y participación social que es la comunicación. Accesible y usable para personas sin problemas de accesibilidad o bien para usuarios con:
•Sordera, pueden visualizar el querema de la LSP y leer su descripción escrita.
•Hipoacusia, además de lo anterior pueden regular la intensidad de la audiodescripción.
•Ceguera, pueden escuchar la descripción del movimiento y usar lectores de pantalla.
•Baja visión, pueden además regular la velocidad de visionado del video, ponerlo a tamaño pantalla y repetirlo.
•Sordoceguera, acceden al texto mediante una salida braille conectada al PC.
•Problemas de atención, pueden repetir el querema a distinta velocidad y/o leer con detenimiento la descripción escrita del querema contenida y visualizar su dibujo.
•Problemas intelectuales, visualizan el querema junto al significante o palabra, pero también junto al dibujo que representa el significado de la misma.
•Desigualdades tecnológicas, pueden acceder a través del PC, pero también mediante Tabletas y Smartphone de uso extendido.
•Limitaciones económicas, pueden tener acceso a vídeos y audiodescripción a través del CD sin necesidad de contar con una conexión a internet.
El proyecto se desarrolla bajo el modelo de investigación-basada en el diseño (IBD), el cual valida la construcción del diseño en el contexto donde se pretende resulte útil. En tanto que software informático ha sido elaborado siguiendo la metodología de desarrollo de ingeniería de Pressman. El resultado ha sido tres interfaces: de bienvenida, de registro y de contenido interactivo, que presenta: palabras y categorías gramaticales, vídeos con los queremas, significado al que representa la palabra-querema, audiodescripción de sus movimientos, descripción escrita, (texto) y gramática, respondiendo a 1253 palabras en Lengua de Señas Panameña. De ahí el proceso de validación se realizó mediante Focus Groups con grupos de usuarios potenciales, dando como resultado de las sugerencias y mejoras expresadas la aplicación EnSenias (versión 6) como aportación y recurso a la didáctica de la LSP, incluso al aprendizaje autónomo del vocabulario de la misma.The thesis’ investigation field is centered on hearing disabilities in an inclusive form. This is, it parts from the fact that one of the principal problems of the Panamanian deaf population is the lack of knowledge of a common code, which can be sings language, that can allow to communicate between them and also with hearing people. Just a tiny 0.18% of the population know the Panamanian Sings Language. Which constitutes a social communication problem, that means, that the “victims” are deaf people, because they are deprived of the general communicative act. In front of this panorama, an alternative based in innovation and accessibility that answers to the objective of developing and validating a web application and educational inclusive cd for the learning of the corresponding vocabulary to the Panamanian Sing Language is presented. Its convenient to highlight its inclusiveness, that guarantees the accessibility and usability for every citizen, with independence of their (dis)capacity, to not private anyone of the natural social participation that is communication. Accessible and usable for people without accessibility problems or for users with: • Deafness, they can visualize the querema of the Panamanian Sing Language and read the written description. • Hearing loss, in addition to the above they can regulate the intensity of the audio description. • Blindness, they can listen to the description of the movement and use screen translators. • Low vision, they can also regulate the visibility speed of the video and repeat it. • Deafblindness, they can access the text using a braille exit connected to the PC. • Attention problems, they can repeat the querema at different speeds and/or read with care the written description of the querema and visualize it´s drawing. • Intellectual problems, they can visualize the querema along with the meaning or word but also with the drawing that represents the meaning of the querema itself. • Social inequalities, they can access through a PC, but also through tablets and smarthphones. • Economic Limitations, they can access the videos and audio descriptions through the CD without the need to have an internet connection. The project develops under the model of investigation based on design (IBD), which validates the construction of the design in the context where it pretends to result useful. Meanwhile the informatic software has been elaborated following the Pressman engineering development methodology. The result has been three different inferfaces: of welcoming, of registry and of interactive content, that presents: words and grammatical categories, videos with the queremas, meaning that represents the word-querema, audio description of its movements, written description, text and grammar, answering to 1253 words in Panamanian Sing Language. From there the validation process was made through Focus Groups with groups of potential users, giving as a result of the suggestions and improvements expressed in the EnSeina (version 6) application as a contribution and resource to the didactic of the Panamanian Sing Language, including the self-learning of its vocabulary.Tesis Univ.
