    The ways of computer use and its role in the commission of criminal acts.

    In this article there is presented the role of computer use in the commission of offenses, serious consequences from these illegal acts, as well asmeasures to prevent them. Through this paper we have attempted to handle the computer in relation to crime in four different plans: Computer systems arepresented as targets when they are attacked, in order to change the data or crush them. These systems are introduced as a means of committing criminal acts(modus operandi) because computer processes used to enable, facilitate andexpedite the realization of certain criminal acts. Computer often used as amechanism of stash, planning and organization in the commitment of criminalaction. Offenders in the computer field, by using computer systems performcriminal acts in the form of fraud, by manipulating data in order to benefit illegally. These illegal actions affect electronic commerce, banking, private investments etc. A special attention in this paper is devoted the computer system, as an instrument that prevent and prove criminal acts. Through information technology, state domestic authorities and overseas exchange accurate and rapid information in order to precede criminal acts. At the end ofthe paper are identified computer offences and legal measures that authorities should take in order to isolate the criminal acts

    Electronic structure study by means of X-ray spectroscopy and theoretical calculations of the "ferric star" single molecule magnet

    The electronic structure of the single molecule magnet system M[Fe(L)2]3*4CHCl3 (M=Fe,Cr; L=CH3N(CH2CH2O)2) has been studied using X-ray photoelectron spectroscopy, X-ray absorption spectroscopy, soft X-ray emission spectroscopy, and density functional calculations. There is good agreement between theoretical calculations and experimental data. The valence band mainly consists of three bands between 2 eV and 30 eV. Both theory and experiments show that the top of the valence band is dominated by the hybridization between Fe 3d and O 2p bands. From the shape of the Fe 2p spectra it is argued that Fe in the molecule is most likely in the 2+ charge state. Its neighboring atoms (O,N) exhibit a magnetic polarisation yielding effective spin S=5/2 per iron atom, giving a high spin state molecule with a total S=5 effective spin for the case of M = Fe.Comment: Fig.2 replaced as it will appear in J.     On the transparency of electoral campaign financing in Albania and north Macedonia

    This paper analyzed the legal framework regarding transparency in financing political parties for the election campaign in Albania and North Macedonia. The main object was the identification and analysis of the changes in the legislative solutions that are implemented in these two countries for issues related to (i) the method of reporting the financing of the election campaign, (ii) the periodicity and time of reporting, (iii) the publication of donations with private funds, (iv) the institutions of monitoring and auditing financial reports, (v) publication of financial reports and (vi) sanctions for violators of the law. The assessment of the level of law enforcement, as a reflection of the differences in the two countries' efforts toward the development of democratic elections, was part of the objectives of this study. The comparative analysis was the main methodology used in this paper. Based on the results of this analysis, it can be confirmed that the national legislation for the financing of election campaigns in Albania and North Macedonia is: (i) drafted following the requirements and standards defined in international documents, (ii) the differences are a reflection of the process of democratic development of these two countries. The quality in the implementation of the legislation was identified as a factor with hindering effects on the transparency of the financing of political campaigns. The commitment to improve the legislation aiming, in particular, additional capacities development for controlling and law-enforcing institutions, as well as the engagement in education and strengthening the culture for implementing the rule of law, are necessary for both countries

    Immobilisation of electroactive macrocyclic complexes within titania films

    The 4-carboxyphenyl-appended macrocyclic ligand trans-6,13-dimethyl-6-((4-carboxybenzyl)amino)-1,4,8,11-tetraazacyclotetradecane-6-amine (HL10) has been synthesised and complexed with Co-III. The mononuclear complexes [Co(HL10)(CN)](2+) and [CoL10(OH)](+) have been prepared and the crystal structures of their perchlorate salts are presented, where the ligand is bound in a pentadentate mode in each case while the 4-carboxybenzyl-substituted pendent amine remains free from the metal. The cyano-bridged dinuclear complex [CoL10-mu-NC-Fe(CN)(5)](2-) was also prepared and chemisorbed on titania-coated ITO conducting glass. The adsorbed complex is electrochemically active and cyclic voltammetry of the modified ITO working electrode in both water and MeCN solution was undertaken with simultaneous optical spectroscopy. This experiment demonstrates that reversible electrochemical oxidation of the Fe-II centre is coupled with rapid changes in the optical absorbance of the film
