External Quality Assurance: State Leverage over Higher Education Institutions or Means for Increasing the Quality of Education?

Joining the Bologna Process in 2005 was the first attempt by the Georgian government to transform its higher education system from a Soviet-style system into a European one. A number of reforms have been implemented since then, including the introduction of an external quality assurance process conducted by the state agency under the aegis of the Ministry of Education and Science of Georgia. The state licensing system, envisaging institutional authorization for higher education institutions and accreditation for academic programmes, has also undergone numerous changes over years, including the recent adoption of new standards. This process has been accompanied by serious criticism, starting from being used as a means of state leverage and a political tool and ending with its ineffectiveness due to being administered only superficially. The present paper reflects on the challenges accompanying this process and discusses how the mechanism of external quality assurance can serve as an instrument for raising the quality of education

Mapping of Potential Show Caves in the Racha Limestone Massif (Country of Georgia)

Abstract: The Racha limestone massif is located in the eastern part of the karst zone of western Georgia. The massif is a typical example of Georgian mountain karst regions, where diverse surface and subsurface karst landforms are found. The main aim of this research is to present mapping of two potential show caves, and document speleological information from the Racha limestone massif. The morphological parameters and tectonic directions of the Muradi and Usholta Caves were mapped using the compass-clinometer and laser distance meter, to compile 3D models of the caves. To our knowledge these are the first 3D models of karst caves in Georgia

The article presents the concept of ‘contemporary architecture’ as an embodiment of new architectural ideas based on the movement towards the future, innovations and progress. The article studies development of world architecture from the classic period, through post-modernism, functionalism and minimalism and back to the classical elements and the contemporary architecture. Taking into account the remarkable extension of the contemporary idea of style, beauty and harmony, the author predicts the ‘multistylistic’ stage in the development of architecture described as postfunctionalism. The author assumes that the creation of new compact cities with complex inner plastics will be one of the trends within postfuctionalism.В статье представлена концепция современной архитектуры как воплощение новых архитектурных идей, основанных на стремлении к будущему, к новизне и прогрессу. Автор прослеживает развитие мировой архитектуры – от классического периода, постмодернизма, функционализма и минимализма до современной архитектуры. Принимая во внимание современное представление о стиле, красоте и гармонии, автор прогнозирует формирование нового («многостильного») этапа развития архитектуры, характеризуя его термином   «постфункционализм». По мнению автора, одной из тенденций постфункционализма будет создание новых компактных городов со сложной внутренней пластикой

La adhesión de Rusia a la OMC: Implicaciones para los agricultores y los consumidores rusos

Con este ojetivo se establece un método para testar la validez de la hipótesis de que el impacto de la entrada de Rusia en la OMC sobre los agricultores rusos será negativa a corto plazo pero positiva para los consumidores. Para ello se revisa la teoría del comercio internacional sobre el impacto de una liberalización comercial y se identifican las variables del analisis: el comercio agrícola, los precios agrícolas internos y el volumen de la producción agrícola que a continuacion seran analizados mediante los datos ofrecidaos por las Autoridades de estadísticas de Rusia. La informacion estudiada permite afirmar que la adhesion de Rusia a la OMC esta teniendo un impacto definitivo en el complejo agroindustrial del país, que se refleja en el cambio de tipos de apoyo estatal a la industria, en la reduccion o eliminacion de las barreras comerciales, en la incertidumbre en cuanto a los parámetros individuales de apoyo estatal; y empeoramiento del problema de la falta de recursos financieros de las empresas del sector. Sin embargo, respecto a la hipótesis del presente Trabajo, se puede concluir que, en el escaso margen de tiempo transcurido desde la entrada de Rusia en la OMC, el impacto sobre los agricultores rusos esta siendo más positivo de lo esperado; mientras que en apariencia esta teniendo poco impacto para los consumidores

Символ современной архитектуры. О барселонском павильоне Мис ван дер Роэ

The article reviews peculiarities of the architectural and spatial organization of the Barcelona Pavilion designed by Mies van der Rohe and the reasons for its rehabilitation after a long period of oblivion. The analysis of the display shows that the only exhibit item of the Barcelona Pavilion is its architecture and furniture compositions designed by the author. The characteristics of partitions, screens, glass surfaces and the position of transparent walls of this construction are of special interest. The style of the building designed by Mies van der Rohe may be referred to formalism, rather than the traditional European functionalism. The article shows a special role of this construction in the architect’s creative workРассматриваются особенности архитектурно-пространственной организации барселонского павильона Мис ван дер Роэ, а также причины его восстановления после многих лет забвения. Анализ экспонатов сооружения показывает, что единственным экспонатом барселонского павильона является его архитектура и мебельные композиции автора. Особое внимание уделяется свойствам преград, ширм и стеклянных плоскостей этого объекта, а также расположению прозрачных стен. Показано, что стиль этой постройки Мис ван дер Роэ следует отнести скорее к формализму, чем к традиционному европейскому функционализму. Отмечена особая роль этого объекта в творчестве архитектора

The article reviews a new paradigm for the arrangement of settlement systems in Russia. It is proposed to cover the territory of Russia with linear settlement systems, basing mostly on the existing and planned railroads. The author believes that some of the railroads should be turned into large transport corridors, along which wide settlement corridors with cities, agricultural zones, plants, offices, universities, scientific centers, recreations, leisure centers, as well as zones of nature reserves can be organized. The main settlement corridor should be formed along the Trans-Siberian Railway. The author calls this railroad and the adjoining settlement corridor ‘Sibstream’. He proposed to start the Sibstream from the railroad ‘Petersburg-Moscow’ and then to go along the Trans-Siberian Railway. Besides, the article contains several proposals on arrangement of new transport corridors in Siberia, the North of the Arctic Circle, the Far East and Kamchatka, as well as along the railroads planned by the Russian Railways for the long term.В статье рассматривается новая парадигма организации систем расселения России. Предлагается покрыть территорию России линейными системами расселения, опираясь, преимущественно, на существующие и прогнозируемые трассы железных дорог. Некоторые трассы, по мнению автора, следует превратить в мощные транспортные коридоры, вдоль которых могут быть организованы широкие русла расселения с городами, зонами сельскохозяйственных угодий, заводами, офисами, университетами, научными центрами, рекреациями, центрами развлечений, а также зонами природных заповедников. Основную трассу расселения предлагается формировать вдоль Транссибирской магистрали. В статье эту трассу и прилегающее к ней русло расселения автор называет Сибстрим. Начать формирование Сибстрима предлагается с трассы Петербург – Москва и далее двигаться по трассе Транссиба. Кроме того, в статье содержится ряд предложений по организации новых транспортных коридоров в Сибири, Заполярье, на Дальнем Востоке и Камчатке по трассам, разрабатываемым РЖД на перспективу

The article is devoted to the problems of mutual influence of Russian and Western architecture. The study covers the period from the XVIII century to the present day. The following stages are considered: the end of the XVII century - the first half of the XIX century; in the XX century - from the 1919 to the 30-ies; further from the 30's to the 50's, from the 50's to the 60's, from the 60's to the 80's and, finally, the period of the beginning of the XXI century. The article is considered by the author not so much as a full-fledged research, but rather as a call to collect new data and publications relating to this topic
