Feeding Britain: Food Security after Brexit
This Food Brexit Briefing brings together three interlinked issues that demand policy attention as the clock ticks towards Brexit:
1. The question of whether the Government is paying enough attention to agri-food in the negotiating process, given its central role in both public wellbeing and the national economy.
2. The threat a careless Brexit poses to the UK’s short-term food security – and any long-term attempt to develop a genuinely sustainable food strategy for the whole of the UK.
3. The risk generated to the UK’s status as a potential trading partner of the EU by the Food Standards Agency’s decision to press ahead with major reform of UK food safety regulation, at a time when regulatory stability and clarity have never been more important.
The report was written by FRC’s Professor Tim Lang, with Professor Erik Millstone (Sussex), Tony Lewis (Head of Policy at Chartered Institute for Environmental Health) and Professor Terry Marsden (Cardiff). It takes stock of ‘food Brexit’ and argues that a hard Brexit or no-deal Brexit (and retreat to WTO rules) would imperil the sustainability and security of Britain’s food supply.
The report recommends that the Government should:
- Maintain a clear and explicit focus on the potential adverse effects of Brexit on food security in the UK, while negotiating the UK’s future trading relationships with the EU and other jurisdictions.
- Publish Brexit impact studies on the UK’s agricultural and food system for the White Paper and Chequers Statement and any subsequent proposals.
- Ensure that high food standards remain at the heart of any future trade deals.
- Provide clarity on its proposed migration policy, taking account of the contributions that non-UK citizens of the EU are making to the quantity and quality of the UK’s food supply and services.
- Avoid a hard Food Brexit at all costs.The UK must not retreat to a WTO-rules-based regime. The EU would then categorise the UK as a ‘3rd Country’, which could be a recipe for chaos.
- Create a new Sustainable Food Security Strategy. This would engage with the complexities of the food system and the multiple criteria by which it should be evaluated; and identify clear priorities and pathways for progress.
The report also calls on the Food Standards Agency to:
- Address the calls for clarification and evidence posed in the paper in respect of its Regulating Our Future (ROF) Where such clarification or evidence is not available, then the Agency should modify or suspend the introduction of its proposals, at least until after Brexit

Why Local Authorities should prepare Food Brexit Plans
The UK’s food supply will be affected by Brexit whatever the outcome of the Parliamentary vote on the Draft Withdrawal Agreement. As the 29 March 2019 date for leaving the EU approaches, preparations to ensure we maintain a safe, adequate and sustainable food supply need to start urgently. Local Authorities (LAs) have a vital part to play in these preparations. More guidance, paying attention to the food specifics, is felt to be needed.
LAs have a key role in the UK’s food system, with responsibilities including the enforcement of food safety and standards regulation, the control of imported food at ports and airports and the certification of foods for export. They also have unique knowledge of relevant local professionals, institutions, businesses and networks.
This briefing aims to help Local Authorities prepare for Food Brexit. It shows why LAs should prepare Food Brexit Plans, and outlines five courses of action they could consider.
The briefing recommends that Local Authorities:
• Create Food Resilience Teams
• Anticipate and reduce the impact of Food Brexit, particularly on SMEs
• Narrow the information gap and treat the public openly and fairly
• Prepare for public engagement
• Be a local food voice so that central government knows the local realities
Trade and Management: Exclusive Economic Zones and the Changing Japanese Surimi Market
The United States' increasing competitive advantage in international seafood trade in Alaska walleye pollock. Theragra chalcogramma, has contributed to higher prices for surimi-based goods and structural changes in seafood production and trade in Japan. The objectives of this analytical investigation include: 1) Evaluation of the role reversal of Japan and the United States in international seafood trade and 2) quantification of the impact of rising prices of frozen surimi on household consumption of surimi-based foods in Japan. This study documents Japan's regression from "seafood self-sufficiency" to increasing dependence on imported products and raw materials. In particular, Japan's growing dependence on American fishermen and seafood producers is described.
Surimi production by the United States, and its emerging dominance over Japanese sources of supply, are especially significant. Results of the analysis suggest that Japanese consumer demand for surimi-based food stuffs correlates directly with "competitive" food prices, e.g., pork, chicken, and beef, and inversely with personal income. Also revealed is how rising household income and relative price shifts among competing animal protein sources in the Japanese diet have contributed to declining household consumption of surimi-based foods, specifically, and a shift away from seafoods in favor of beef, in general.
The linkages between, for example. Japanese domestic seafood production and consumption, international trade in marine products, and resource management decisions in the U.S. EEZ present a picture of a changing global marketplace. Increasingly, actions in one arena will have perhaps profound implications in the others

The effect of wall cooling on a compressible turbulent boundary layer
Experimental results are presented for two turbulent boundary-layer experiments conducted at a free-stream Mach number of 4 with wall cooling. The first experiment examines a constant-temperature cold-wall boundary layer subjected to adverse and favourable pressure gradients. It is shown that the boundary-layer data display good agreement with Coles’ general composite boundary-layer profile using Van Driest's transformation. Further, the pressure-gradient parameter β_K found in previous studies to correlate adiabatic high-speed data with low-speed data also correlates the present cooled-wall high-speed data. The second experiment treats the response of a constant-pressure high-speed boundary layer to a near step change in wall temperature. It is found that the growth rate of the thermal boundary layer within the existing turbulent boundary layer varies considerably depending upon the direction of the wall temperature change. For the case of an initially cooled boundary layer flowing onto a wall near the recovery temperature, it is found that δ_T ~ x whereas the case of an adiabatic boundary layer flowing onto a cooled wall gives δ_T ~ x^½. The apparent origin of the thermal boundary layer also changes considerably, which is accounted for by the variation in sublayer thicknesses and growth rates within the sublayer
An experiment on the adiabatic compressible turbulent boundary layer in adverse and favourable pressure gradients
A wind-tunnel model was developed to study the two-dimensional turbulent boundary layer in adverse and favourable pressure gradients with out the effects of streamwise surface curvature. Experiments were performed at Mach 4 with an adiabatic wall, and mean flow measurements within the boundary layer were obtained. The data, when viewed in the velocity transformation suggested by Van Driest, show good general agreement with the composite boundary-layer profile developed for the low-speed turbulent boundary layer. Moreover, the pressure gradient parameter suggested by Alber & Coats was found to correlate the data with low-speed results
Association between obesity and bacterial vaginosis as assessed by Nugent score
Background
Bacterial vaginosis is one of the most common vaginal conditions in the U.S. Recent studies have suggested obese women have an abnormal microbiota reminiscent of BV; however, few studies have investigated the prevalence of bacterial vaginosis in overweight and obese populations. Moreover, despite the increased prevalence of obesity and bacterial vaginosis in black women, it is not known whether racial disparities exist in the relationship between obesity and bacterial vaginosis.
Objective
The objective of this study was to examine the relationship between body mass index and bacterial vaginosis as determined by Nugent score and to determine the influence of race in this context.
Study Design
We performed a cross-sectional study using patient data and vaginal smears from 5,918 participants of the Contraceptive CHOICE Project. Gram stained vaginal smears were scored using the Nugent method and categorized as BV-negative (Nugent score 0-3), BV-intermediate (Nugent score 4-6), or BV-positive (Nugent score 7-10). Body mass index was determined using Centers for Disease Control and Prevention guidelines and obese individuals were categorized as Class I, II, or III obese based on NIH and World Health Organization body mass index parameters. Linear regression was used to model mean differences in Nugent scores and Poisson regression with robust error variance was used to model prevalence of bacterial vaginosis.
Results
In our cohort, 50.7% of participants were black, 41.5% were white, and 5.1% were of Hispanic ethnicity with an average age of 25.3 years old. Overall, 28.1% of participants were bacterial vaginosis-positive. Bacterial vaginosis was prevalent in 21.3% of lean, 30.4% of overweight, and 34.5% of obese women (p<0.001). The distribution of bacterial vaginosis-intermediate individuals was similar across all body mass index categories. Compared to lean women, Nugent scores were highest among overweight and obese Class I women (adjusted mean difference; overweight 0.33 [95% CI 0.14, 0.51] and Class I obese 0.51 [95% CI 0.29, 0.72]). Consistent with this, overweight and obese women had a higher frequency of bacterial vaginosis compared to lean women, even after adjusting for variables including race. Among white women, the prevalence of BV was higher for overweight and Class I and Class II/III obese white women compared to lean white women, a phenomenon not observed among black women, suggesting an effect modification.
Conclusion
Overweight and obese women have higher Nugent scores and a greater occurrence of bacterial vaginosis compared to lean women. Black women have a greater prevalence of bacterial vaginosis independent of their body mass index compared to white women
A block diagonalization theorem in the energy-momentum method
We prove a geometric generalization of a block diagonalization theorem first found by the authors for
rotating elastic rods. The result here is given in the general context of simple mechanical systems with a
symmetry group acting by isometries on a configuration manifold. The result provides a choice of
variables for linearized dynamics at a relative equilibrium which block diagonalizes the second variation of
an augmented energy these variables effectively separate the rotational and internal vibrational modes. The
second variation of the effective Hamiltonian is block diagonal. separating the modes completely. while the
symplectic form has an off diagonal term which represents the dynamic interaction between these modes.
Otherwise, the symplectic form is in a type of normal form. The result sets the stage for the development
of useful criteria for bifurcation as well as the stability criteria found here. In addition, the techniques
should apply to other systems as well, such as rotating fluid masses
Normalizing connections and the energy-momentum method
The block diagonalization method for determining the stability of relative equilibria is discussed from
the point of view of connections. We construct connections whose horizontal and vertical decompositions simultaneosly put the second variation of the augmented Hamiltonian and the symplectic structure into normal form.
