    Status of Chiral-Scale Perturbation Theory

    Chiral-scale perturbation theory χ\chiPTσ_\sigma has been proposed as an alternative to chiral SU(3)L×SU(3)RSU(3)_L\times SU(3)_R perturbation theory which explains the ΔI=1/2\Delta I = 1/2 rule for kaon decays. It is based on a low-energy expansion about an infrared fixed point in three-flavor QCD. In χ\chiPTσ_\sigma, quark condensation ⟨qˉq⟩vac≠0\langle\bar q q \rangle_\mathrm{vac} \neq 0 induces nine Nambu-Goldstone bosons: π,K,η\pi, K, \eta and a QCD dilaton σ\sigma which we identify with the f0(500)f_0(500) resonance. Partial conservation of the dilatation and chiral currents constrains low-energy constants which enter the effective Lagrangian of χ\chiPTσ_\sigma. These constraints allow us to obtain new phenomenological bounds on the dilaton decay constant via the coupling of σ/f0\sigma/f_0 to pions, whose value is known precisely from dispersive analyses of ππ\pi\pi scattering. Improved predictions for σ→γγ\sigma \to \gamma \gamma and the σNN\sigma NN coupling are also noted. To test χ\chiPTσ_\sigma for kaon decays, we revive a 1985 proposal for lattice methods to be applied to K→πK \to \pi on-shell.Comment: 10 pages, 1 figure.     Negotiated Trade Restrictions with Private Political Pressure

    In this paper we consider a home government with political pressure to restrict trade, at the expense of foreigners. The foreign country is compensated with an income transfer, which can be thought of as a portion of the tariff revenues or quota rents. In this setting the two countries should negotiate over the level of tariff and transfer of rents, depending on the level of political pressure at home. However, if this pressure cannot be directly observed abroad, then the home country may have an incentive to claim arbitrarily high political need and seek corresponding high trade barriers . We resolve this problem by determining incentive compatible trade policies, in which the home government has no incentive to overstate (or understate) the political pressure for protection.

    The use of the performance baseline from the flight planning manual as a reference to measure changes in cruise fuel flow rates was discussed. For the CF6-6D engine, the introduction of design changes for performance and durability reasons was seen to introduce an average increment relative to this baseline of 3.2% WFM increase at Nl, 2.5% Fn increase at Nl, 0.8% specific fuel consumption (SFC) increase at Fn, and 7 C EGT increase at Nl, while maintaining sufficient SFC margin of the delivered airplane. The effect of revenue service deterioration and performance restoration relative to the reference was shown to be an adder on top of these design effects. A schematic of typical CF6-6D performance through revenue service and airline maintenance is presented in terms of percent cruise SFC relative to an airline datum point (average level upon entering revenue service). The typical changes in SFC margin are shown for airline revenue service through for installations and refurbishments
