    PISA for schools: topological rationality and new spaces of the OECD's global educational governance

    This article examines the OECD’s new PISA-based Test for Schools (“PISA for Schools”) program. PISA for Schools is part of the expanding education work of the OECD, building upon main PISA to enable school-to-schooling system comparisons. We examine the development of PISA for Schools, the nature of the instrument, and some initial effects of its introduction. Our theoretical framework focuses on new spatialities associated with globalization and the emergence of topological rationalities and heterarchical modes of governance. We analyze 33 interviews with personnel at the OECD and relevant edu-businesses, not-for-profit organizations, and philanthropic foundations. Pertinent documents and web-based media are also analyzed. We suggest that PISA for Schools provides an exemplary demonstration of heterarchical governance, in which vertical policy mechanisms open up horizontal spaces for new policy actors. It also creates commensurate spaces of comparison and governance, enabling the OECD to “reach into” school-level spaces and directly influence local educational practices

    Functional Fault Modeling of a Cryogenic System for Real-Time Fault Detection and Isolation

    The purpose of this paper is to present the model development process used to create a Functional Fault Model (FFM) of a liquid hydrogen (L H2) system that will be used for realtime fault isolation in a Fault Detection, Isolation and Recover (FDIR) system. The paper explains th e steps in the model development process and the data products required at each step, including examples of how the steps were performed fo r the LH2 system. It also shows the relationship between the FDIR req uirements and steps in the model development process. The paper concl udes with a description of a demonstration of the LH2 model developed using the process and future steps for integrating the model in a live operational environment

    Functional Fault Modeling Conventions and Practices for Real-Time Fault Isolation

    The purpose of this paper is to present the conventions, best practices, and processes that were established based on the prototype development of a Functional Fault Model (FFM) for a Cryogenic System that would be used for real-time Fault Isolation in a Fault Detection, Isolation, and Recovery (FDIR) system. The FDIR system is envisioned to perform health management functions for both a launch vehicle and the ground systems that support the vehicle during checkout and launch countdown by using a suite of complimentary software tools that alert operators to anomalies and failures in real-time. The FFMs were created offline but would eventually be used by a real-time reasoner to isolate faults in a Cryogenic System. Through their development and review, a set of modeling conventions and best practices were established. The prototype FFM development also provided a pathfinder for future FFM development processes. This paper documents the rationale and considerations for robust FFMs that can easily be transitioned to a real-time operating environment

    For this proposal, we assumed the position of respondents to the RFP that PSU will be releasing for the subject property. This proposal begins with an overview of the context of the site historically, spatially. We analyze the neighborhood and features that will help make the development fit within the broader context. Then, we analyze the outlook for each property type and make assumptions about achievable rents, occupancies, etc. Then, we determine what the vision of the development will be based on the foregoing analysis. Finally, we apply that vision to create a development program and determine financial feasibility. We gladly present The Exchange, a vibrant community in the heart of Portland

    Initial Project Estimates for Design, Right of Way, Utilities, and Construction

    Estimating the cost of highway construction projects is among the more challenging tasks state transportation agencies routinely deal with. Developing accurate estimates is a particularly fraught exercise during the planning and scoping phases, when projects have not been thoroughly defined and information on specifics is in short supply. While the Kentucky Transportation Cabinet (KYTC) has used several methodologies to generate initial cost estimates for design, right of way, utilities, and construction (DRUC), approaches vary between the agency’s districts. This report proposes a framework for estimating DRUC-related expenses that can be adopted throughout the state. Kentucky Transportation Center (KTC) researchers developed the framework after investigating the Cabinet’s current approaches to estimation and the limitation of those methods. In addition to the challenges introduced by incomplete project scopes, often staff have insufficient access to historical information, property records, and utility inventories. In many cases they also have too little time to prepare estimates. The proposed framework draws on best practices used at other state transportation agencies as well as those documented in research publications from AASHTO and the National Cooperative Highway Research Program. To speed adoption of the proposed estimation process, researchers helped KYTC set up and implement the AASHTOWare Project PreConstruction software package. Additionally, a comprehensive user manual and video tutorial were completed to help project managers transition to the new estimation framework and AASHTOWare Project Estimation
