    Towards a Triple Helix based efficiency index of innovation systems

    This article presents a novel application of a two-phase Data Envelopment Analysis (DEA) for evaluating the efficiency of innovation systems based on the Triple Helix neo-evolutionary model. The authors identify a niche to measure Triple Helix-based efficiency of innovation systems scrutinizing different methodologies for measuring Triple Helix performance and indicating different perspectives on policy implications. The paper presents a new Triple Helix-based index that engages a comprehensive dataset and helps provide useful feedback to policymakers. It is based on a set of 19 indicators collected from the official reports of 34 OECD countries and applied in a two-phase DEA model: the indicators are aggregated into pillars according to the Assurance Region Global and DEA super-efficiency model; pillar scores are aggregated according to the Benefit-of-the-Doubt based DEA model. The results provide a rank of 34 countries outlining strengths and weaknesses of each observed innovation system. The research implies a variable set of weights to be a major advantage of DEA allowing less developed countries to excel in evaluating innovation systems efficiency. The results of Triple Helix efficiency index measurement presented in this paper help better account for the European Innovation Paradox.publishedVersionPeer reviewe

    Despite of the rising awareness of the urgency in finding more efficient and effective ways to achieve sustainable development, comprehensive and consistent meaning is still elusive both in theory and practice. The aim of this paper is to create a more structured theoretical framework related to macro and micro perspectives of sustainable development, relevant also to enhancing sustainable practices. We here propose a comprehensive framework model for structuring multiple sustainability principles and practices, detected in the literature as different sustainability categories related to both macro and micro perspectives of sustainability in the economy and society. The focus is on relevant sustainability principles of technology and business innovation in relation to basic technology and business innovation models as a contribution to less investigated theoretical aspects of sustainable business development. We developed a set of related matrices indicating the relevant roles and relationships between these principles in achieving sustainable business goals related to sustainable economy dimensions. Finally, the paper shows that the proposed Related Matrices Framework fulfils the main objective set in the initial research stages, i.e. to be of both theoretical and practical relevance. As a contribution to the theory it meets the need of building a structured, integrated, comprehensive model that serves the needs of better understanding different sustainability of macro and micro categories, indicating mutual relations and influences. In a practical sense, it can be used as a tool to support the management of change in companies oriented at achieving sustainable business goals based on sustainable technology and business innovation

    Komponente apsorpcijskog kapaciteta u znanjem intenzivnim industrijama u Srbiji

    The aim of this paper was to explore the determining constituents of absorptive capacity and their influence on the overall absorptive capacity level in the organizations from knowledge-intensive industries in the Republic of Serbia. The research was conducted in order to analyze how does the capability of the organizations from Serbian knowledge-intensive industries to acquire external knowledge, develop their knowledge base, communicate and exploit the absorbed knowledge affect their absorptive capacity. The methodology included quantitative and qualitative research method based on a questionnaire. The data collected were analyzed with the absorptive capacity evaluation model and by applying discriminant function analysis as a statistical method. The basic result shows that the absorptive capacity of organizations from knowledge-intensive industries in Serbia is clearly dependent on the scope of the available relevant knowledge. The fundamental conclusion as the result of this research indicates that the enrichment of the organizational knowledge bases with the relevant new content strongly enhances the absorptive capacity of organizations from knowledge-intensive industries in Serbia. Further research on this topic should be directed towards investigating the relationship between the existing knowledge base and the innovation capability in organizations from knowledge-intensive industries.Cilj ovog rada bio je istraživanje komponenata apsorpcijskog kapaciteta i njihovog utjecaja na ukupnu razinu apsorpcijskog kapaciteta u organizacijama iz znanjem intenzivnih industrija u Republici Srbiji. Provedeno je istraživanje da bi se zaključilo na koji način sposobnost organizacija koje potiču iz znanjem intenzivnih industrija u Srbiji za stjecanjem vanjskih znanja, razvijanjem vlastitih baza znanja, kao i komuniciranjem i iskorištavanjem apsorbiranog znanja, utječe na njihov apsorpcijski kapacitet. Metodologija je obuhvatila kvantitativnu i kvalitativnu metodu istraživanja na temelju upitnika. Analiziranje prikupljenih podataka provedeno je pomoću modela za procjenu apsorpcijskog kapaciteta i uz primjenu metode diskriminantne analize. Glavni rezultat istraživanja upućuje na to da apsorpcijski kapacitet organizacija iz znanjem intenzivnih industrija jasno ovisi o opsegu dostupnog relevantnog znanja. Iz provedenog istraživanja izvodi se zaključak da obogaćivanje organizacijske baze znanja sa novim relevantnim sadržajem u velikoj mjeri povećava apsorpcijski kapacitet organizacija iz znanjem intenzivnih industrija u Srbiji. Buduća istraživanja u ovoj oblasti trebalo bi usmjeriti na promatranje odnosa između postojeće baze znanja i inovacijskih sposobnosti u organizacijama iz znanjem intenzivnih industrija

    The prioritization of open innovation determinants in banking

    The research scope of the paper is prioritization of open innovation determinants in banking industry using an integrated application of qualitative and quantitative methods in the evaluation process. The research methods were implemented to compound the depth of experts' knowledge and experience on the one hand, and the precise mathematical reasoning, on the other, thus creating the objective and accurate basis for effective decision making. The overview of determinants of open innovations in banking industry has been obtained from the literature overview and the Delphi study conducted among 51 experts from banks in Serbia. Fifteen significant determinants within five dimensions were further evaluated through AHP decision-making method to prioritize them toward the development of the open innovation in banking. The research results show that effective application of open innovation in banking lies in formal reinforcement by management to integrate innovation into organizational policies and in designing dual structures that facilitate the initiation and implementation of an innovation, i.e. building an ambidextrous organization. The research findings and results introduced in this paper can be usefully applied and widely used by both academics and practitioners who are interested in applying the open innovation concept in banking industry

    Ranking Technology Forecasting Journals by Using Data Envelopment Analysis

    The goal of this paper is to present the ranking of the journals in the field of technology forecasting (TF) through the application of the Data Envelopment Analysis - DEA. Over the past four decades, we have witnessed a rapid development in the field of technology forecasting. This development, both in theory and in practice, has been fuelled by the increase in complexity, even greater competition, and rapid changes in the business environment. Back in the past, little attention was paid to the importance and conceptual development in the field of TF, which caused numerous overlaps of the forms of TF development and its influence. The changes that have resulted in the emergence of information technology and modern manufacturing technology have actually increased the need for application of technology forecasting, as well as for explosive growth in scientific and engineering literature worldwide. The paper shows the ranking of 39 journals in the field of TF over the period from 1999 to 2011 through the application of the Data Envelopment Analysis, as well as through analyzing trend changes in publishing professional publications in the field of technology forecasting. Also pointed out are the shortcomings ofprevious methods of ranking journals by using impact factors, as one of the most important indicators of the quality of journals, as well as the possibilities of applying indicators obtained by using other methodologies. The results of such method of ranking should point out to publishing trends to the researchers engaged in this field, and direct them to journals in which they could present the results of their research. The aim of this research is to show that more than one criterion must be taken in order to create the rank of a journal from a specific area. In this way we get a more realistic ranking of leading journals from the observed area, since other necessary elements that contribute to the importance of a journal for a relevant field are also taken into consideration
