    IT system functioning in the Polish police as a system supporting management processes

    PURPOSE: The aim of the article is to analyze the information systems used in the Polish police in the context of the possibility of using them in supporting of management processes.DESIGN/METHODOLOGY/APPROACH: The research used the method of functional comparative analysis. The functions of the IT systems used in the Polish police were examined and mapped onto main functions of management information systems indicated in the literature.FINDINGS: The article identifies the main functions of information management systems, and then compares the three main IT systems currently used in the Polish police with the functions they should have based on the literature. The systems used in the Polish police support the management staff only in selected areas. These systems still need the implementation of many functions, in particular those supporting the prediction of future phenomena, forecasting trends, as well as functions supporting the planning of professional development of employees.PRACTICAL IMPLICATIONS: The conclusions from the research should serve as a recommendation for the direction of the development of information systems used in the Polish police.ORIGINALITY/VALUE: The presented research is unique in terms of analyzing the possibilities of using the systems used in the Polish police for human resource management, increasing work efficiency and effectiveness and for supporting the management staff.The paper is funded under the program of the Minister of Science and Higher Education titled “Regional Initiative of Excellence” in 2019-2022, project number 018/RID/2018/19, the amount of funding PLN 10 788 423.16.peer-reviewe

    Air force NCOs competency profile in the future operational environment

    PURPOSE: The article aims to identify a profile of NCOs competencies ensuring the functioning of the Polish Air Force in the context of anticipated changes in the operational environment.DESIGN/METHODOLOGY/APPROACH: The analysis of quantitative empirical material (303 questionnaires performed among NCOs) concerning the structure of competencies required in the future operational environment.FINDINGS: Based on a set of diagnostic variables (potential indicators of competencies, here - 53 characteristics), a new set of 9 variables was created to express the relationships between the observed variables.PRACTICAL IMPLICATIONS: A developed competency profile may be used to design a study program and thus will improve the educational system, will be helpful to evaluate the NCO.     Improving the Organization of Work in the Polish Police

    The article discusses the issues related to organizational changes in the Polish police, the role of the management and executive staff in the changes after the transformation after 1989. The author also presents a comparative analysis of the results of research on the quality of management information in the Polish police in 2002 and 2016. The analysis presented indicates that the Polish police still requires many changes, although many years have passed since the political transformation in 1989. The process of improving police work organisation should always be the main object of attention of the police management. Ensuring efficient and effective implementation of public tasks is one of the key problems of administration bodies, both on national and local level. The role of public institutions’ managers is to develop structure, processes, work organisation in order to fully satisfy citizens’ needs and optimise use of resources. According to the author, it is necessary to combine tactical tasks with police strategy. Organizational structures require constant development and more flexible solutions should be adopted. It seems that it is necessary, as in previous years, to establish a team which will prepare an analysis of the functioning of the Police organisation in a holistic way and indicate the directions of its improvement

    Psychological Support for Drivers in Polish Police

    The objective of this article is to present an issue of psychological support for drivers, including drivers of emergency vehicles in the Polish Police. The publication will include preliminary results of scientific research conducted among senior management in the Polish Police — Regional Police Commanders and their deputies. Furthermore, the outline of support system concerning drivers’ psychological tests created in Polish Police will be presented. The research described in this article has been financed from the funds allocated for the implementation of a research project of Police Academy in Szczytno “Development of a system supporting psychological tests for drivers in the Police” No. DOB-BIO7/20/01/2015. The project has been developed by a scientific-industry consortium and is financed from the funds of National Centre for Research and Development under the call for proposals no. 7/2015 for development and financing projects for defence and security of the state. The project aims to produce a system supporting psychological studies of police drivers, including drivers of emergency vehicles in the Police, in accordance with current legislation. The system will be implemented in a network technology that facilitates direct cooperation with the Police Data Transmission Network, which will provide the basis for the independence and security of acquiring and storing data. The system will enable testing without additional equipment apart from an appropriately configured computer set. It will be equipped with a device to calibrate the response time measurement methodology. The system will allow assessment of intellectual ability, psychomotor skills and personality using the objective, standardized and normalized tools of proven accuracy, with reliability above 0.7, on a group of police drivers
