Neutrino Oscillations with MINOS and MINOS+

The MINOS experiment ran from 2003 until 2012 and collected a data sample including 10.71x10^20 protons-on-target (POT) of beam neutrinos, 3.36x10^20 POT of beam antineutrinos and an atmospheric neutrino exposure of 37.88 kt-yrs. The final measurement of the atmospheric neutrino oscillation parameters, dm^2_32 and theta_23, came from a full three flavour oscillation analysis of the combined CC nu_mu and CC anti-nu_mu beam and atmospheric samples and the CC nu_e and CC anti-nu_e appearance samples. This analysis yielded the most precise measurement of the atmospheric mass splitting dm^2_32 performed to date. The results are |dm^2_32|=[2.28 - 2.46]x10^-3 eV^2 (68\%) and sin^{2}theta_23=0.35-0.65$ (90\%) in the normal hierarchy, and |dm^2_32|=[2.32 - 2.53]x10^-3 eV^2 (68\%) and sin^{2}theta_23=0.34-0.67 (90\%) in the inverted hierarchy. The successor to MINOS in the NOvA era at FNAL, MINOS+, is now collecting data mostly in the 3-10 GeV region, and an analysis of nu_mu disappearance using the first 2.99x10^20 POT of data produced results very consistent with those from MINOS. Future data will further test the standard neutrino oscillation paradigm and allow for improved searches for exotic phenomena including sterile neutrinos, large extra dimensions and non-standard interactions.Comment: 18 pages, 12 figures. Genetic mapping of natural variation in potassium concentrations in shoots of Arabidopsis thaliana

Naturally-occurring variation in K+ concentrations between plant genotypes is potentially exploitable in a number of ways, including altering the relationship between K+ accumulation and growth, enhancing salinity resistance, or improving forage quality. However, achieving these requires greater insight into the genetic basis of the variation in tissue K+ concentrations. To this end, K+ concentrations were measured in the shoots of 70 Arabidopsis thaliana accessions and a Cape Verdi Island/Landsberg erecta recombinant inbred line (RIL) population. The shoot K+ concentrations expressed on the basis of fresh matter (KFM) or dry matter (KDM) were both broadly and normally distributed as was the shoot dry matter content per unit fresh weight (DMC). Using the data from the RILs, four quantitative trait loci (QTL) were identified for KFM and three for KDM. These were located on chromosomes 2, 3, 4, and 5. Two of the QTLs for KFM overlapped with those for KDM. None of these QTLs overlapped with those for fresh weight or dry weight, but the QTL for KDM located on chromosome 3 overlapped with one for DMC. In silico analysis was used to identify known or putative K+ and cation transporter genes whose loci overlapped with the QTLs. Fundamental domains for congruence subgroups of SL2 in positive characteristic

In this work, we construct fundamental domains for congruence subgroups of $SL_2(F_q[t])$ and $PGL_2(F_q[t])$. Our method uses Gekeler's description of the fundamental domains on the Bruhat- Tits tree $X = X_{q+1}$ in terms of cosets of subgroups. We compute the fundamental domains for a number of congruence subgroups explicitly as graphs of groups using the computer algebra system Magma

Origin of the Mott Gap

We show exactly that the only charged excitations that exist in the strong-coupling limit of the half-filled Hubbard model are gapped composite excitations generated by the dynamics of the charge $2e$ boson that appears upon explicit integration of the high-energy scale. At every momentum, such excitations have non-zero spectral weight at two distinct energy scales separated by the on-site repulsion $U$. The result is a gap in the spectrum for the composite excitations accompanied by a discontinuous vanishing of the density of states at the chemical potential when $U$ exceeds the bandwidth. Consequently, we resolve the long-standing problem of the cause of the charge gap in a half-filled band in the absence of symmetry breaking.Comment: 6 pages, 2 figures: Expanded Published versio

Buyer and Seller Response to an Adverse Food Safety Event: The Case of Frozen Salmon in Alberta

Fish is a low-fat protein source high in omega-3 fatty acids, but in 2004 consumers also heard that farmed salmon had high levels of polychlorinated biphenyl (PCBs). This research evaluated how Canadian consumers and processors reacted to the conflicting health messages. Demand estimates and time-series analysis of 2001-2006 frozen meat scanner data in Alberta, Canada show a significant drop in salmon expenditure share following the PCB finding. The industry responded by launching low-priced wild salmon products, which contributed to significant demand expansion. Approaches to the Reform of the Law of Theft

Cet article compare les propositions législatives que fait la Commission de réforme du droit du Canada (CRD) au sujet du vol, dans son Rapport n° 30, avec les dispositions du English Theft Act 1968 et du Model Penal Code. Dans son examen critique des suggestions de la CRD, l'auteur considère d'abord l'élément moral du crime de vol. Il souligne les problèmes qu'a soulevés le mot « dishonesty » devant les tribunaux anglais. La simplification que la CRD propose, à l'effet de remplacer les expressions anciennes par des formulations plus abstraites, lui semble peu satisfaisante en ce qu'elle pourrait avoir pour effet d'élargir le crime de vol. Ce danger serait d'autant plus grand que l'élément moral du vol comprend l'intention de priver temporairement la victime de sa propriété. Parmi les autres problèmes traités se trouve la notion d'apparence de droit reconduite par la CRD. La définition de la propriété semble insatisfaisante à l'auteur en ce qu'elle réfère aux biens immobiliers. L'occupation illicite d'une propriété doit-elle être considérée comme du vol ? Quels seraient alors les effets en droit criminel des règles de droit civil relatives au transfert de la propriété ? Peut-on envisager que des règles de droit criminel autonomes pourraient solutionner le problème ? Vers une réforme des pouvoirs de la police en Angleterre

The author discusses certain reforms to the law of police powers which are currently being demanded by the English police. He notes that the English police have long acted under a regime of limited powers. These have proven to be irksome, but they have also conduced to a regime under which the police use the minimum powers possible and rely considerably on public support in the fight against crime. The police however urge that further powers are necessary, notably powers to stop and question persons in public places and to hold arrested persons for interrogation concerning the commission of offences before charging the person or bringing him before a magistrate. These wide powers resemble those of certain other systems, notably France, the practical workings of which are comparatively little known in Britain. They are of doubtful legality in view of the European Convention on Human Rights. The author questions the necessity for and the desirability of such powers. He contends that they are apt to be abused, and that the French experience affords a guide to what might happen. He argues that formal powers are no substitute for public support. He fears that powers to stop and search will cause resentment, and that little countervailing practical benefit will result from them. As regards powers to detain persons before charging, he argues that such procedures will erode existing civil liberties safeguards and that certain proposed safeguards such as limiting the time available to the police for detention will prove ineffectual. There will be little time to inform defence lawyers of the nature of the case at an early stage and magistrates will probably support the police. If detention is to be allowed judicial permission should, as a general rule, be sought in advance from a High Court Judge. Here he advances a model based upon the experience of Cyprus. The author also considers, briefly, the modalities of interrogation. He considers that the suspect must continue to have a right to silence. He must also have the right to the timely assistance of a defence lawyer, a right which presently is too often subverted by the practice. The author considers also that thought should be given to the question whether a suspect should have the right to the assistance of a lawyer during police interrogation. The author concludes that in assessing the nature of and necessity for accretions and additions to police powers, the English should not lose sight of their historic attachment to civil liberties

The Effects of E. Coli 0157:H7, FMD and BSE on Japanese Retail Beef Prices: A Historical Decomposition

This study examines the time-varying Japanese price reactions to the 2001 Bovine Spongiform Encephalopathy (BSE) discovery, the 2000 outbreak of foot and mouth disease (FMD), and the 1996 E. coli food po isoning events. Historical decomposition of retail-level price-series aids in explaining the behavior of beef prices in a neighborhood (period-by-period time interval) of the three events. This is based on an application of directed acyclic graphs, constructing orthogonal innovations to determine causal patterns behind contemporaneous innovations. The results show the beef safety events had different negative impacts on Japanese retail beef prices, suggesting that consumers understood and differentiated among the health risks. The results provide incentives for beef producers and retailers to proactively inform consumers about ongoing beef safety measures.
