From planning to execution to the future: An overview of a concerted effort to enhance biological control in apple, pear, and walnut orchards in the western U.S.
We embarked on a large project designed to help enhance biological control in apple, pear and walnut orchards in the western U.S., where management programs were in the midst of a transition from older organo-phosphate insecticides to mating disruption and newer reduced-risk insecticides. A âpesticide replacement therapyâ approach resulted in unstable management programs with unpredictable outbreaks of spider mites and aphids. Our project was designed to provide growers and pest managers with information on the effects of newer pesticide chemistries on a suite of representative natural enemies in both the laboratory and field, potential of new monitoring tools using herbivore-induced plant volatiles and floral volatiles, phenology of the key natural enemy species, economic consequences of using an enhanced biological control program, and value of an outreach program to get project outcomes into the hands of decision-makers. We present an overview of both the successes and failures of the project and of new projects that have spun off from this project to further enhance biological control in our systems in the near future

From competition to national security: Policy change and policy stability in the 2008 farm bill
In 2005, an observer of the 2008 farm bill debates might have thought that U.S. farm policy was on the brink of change. World Trade Organization (WTO) pressure to reduce domestic agricultural supports was making headline news. Agricultural groups were justifying their farm bill positions by citing trade concerns. But in 2006, WTO negotiations were suspended, and WTO as a major public driver of the farm bill debates stalled alongside them. Although still acknowledged by most stakeholders as relevant to domestic agricultural policy, WTO forces were no longer highlighted by interest groups or the press as a principal farm bill driver the way they had been previously. Meanwhile, in 2006-08, an ethanol boom surfaced as a new driver of farm bill debates. Rising gas prices, political instability, and fossil fuel depletion caused many Americans to see U.S. reliance on imported petroleum as a vulnerability, and to advocate domestic fuel production as a policy goal. Ethanol was seen as the primary way to move America towards "energy independence." It was touted as an environmentally-friendly energy alternative and a source of economic revitalization for rural America. This dissertation argues that ethanol became a prominent driver of farm policy in 2006-08, in part because it helped policymakers sidestep previous debates over farm bill reform. Alongside the decline in WTO pressure to reform commodity subsidies, growth in ethanol markets alleviated budgetary pressures by raising crop prices. Combined with a framing of biofuels that tapped into public support for the environment and for national security, this convergence dimmed the spotlight over alternate approaches to agricultural sustainability and renewable energy. This dissertation draws on social movement and policy change theories, and incorporates discourse analysis into the study of farm policy. It seeks to understand how and why shifting contexts changed the tenor of 2008 farm bill debates, and what implications this had for farm policy and sustainable land use. Results suggest that while the focus on ethanol circumvented reform efforts that could have benefited the environment and rural communities, it also created some new possibilities for environmental and social sustainability in agriculture in the longer term
Shifting paths to conservation: policy change discourses and the 2008 US farm bill
From 2004 until 2006, reform of US agricultural subsidy programmes seemed a likely result of pressure from the World Trade Organization. Many groups saw this pressure as an opportunity to 'green' farm policy by crafting environmental service payments that could replace crop subsidies. Yet the 2008 US farm bill fell short of such drastic changes. This paper uses discourse analysis to trace the decline of prospects for reform of the farm bill, and a shift to incremental policy making between 2006 and 2008. It finds that, in addition to political and situational factors, striking discursive shifts altered policy debates and outcomes to create particular conservation impacts. It thus argues for broader use of rhetoric theory and discourse analysis to assess environmental policy. Pairing a Q Study with Participatory Decision-making around Farmworker Safety
Tenets of participatory decision-making speak to the importance of meaningful participation from diverse stakeholders for improving both process and outcomes. But what participation actually looks like can vary substantially, and constructing a group where all actors can truly speak is often elusive. In addressing controversies over pesticide safety in tree fruit orchards in Washington State, we used a Q study to identify divergent viewpoints and convened a group to bring these views together. The resulting stakeholder working group was then challenged to both acknowledge their often-opposing viewpoints and to construct a mutually beneficial idea for improving pesticide safety in the tree fruit industry. This paper explores the dynamics of this stakeholder working group, analyzing not only its successes but also its challenges and difficulties. Rooted in a mainstream agricultural industry in the western United States, this study highlights the ways in which seemingly simple things like who âshows upâ and why can shape processes and outcomes

The Benefits from Marriage and Religion in the United States: A Comparative Analysis
In the United States, married people have better outcomes on a variety of measures of wellbeing than do single persons. People who participate in religious activities show similar advantages relative to those who have no religious involvement. This article présents a comparative analysis of these two social institutions: marriage and religion. A critical review of the literature on how religious involvement and being married affect a range of child and adult outcomes provides evidence of generally positive effects. Religion and marriage have an impact on many of the same domains of life, and there are remarkable similarities in the mechanisms through which they exert an influence.
