Educational Background as a Factor of National Welfare Boosting

The article presents the identifying the relationship between the level of education and the level of income in the national economy. As the title implies the article describes the education as a factor of accelerating economic growth: the concept of human capital. Data are given about the educational factor in the economy of developed countries. The article gives the analysis of educational markets in Russia and its impact on the welfare of the population. It is dealt with the state system of higher education in Russia. The main problems of higher education were identified. Recommendations are given for solving the main problems of the higher education system. This article presents such data as indexes of the educational level of the world countries (20 countries), a ranking of countries and territories according to the size of GNI per capita, the relationship between the level of education and the level of income across regions, the relationship between the level of education and socio-economic development of the region (correlation of indicators of socio-economic development of the region and the proportion of people who have vocational education)

The article examines the social processes that accompany the formation of a global labor market: free movement of skilled labor, the concentration of human capital and information flows in the developed world centers, convergence and fusion of cultures, moving administrative and management functions from the national to the regional level. The paper rises the problem of maintaining social, national and ethnic identity under conditions of multicultural environment.У статті розглядаються соціальні процеси, що супроводжують формування глобального ринку праці: вільний рух кваліфікованої робочої сили, зосередження людського капіталу та інформаційних потоків у розвинених світових центрах, зближення і злиття культур, переміщення адміністративно-управлінських функцій із національного на регіональний рівень. The ecological component of potential of sustainable development of machine-building enterprises as a management instrument by a competitiveness

The process of ecologically - economic management of "competitive space" of machine-building enterprises are investigated in the article. Ecological activity, economical component of competitiveness and innovative factors are accepted in models for the increase of total competitiveness of enterprise. Their control makes it possible to increase the competitiveness and sustainability of machine-building enterprises. The parameters of competitiveness estimation of products of machine-building enterprises, innovative and ecological activity were chosen in the presented model. This enables to estimate efficiency of enterprises functioning in competitive environment in details and define directions of strategic development of machine-building industry.У статті досліджено процес еколого-економічного управління "конкурентним простором" машинобудівних підприємств з урахуванням фактору екологічної активності, економічної складової конкурентоспроможності та інноваційного чинника, управління якими дозволяє підвищити загальну конкурентоспроможність та сталість підприємств. У представленій моделі було вибрано параметри оцінки конкурентоспроможності продукції машинобудівних підприємств, інноваційної і екологічної активності, що дозволяє усебічно оцінити ефективність їх функціонування в конкурентному середовищі й визначити напрями сталого розвитку машинобудівної галузі.В статье исследован процесс эколого-экономического управления "конкурентным пространством" машиностроительных предприятий с учетом фактора экологической активности, экономической составляющей конкурентоспособности и инновационного фактора, управление которыми позволяет повысить общую конкурентоспособность и устойчивость предприятий. В представленной модели были выбраны параметры оценки конкурентоспособности продукции машиностроительных предприятий, инновационной и экологической активности, что позволяет всесторонне оценить эффективность их функционирования в конкурентной среде и определить направления устойчивого развития машиностроительной отрасли

Estimation of level of sustainable development of industrial enterprises of Ukraine

The process of ecologically – economic management of "space of sustainable development" of enterprises are investigated in the article. Ecological of activity, economical component and social factors are accepted in models for the increase of total sustainabless of enterprise. Сontrol their factors makes it possible to increase the sustainability of enterprises. The parameters of estimation of sustainable development of enterprises were chosen in the presented model. This model "space of sustainable development" helps to defines directions of strategic development of enterprises. For authentication of influence of ecological constituent on sustainable development of industrial enterprises the design of three-dimensional space of constancy of development is offered. The economic component of sustainable development is suggested to determine the level of economic position of industrial enterprise. A social component of sustainable development is characterized by the level of accordance of enterprise to the modern requirements of corporate social responsibility. An ecological component of sustainable development is determined by the degree of accordance of economic activity to the ecological norms, to the standards of safety and by the level of introduction and efficiency of the ecological programs and ecological projects.У статті досліджено процес еколого-економічного управління "простором сталого розвитку" підприємств, визначено параметри, управління якими дозволяє підвищити загальну сталість підприємств. У представленій моделі були вибрані параметри оцінки, які дозволяють усебічно оцінити ефективність функціонування підприємств в конкурентному середовищі і визначити напрями сталого розвитку підприємств. Для ідентифікації впливу екологічної складової на сталий розвиток промислових підприємств пропонується моделювання тривимірного простору сталості розвитку. Запропоновано економічну складову сталого розвитку підприємства визначати рівнем економічного стану промислового підприємства. Соціальна складова сталого розвитку підприємств характеризується рівнем відповідності підприємства сучасним вимогам корпоративної соціальної відповідальності. Екологічна складова сталого розвитку підприємств визначається ступенем відповідності господарської діяльності екологічним нормам, стандартам безпеки і рівнем впровадження та ефективності екологічних програм і екологічних проектів.В статье исследован процесс эколого-экономического управления "пространством устойчивого развития" предприятий, определены параметры, управление которыми позволяет повысить общую устойчивость предприятий. В представленной модели были выбраны параметры оценки, которые позволяют всесторонне оценить эффективность функционирования предприятий в конкурентной среде и определить направления устойчивого развития предприятий. Для идентификации влияния экологической составляющей на устойчивое развитие промышленных предприятий предлагается моделирование трехмерного пространства устойчивости развития. Предложено экономическую составляющую устойчивого развития предприятий определять уровнем экономического состояния промышленного предприятия. Социальная составляющая устойчивого развития предприятий характеризуется уровнем соответствия предприятия современным требованиям корпоративной социальной ответственности. Экологическая составляющая устойчивого развития предприятий определяется степенью соответствия хозяйственной деятельности экологическим нормам, стандартам безопасности и уровнем внедрения и эффективности экологических программ и экологических проектов

The Integrative-modular Approach in Design of Modern Educational Standards in the Tourism Sector

The design of continuing professional education programs is one of the general trends in modern higher education. It concerns too the education in tourism that aims to provide the tourism industry with good-qualified professionals. The authors define the key principles of CPE: student-focused learning strategies, ability to team work, links between basic and different courses, cross discipline approach, activation of previous knowledge, achievement of understanding borders, ability to formulate problem questions, independent information research, interaction. Problem Based Learning (PBL) is regarded as the main approach in CPE. This approach to the organization of educational process suggests finding solutions to practical lifelike problems that stimulates students to study the theoretical information. The integrative-modular and competence-based approaches are used to complete the tasks in the continuing professional education. Modules are complete units of knowledge and skills, and include all the necessary educational components. The training material within a module is organized as a structural and organizational unit. The authors define the basic integrative terms of a modular program such as “project-based”, “innovative”, “student-centered”. This approach is used to provide the interaction between theoretical and action-oriented training in tourism, the integrity and the continuity of the educational process

Internet Communication and Transformation of University Information Space

The higher education in Russia is nowadays on way of change. These changes are based on Western approach which includes the process of information space development. Access to information that requires information disclosure, clarity and accuracy is one of the conditions of integration in international higher education market. The need of sufficient volume of open information is discussed by university and academic community. This openness is a component of university competitiveness and one of the criteria of global ranking. Development of information and communication technologies and Internet allows the university top management to change radically the information space of the higher education. These changes include the revision of the basis of information organization in higher school, and stimulate the increase of information openness in education process. The realization of this principle allows to satisfy the main target audiences (parents, employers, students, and teachers) and to optimize the mechanisms of the state and public control of education system. The authors determine the ways of information space development of higher educational institution and offer the overview of efforts of TPU in this sphere

Зарубіжний досвід правового регулювання соціальних відпусток

The author of the article has studied international and legal acts that envisage the norms that provide social vacations for employees. The author has analyzed experience of legal regulation of social vacations in the USA, the countries of the European Union, the countries of the former Soviet Union, etc. It has been noted that the current period of development of the state and society makes new demands on the socialization of labor legislation, especially for employees with family responsibilities, taking into account the positive international experience. It is very important aspect of the welfare state, society must provide such persons with certain social protection and assistance, as well as labor benefits in connection with the responsibilities of raising children and other circumstances, because employees with family responsibilities have the possibility to combine their professional activities with family responsibilities without the damage for their own health, the interests of children and society. Social protection in a modern democratically organized society is the sphere of intersection of vital interests of citizens related to the realization of their socio-economic rights. It is the sphere of reflection of such universal values as equality, social justice, humanism and other moral principles of civilized society. Proper realization of the right to social protection helps to increase the individual status of a person and further the development of democratic principles of society. Therefore, it is necessary to take into account the positive international experience in the legal regulation of social vacations in the period of reforming the labor legislation of Ukraine. The author of the article has provided scientifically substantiated conclusions on the borrowing positive international experience of legal regulation of social vacations and implementing into national legislation.В статье рассматриваются международно-правовые акты,  предусматривающие нормы по предоставлению работникам социальных отпусков. Анализируется опыт правового регулирования социальных отпусков США, стран Европейского Союза, стран, входивших в бывший Советский Союз, и др. Предоставляются научно обоснованные выводы по заимствованию в национальное законодательство положительного зарубежного опыта правового регулирования социальных отпусков.У статті розглянуто міжнародно-правові акти, які передбачають норми щодо надання працівникам соціальних відпусток. Проаналізовано досвід правового регулювання соціальних відпусток США, країн Європейського Союзу, країн, що входили в колишній Радянський Союз, та ін.
