    Mercosur is currently going through an intermediate integration stage in which macroeconomic interdependence acquires more importance. Then, the need arises to adopt strategic definitions with regard to the future of the process itself. The study examines macroeconomic interdependence with a macroeconomic computable general equilibrium model. This enables an estimation of the sign and extent of transmission of shocks originating either in a Mercosur country or in the rest of the world. The results of the model simulations show that interdependence has important effects. We discuss the possibility of implementing a process of cooperation as an alternative to play Nash in some key policies

    BioPlat: A software for human cancer biomarker discovery

    Development of effective tools such as oligo-microarrays and next-generation sequencing methods for monitoring gene expression on a large scale has resulted in the discovery of gene signatures with prognostic/ predictive value in various malignant neoplastic diseases. However, with the exponential growth of gene expression databases, biologists are faced with the challenge of extracting useful information from these repositories. Here, we present a software package, BioPlat (Biomarkers Platform), which allows biologists to identify novel prognostic and predictive cancer biomarkers based on the data mining of gene expression signatures and gene expression profiling databases. BioPlat has been designed as an easy-to-use and flexible desktop software application, which provides a set of analytical tools related to data extraction, preprocessing, filtering, gene expression signature calculation, in silico validation, feature selection and annotation that leverage the integration and reuse of gene expression signatures in the context of follow-up data.Centro de Investigación y Desarrollo en Ciencias Aplicada

    The present work is motivated by the desire to share with those in the political and academic arenas in Latin America my experience with a distinguished team of professionals. This included two years creating and implementing trade policy in Argentina, as well as several years devoted to research concerning the region¿s relations with the rest of the world and the creation of an export model that could serve as a source of growth for developing countries. This paper is an abridged version of my book, "Exportar para crecer" (Editorial Planeta, 2003). The management model created at the Argentine Ministry of Foreign Relations draws on both public and private intellectual contributions. Together, they led to an aggressive trade policy designed to open markets for Argentine products through trade negotiations. The policy attempted to transcend false antagonisms concerning the geographic destinations of our exports, focusing, moreover, on an indispensable complementary element: developing markets as a means of ensuring the effective use of opportunities created

    Motiva este trabajo el deseo de transmitir al ámbito político y académico de la región latinoamericana mi experiencia, junto a un equipo de destacados profesionales, de dos años de gestión en el diseño y ejecución de la política comercial argentina, y de varios años más de investigación en el relacionamiento externo de la región y la configuración de un modelo exportador como fuente de crecimiento para los países en desarrollo. Se trata de una versión abreviada de mi libro "Exportar para crecer" (Editorial Planeta, 2003). El modelo de gestión construido en el ámbito de la Cancillería argentina recoge aportes intelectuales tanto públicos como privados, que amalgamados, derivaron en una política comercial agresiva orientada a la apertura de mercados para los productos argentinos a través de las negociaciones comerciales, superando falsas posiciones antagónicas en referencia al destino geográfico de nuestras exportaciones; y el complemento ineludible del desarrollo de mercados como herramienta que asegura la efectiva ocupación de los espacios ganados
