Este artigo analisa o texto Raça e assimilação de Oliveira Vianna, no qual o autor tentou construir um discurso científico acerca das diferenças raciais e de seu impacto na assimilação de imigrantes. Argumento que, tendo produzido textos que conferiam um papel fundamental à raça como princípio explicador dos fenômenos sociais num momento em que as abordagens racistas perdiam terreno na antropologia em favor de interpretações de tipo culturalista, Vianna desenvolveu, de forma reativa, uma argumentação cujo cerne era a defesa da cientificidade do conceito de raça como chave interpretativa da vida social. Concluo com uma leitura exploratória do diálogo que o autor estabeleceu com dois de seus contemporâneos, Arthur Ramos e Roquette-Pinto, em torno da abordagem científica exigida pelos estudos raciais e das funções político-administrativas que Vianna atribuía à ciência.<br>The present article analyzes Oliveira Vianna's text Race and assimilation, in which the author tried to build a scientific discourse on racial differences and their impact on the assimilation of immigrants. This discourse produced several texts that attributed a fundamental role to race as the cause for social phenomena at a time when anthropological racist views were falling behind due to cultural-oriented approaches. Vianna's reactive arguments were based on the defense of a scientific concept of race as the key to the interpretation of society. At the end of the article, the author analyzes the correspondence Vianna kept with Arthur Ramos and Roquette-Pinto on the scientific approaches demanded by racial studies, as well as on the political and administrative functions he attributed to science

A organização mundial da saúde: do controle de epidemias à luta pela hegemonia The world health organization: from controlling epidemics to struggling for hegemony

Este artigo tem o objetivo de discutir o surgimento da Organização Mundial da Saúde (OMS) como uma agência especializada de âmbito internacional, seu funcionamento, os principais marcos históricos e políticos e as estratégias de luta pela hegemonia no cenário sanitário internacional. Foi realizada uma pesquisa bibliográfica e documental através de documentos da OMS, discursos de seus diretores gerais, textos de apresentação institucional, artigos e editoriais. Dois momentos fundamentais na influência da OMS nas políticas de saúde internacionais foram identificados: o Programa Saúde para Todos (2000) e a política promovida pela gestão Gro-Brundtland (1998-2002) na direção da OMS, período em que são realizadas profundas transformações nas políticas de saúde internacionais e, em especial, em que há a necessidade de estabelecer nexos metodológicos e políticos com as estratégias de globalização da economia e com as políticas de saúde globais².<br>The objective of this article is to discuss the emergence of the World Health Organization (WHO) as an international specialized agency. It also debates how the organization operates, major historic and political landmarks and its strategies in the struggle for hegemony in the international sanitary scenario. For such, we researched WHO's documents, directors-general's speeches, texts introducing the institution, articles and editorials. Two specific moments were of fundamental influence to WHO's international health policies: The program Health for All (2000) and the policies fostered by the Gro-Brundtland administration (1998-2002). In this period, not only profound transformations in international health policies were undertaken, but also, the need to establish political and methodological links to the globalization of the economy and the global health policies emerged

Eugenia e Fundação Rockefeller no Brasil: a saúde como proposta de regeneração nacional Eugenics and the Rockefeller Foundation in Brazil: health as an instrument of national regeneration

Nas primeiras décadas do século XX, a Fundação Rockefeller atuou de modo decisivo na implementação de ações voltadas para a saúde pública no Brasil, especialmente naquilo denominado de movimento sanitarista. Nesse mesmo período, a eugenia brasileira era equivalente ao sanitarismo, onde defendia-se a máxima de que "sanear era eugenizar". Vários trabalhos discutem o movimento sanitário, a questão da saúde pública no Brasil, a Fundação Rockefeller, a eugenia e seus ativistas. Entretanto, é escassa a discussão a respeito da Rockefeller e o movimento eugenista brasileiro. É necessário alertar que embora nos deparemos com questões ligadas à raça, teorias sobre genética ou evolução, este trabalho não tem como objetivo analisar tais assuntos com profundidade. O que buscamos construir foi o cenário no qual a eugenia de maneira geral, e a brasileira, especificamente, se desenrolou trazendo à tona as posturas de alguns eugenistas brasileiros.<br>In the first decades of the twentieth century, the work of the Rockefeller Foundation was decisive for the implementation of public health initiatives in Brazil, especially in the so-called public health movement. At that time, Brazilian eugenics was the same as public health, as expressed in the maxim "to sanitize is to eugenize". There are several studies discussing the public health movement, the issue of public health in Brazil, the Rockefeller Foundation, eugenics and its supporters. However, there is little discussion on the relationship between the Rockefeller Foundation and the Brazilian eugenics movement. It is worth to mention that although there are issues related to race, and theories on genetics and evolution, this work does not intend to examine these issues in depth. The aim was to recreate the scenario in which eugenics in general, and particularly in the Brazilian case, was developed, exposing the positions of some of the Brazilian eugenicists
