    Towards a New Framework for Soft Power: An Observation of China’s Confucius Institute

    There are many controversial and differing opinions concerning Nye’s concept of soft power which have lead to some confusion in our understanding of what soft power actually is. By analyzing a given governmental agency, i.e. China’s Confucius Institute, I will show the problem inherent in Nye’s term soft power. I will analyze the concept of soft power as a combination of two meanings: ‘soft’ and ‘power’. I believe this research could offer a new perspective on the concept of soft power and could provide a theoretical scale for measuring different countries’ foreign policies labeled as soft power. ジョセフ・ナイの概念ソフト・パワーに対しては、提案された時から概念の曖昧さへの疑問が絶えず指摘されてきた。本稿では、中国のソフト・パワー増進を公式目標と掲げている、「孔子学院」という特定のソフト・パワー増進機関を事例とし、ソフト・パワーが孕んでいる概念としての曖昧さやそこから起因する問題を明らかにする。そして、その問題に対する独自の解決策として「ソフト」と「パワー」の概念分離を主張する

    A Political Approach to China’s Confucius Institute: An observation of its understanding of ethnicity, language and identity

    In this paper, I will examine the ideas of the Chinese government regarding concepts of ethnicity, language and identity. This examination will provide clarity by which to estimate the direction towards which Chinese government policies are committed. Particularly, this research will focus on the language policy pursued by the Chinese government through the Confucius Institute. In this sphere, I will research the activities and specifics of the Chinese government’s language policy conducted both internally and externally in order to understand the whole aspect of its language policy. After analyzing the connection between these activities and the specifics of the Chinese language policy, I will finally extract and summarize the characteristic features of the Confucius Institute as the external language policy instrument of the Chinese government. 要旨 本稿は、中国政府側の対外中国語普及の巨大プロジェクトである「孔子学院」の政策的な性格を明らかにするものである。それを明らかにするために本稿では「民族」「言語」「アイデンティティ」という概念に着目し、国内言語政策におけるそれらの概念に対する中国政府側の姿勢の分析を行う。分析により言語政策が有する国内と国外との固い結びつきが発見される一方、その発見により国内言語政策から孔子学院の実体も解き明かされる

    Low complexity energy-hole detouring scheme with energy harvesting

    Energy problem is an important consideration in wireless sensor network. It is because sensor nodes in network use limited battery source which leads to limited lifetime. Also, sensor nodes in WSNs use multi-hop communication, so nodes near sink node transmit more data compared with farther nodes. These phenomenon results in energy hole problem which is critical to prolong lifetime of sensor network. So We proposed energy efficient and low complexity detouring scheme to prevent energy hole problem in advance. For better environment of WSN, energy harvesting technology is used in this work. Although the amount of energy charged by energy harvest sources is not always enough to meet the requirement of WSNs, proposed scheme can be good at lifetime of network. With this method, beginning time of energy hole can be postponed and it will network lifetime more extended

    In Software-Defined Network environment, operator can see the global view of network. So it can be manage flows with network-wide view, but legacy flow classification method cannot satisfy the integrated tables of all switches because of out of memory and long compilation time. So I proposed the architecture that can control network-wide flow classification to satisfy one's policy like Quality-of-Service. The architecture that proposed is consists of hierarchical Multi-valued decision diagram and Binary Decision Diagram. It is used to be used in VLSI. It makes less memory consumption and little compilation time. So it can contribute in network verification and network fabric
