On anomalous diffusion in a plasma in velocity space
The problem of anomalous diffusion in momentum space is considered for
plasma-like systems on the basis of a new collision integral, which is
appropriate for consideration of the probability transition function (PTF) with
long tails in momentum space. The generalized Fokker-Planck equation for
description of diffusion (in momentum space) of particles (ions, grains etc.)
in a stochastic system of light particles (electrons, or electrons and ions,
respectively) is applied to the evolution of the momentum particle distribution
in a plasma. In a plasma the developed approach is also applicable to the
diffusion of particles with an arbitrary mass relation, due to the small
characteristic momentum transfer. The cases of an exponentially decreasing in
momentum space (including the Boltzmann-like) kernel in the PT-function, as
well as the more general kernels, which create the anomalous diffusion in
velocity space due to the long tail in the PT-function, are considered.
Effective friction and diffusion coefficients for plasma-like systems are

Inhomogeneity of dusty crystals and plasma diagnostics
Real dusty crystals are inhomogeneous due to the presence of external forces. We suggest approximations for calculations of different types of inhomogeneous DC (chain and DC with a few slabs) in the equilibrium state. The results are in a good agreement with experimental results and can be used as an effective diagnostic method for many dusty systems
Remarks on abelian dominance
We used a renormalisation group based smoothing to address two questions
related to abelian dominance. Smoothing drastically reduces short distance
fluctuations but it preserves the long distance physical properties of the
SU(2) configurations. This enabled us to extract the abelian heavy-quark
potential from time-like Wilson loops on Polyakov gauge projected
configurations. We obtained a very small string tension which is inconsistent
with the string tension extracted from Polyakov loop correlators. This shows
that the Polyakov gauge projected abelian configurations do not have a
consistent physical meaning. We also applied the smoothing on SU(2)
configurations to test how sensitive abelian dominance in the maximal abelian
gauge is to the short distance fluctuations. We found that on smoothed SU(2)
configurations the abelian string tension was about 30% smaller than the SU(2)
string tension which was unaffected by smoothing. This suggests that the
approximate abelian dominance found with the Wilson action is probably an

Budgeting for Environmental Health Services in Healthcare Facilities: A Ten-Step Model for Planning and Costing
Environmental health services (EHS) in healthcare facilities (HCFs) are critical for safe care provision, yet their availability in low- and middle-income countries is low. A poor understanding of costs hinders progress towards adequate provision. Methods are inconsistent and poorly documented in costing literature, suggesting opportunities to improve evidence. The goal of this research was to develop a model to guide budgeting for EHS in HCFs. Based on 47 studies selected through a systematic review, we identified discrete budgeting steps, developed codes to define each step, and ordered steps into a model. We identified good practices based on a review of additional selected guidelines for costing EHS and HCFs. Our model comprises ten steps in three phases: planning, data collection, and synthesis. Costing-stakeholders define the costing purpose, relevant EHS, and cost scope; assess the EHS delivery context; develop a costing plan; and identify data sources (planning). Stakeholders then execute their costing plan and evaluate the data quality (data collection). Finally, stakeholders calculate costs and disseminate findings (synthesis). We present three hypothetical costing examples and discuss good practices, including using costing frameworks, selecting appropriate indicators to measure the quantity and quality of EHS, and iterating planning and data collection to select appropriate costing approaches and identify data gaps
Matter-field theory of the Casimir force
A matter-field theory of the Casimir force is formulated in which the
electromagnetic field and collective modes of dielectric media are treated on
an equal footing. In our theory, the Casimir force is attributed to zero-point
energies of the combined matter-field modes. We analyze why some of the
existing theories favor the interpretation of the Casimir force as originating
from zero-point energies of the electromagnetic field and others from those of

Kramers-Kronig Relations For The Dielectric Function And The Static Conductivity Of Coulomb Systems
The mutual influence of singularities of the dielectric permittivity e(q,w)
in a Coulomb system in two limiting cases w tends to zero, q tends to zero, and
opposite q tends to zero, w tends to zero is established. It is shown that the
dielectric permittivity e(q,w) satisfies the Kramers-Kronig relations, which
possesses the singularity due to a finite value of the static conductivity.
This singularity is associated with the long "tails" of the time correlation
