    Killing Journalists is Not Media Regulation: Private Rights, Collective Wrongs and the Impact of Impunity

    This article, somewhat against the trend in that growing body of scholarship in this area, argues that there is a role for a new international instrument targeting the harassment of and violence against journalists. It supports this position by a review of UN and regional human rights jurisprudence, with an emphasis on hitherto undiscussed weaknesses, as well as by an analysis of loopholes in international humanitarian law. It concludes with suggestions for a new instrument, providing better safeguards for both journalists and societal interests in the media, and highlights how such an instrument would tackle the problems in the existing framework

    Investigation of real-gas and viscous effects on the aerodynamic characteristics of a 40 deg half-cone with suggested correlations for the shuttle orbiter

    Parameters were evaluated that might be used to correlate shuttle orbiter aerodynamic data to be used in extrapolating from wind-tunnel to flight conditions. Preliminary calculations indicate that the lee-side forces will have an insignificant influence on the aerodynamic characteristics of the orbiter for moderate angle-of-attack entries; therefore, this work is focused on phenomena which have an overriding influence on windward forces, namely, real-gas (equilibrium and nonequilibrium) and viscous-interaction effects. Analytically determined flow fields previously obtained on 40 deg blunted cones were used as a data source to evaluate various correlation parameters. Inviscid effects were found to be the dominant contributor to the aerodynamic coefficients in the altitude range of 64 to 76.2 km. The most suitable correlation of the aerodynamic forces on these cones is based on local dynamic pressure and local Mach number

    Launch vehicle effluent measurements during the May 12, 1977, Titan 3 launch at Air Force Eastern Test Range

    Airborne effluent measurements and cloud physical behavior for the May 21, 1977, Titan 3 launch from the Air Force Eastern Test Range, Fla. are presented. The monitoring program included airborne effluent measurements in situ in the launch cloud, visible and infrared photography of cloud growth and physical behavior, and limited surface collection of rain samples. Airborne effluent measurements included concentrations of HCl, NO, NOx, and aerosols as a function of time in the exhaust cloud. For the first time in situ particulate mass concentration and aerosol number density were measured as a function of time and size in the size range of 0.05 to 25 micro meters diameter. Measurement results were similar to those of earlier launch monitorings. Maximum HCl and NOx concentrations ranged from 10 ppm and 500 ppb, respectively, several minutes after launch to about 1 ppm and 100 ppb at 45 minutes after launch

    Launch vehicle effluent environmental impact activities from the first space shuttle (STS-1) included airborne measurements within the exhaust cloud from about 9 min after launch (T + 9) to T + 120 min. Measurements included total hydrogen chloride (gaseous plus aqueous) concentrations, particulate concentrations, temperature, and dewpoint temperature. The airborne measurements are summarized. The physical growth and behavior of exhaust clouds is presented as well as the results of laboratory analysis of elemental composition of particulate samples collected by the aircraft. Observed results from the STS-1 launch are compared with earlier Titan III results. Shuttle effluent concentrations are found to be within the range of Titan III observations

    Effluent sampling of Scout D and Delta launch vehicle exhausts

    Characterization of engine-exhaust effluents (hydrogen chloride, aluminum oxide, carbon dioxide, and carbon monoxide) has been attempted by conducting field experiments monitoring the exhaust cloud from a Scout-Algol III vehicle launch and a Delta-Thor vehicle launch. The exhaust cloud particulate size number distribution (total number of particles as a function of particle diameter), mass loading, morphology, and elemental composition have been determined within limitations. The gaseous species in the exhaust cloud have been identified. In addition to the ground-based measurements, instrumented aircraft flights through the low-altitude, stabilized-exhaust cloud provided measurements which identified CO and HCI gases and Al2O3 particles. Measurements of the initial exhaust cloud during formation and downwind at several distances have established sampling techniques which will be used for experimental verification of model predictions of effluent dispersion and fallout from exhaust clouds

    Depression, Relationship Quality, and Couples’ Demand/Withdraw and Demand/Submit Sequential Interactions

    This study investigated the associations among depression, relationship quality, and demand/withdraw and demand/submit behavior in couples’ conflict interactions. Two 10-min conflict interactions were coded for each couple (N = 97) using Structural Analysis of Social Behavior (SASB; Benjamin, 1979a, 1987, 2000a). Depression was assessed categorically (via the presence of depressive disorders) and dimensionally (via symptom reports). Results revealed that relationship quality was negatively associated with demanding behavior, as well as receiving submissive or withdrawing behavior from one’s partner. Relationship quality was positively associated with withdrawal. Demanding behavior was positively associated with women’s depression symptoms but negatively associated with men’s depression symptoms. Sequential analysis revealed couples’ behavior was highly stable across time. Initiation of demand/withdraw and demand/submit sequences were negatively associated with partners’ relationship adjustment. Female demand/male withdraw was positively associated with men’s depression diagnosis. Results underscore the importance of sequential analysis when investigating associations among depression, relationship quality, and couples’ interpersonal behavior
