    Prioritizing participatory planning solutions: Developing place-based priority categories based on public participation GIS data

    Prioritization of knowledge produced in participatory planning has been approached mainly from the perspective of whose perspectives are most in need of consideration. We ask, whether it is also possible to consider which locations, based on the knowledge from participants, should be prioritized. We developed a place-based approach to inform spatial decision making especially when the prioritization of limited resources is necessary. In the place-based prioritization model frequency of use and perceived quality of everyday places were used to identify various priority categories. We argued that especially places that are perceived negatively but used often in daily life pose a risk to wellbeing and the quality of life and should thus be prioritized in development. Such places belonged to the Development priority category, but also three other categories, Development potential, Management potential and Management priority were identified. The prioritization model was tested empirically by using placebased knowledge about inhabitants everyday and quality networks collected in the Finnish city of Espoo. According to the results, the Development priority category was represented only in about 5% of places, most often in land associated with road and rail networks as well as in continuous urban fabric. As hypothesized, high share of the Development priority places in everyday networks reduced individual's quality of life. We also found that a rather high share of these places was located within existing planning areas of the city

    A methodological framework for analysis of participatory mapping data in research, planning, and management

    Today, various methods are applied to analyze the data collected through participatory mapping, including public participation GIS (PPGIS), participatory GIS (PGIS), and collecting volunteered geographic information (VGI). However, these methods lack an organized framework to describe and guide their systematic applications. Majority of the published articles on participatory mapping apply a specific subset of analyses that fails to situate the methods within a broader, more holistic context of research and practice. Based on the expert workshops and a literature review, we synthesized the existing analysis methods applied to the data collected through participatory mapping approaches. In this article, we present a framework of methods categorized into three phases: Explore, Explain, and Predict/Model. Identified analysis methods have been highlighted with empirical examples. The article particularly focuses on the increasing applications of online PPGIS and web-based mapping surveys for data collection. We aim to guide both novice and experienced practitioners in the field of participatory mapping. In addition to providing a holistic framework for understanding data analysis possibilities, we also discuss potential directions for future developments in analysis of participatory mapping data.Peer reviewe

    Key issues and research priorities for public participation GIS (PPGIS): a synthesis based on empirical research

    Public participation GIS (PPGIS) methods have progressed over the last decade, but as a rapidly evolving practice and area of research, there are new challenges. To identify the key issues and research priorities in PPGIS, two researchers that have designed and implemented more than 40 empirical studies spanning both environmental and urban applications present their views about the present and future of PPGIS for land use planning and management. This paper is intended to be a synthesis, but not necessarily a consensus of the key issues and research priorities. We have organized the paper into six general key issues and four priority research topics. The key issues are: (1) conceptual and theoretical foundations, (2) the diversity of definitions and approaches to participatory mapping, (3) the spatial attributes measured in participatory mapping, (4) sampling, participation, and data quality, (5) relationships between participatory mapped attributes and physical places, and (6) the integration of PPGIS data into planning decision support. Our top research priorities include: (1) understanding and increasing participation rates, (2) identifying and controlling threats to spatial data quality, (3) improving the "PP" or public participation in PPGIS, and (4) evaluating the effectiveness of PPGIS. Our purpose for presenting a research agenda is to stimulate discourse among PPGIS researchers and practitioners about future research needs and to provide support for the mobilization of resources to undertake future empirical research
