Местное самоуправление в системе российской государственности: проблемы и перспективы

Essay. The subject of this research is to provide an elaborate analysis of current municipal reform in the RF and assess its impact on the self-government place, the role and development trends within the system of the Russian statehood. This paper aims either prove or disprove a hypothesis about the impact of adopted legal regulations on local self-government in the RF in view of the amendments to the RF Constitution, and make a contribution to scientific understanding of this issue.Methodology. The research methodology is built by combining such methods of scientific knowledge as analysis (to study normative legal acts on the research topic), synthesis (to analyse theoretical sources and make generalizations), comparative legal method (to study and compare legal norms), logical method (to identify the peculiarities of the research object), system-structural approach (to define the role of local self-government in the Russian statehood), the method of legal hermeneutics (to provide an interpretation of legal documents) and the synergistic method which allowed to analyse the system of local government in cooperation with state authorities.Results. Local self-government shall be recognized as the basis of a democratic regime and present-day Russian statehood. The adoption of the 1993 Constitution resulted in numerous normative acts which regulate the system of local self-government, including The Federal Law of October 6, 2003 No. 131-FZ “On the General Principles of Local Self-Government Organization in the Russian Federation”. However, regular changes to this law regarding local self-government have raised a number of concerns about uncertainty and contradictions in the legal system. Thus, along with positive effects of ongoing reforms, there are some negative trends including current tightening of local self-government officials’ liability in Russia as well as the increasing gap between the population and local self-government, uncertainty of legal solutions and enforcement practice. Members of the expert community, municipalities and practitioners have high hopes for the new legal framework in the field of local self-government, which is being developed following the amendments to the Constitution of the Russian Federation in 2020. As a result, strengthening and expansion of local self-government powers are expected, which will increase citizens’ involvement in resolving issues of local importance. However, draft law No. 40361-8 on local self-government submitted to the State Duma on December 16, 2021, provides for the liquidation of the settlement level and the reduction in the number of lower-level local self-government bodies. As a result, the gap between the population and local self-government bodies has highly increased. In addition, the draft law strengthened responsibility of the heads of municipalities to the highest officials of the constituent entities of the Russian Federation, which implies more dependence of lower-level authorities on the state.Conclusion. Legislation is rapidly adjusting to the existing realities rather than establishing a legal basis for local self-government development. In order to restore the essence of local self-government, deformed as a result of systematic changes in the legal basis of local self-government, it is necessary to improve the submitted bill, strengthening local self-government as a factor in the sustainable development of a democratic Russian state.В связи с проводимой в Российской Федерации муниципальной реформой, затрагивающей основы местного самоуправления, проводится анализ места и роли местного самоуправления в системе российской государственности, выявляются существующие проблемы, препятствующие развитию местного самоуправления как демократического института, прогнозируется дальнейшая судьба местного самоуправления в условиях формирования нового законодательства, даются предложения совершенствованию правовой базы в сфере местного самоуправления

Modified siRNA effectively silence inducible immunoproteasome subunits in NSO cells

All rights reserved.The pathogenesis of autoimmune and neurodegenerative diseases involves overexpression of inducible subunits of the immunoproteasome. However, the clinical application of inhibitors to inducible subunits of the immunoproteasome has been limited due to systemic toxicity. Here, we designed siRNAs that efficiently silence LMP2, LMP7 and MECL-1 gene expression. Inducible subunits of the immunoproteasome are complex siRNA targets because they have a long half-life; therefore, we introduced 2′-O-methyl modifications into nuclease-sensitive sites. This led to 90-95% silencing efficiency and prolonged silencing, eliminating the need for multiple transfections. Furthermore, we showed that in the absence of transfection reagent, siRNAs with lipophilic residues were able to penetrate cells more effectively and decrease the expression of inducible immunoproteasome subunits by 35% after 5 days. These results show that siRNA targeted to inducible immunoproteasome subunits have great potential for the development of novel therapeutics for autoimmune and neurodegenerative diseases

Consumer credit in comparative perspective

We review the literature in sociology and related fields on the fast global growth of consumer credit and debt and the possible explanations for this expansion. We describe the ways people interact with the strongly segmented consumer credit system around the world—more specifically, the way they access credit and the way they are held accountable for their debt. We then report on research on two areas in which consumer credit is consequential: its effects on social relations and on physical and mental health. Throughout the article, we point out national variations and discuss explanations for these differences. We conclude with a brief discussion of the future tasks and challenges of comparative research on consumer credit.Accepted manuscrip

Результаты индексной сравнительной оценки применения фотодинамической терапии и ультрафиолетового облучения при лечении хронического гингивита

In this clinical study, the effect of photodynamic therapy and ultraviolet radiation on the effectiveness of the treatment of periodontal diseases was examined according to the results of an index assessment. Clinical examination of 95 patients of both sexes aged from 18 to 32 years revealed chronic generalized catarrhal gingivitis (K05.1). The main index criteria for comparative parameters in all study groups were: simplified OHI-S hygiene index, Mullemann-Cowell bleeding index, PMA index. The indices were measured before and after treatment with subsequent control examinations in 1 month, 3 months, 6 months. The patients were divided into three groups and each group underwent standard periodontal treatment aimed at stopping the inflammatory process and preventing its further development. In the first group, the treatment was supplemented with the use of the FotoSan LED lamp with a wavelength of 630 nm, in the second the “Quasar” ultraviolet irradiator was used, in the third (control) group, the complex of therapeutic measures was carried out without physiotherapeutic procedures. According to the results of the study, the use of photodynamic therapy significantly accelerates the regenerative processes of periodontal epithelial tissue and reduces the number of treatment sessions.В клиническом исследовании рассмотрено влияние фотодинамической терапии и ультрафиолетового облучения на эффективность лечения заболеваний пародонта по результатам индексной оценки. В результате клинического осмотра у 95 пациентов обоих полов в возрасте от 18 до 32 лет был выявлен хронический генерализованный катаральный гингивит (К05.1). Основными индексными критериями сравнительных параметров во всех группах исследования являлись: упрощенный индекс гигиены по OHI-S, индекс кровоточивости по Мюллеману-Коуэллу, индекс PМА. Показатели измерялись до и после лечения с последующими контрольными осмотрами через 1 мес, 3 мес, 6 мес. Пациенты были разделены на три группы, в каждой группе проводилось стандартное пародонтологическое лечение, направленное на купирование воспалительного процесса и предупреждение дальнейшего его развития. В первой группе лечение дополнялось использованием светодиодной лампы FotoSan с длиной волны 630 нм, во второй группе применялся ультрафиолетовый облучатель «Квазар», в третьей (контрольной) группе комплекс лечебных мероприятий проводился без физиотерапевтических процедур. По результатам исследования применение фотодинамической терапии значительно ускоряет регенераторные процессы эпителиальной ткани пародонта и сокращает количество сеансов лечения
