    New Japanese Prime Minister Shinzō Abe has only been in office since late September, but already the outlines of his administration are becoming clearer, both in expected and unexpected directions. Abe’s administration is proving to be conservative and revisionist, and even more so than that of his predecessor Junichirō Koizumi. Abe has certainly moved to improve ties with China and South Korea—Beijing and Seoul the October destinations for his first overseas visits within two weeks of taking power—and thereby to limit the damage wrought by Koizumi’s visits to Yasukuni Shrine and bilateral wrangling over Japan’s colonial history. However, the general thrust of Abe’s diplomacy is built upon much of the legacy left by Koizumi, and is attempting to shift it on to a yet more pro-active and assertive path

    How Much Can High-Quality Universal Pre-K Reduce Achievement Gaps?

    Many children of color and children from low-income families enter kindergarten without the academic skills they need to succeed. Compared to their white peers, African American and Hispanic children are anywhere from 9 to 10 months behind in math and 7 to 12 months behind in reading when they enter kindergarten. These achievement gaps are concerning: Math and reading abilities at kindergarten entry are powerful predictors of later school success, and children who enter kindergarten already behind are unlikely to catch up. Moreover, in the past 50 years, minimal progress has been made toward reducing these achievement gaps. Ensuring that all children are entering kindergarten with the foundational academic skills they need to succeed is a major priority for researchers, policymakers, and practitioners alike. Early childhood education programs show promise toward this goal. Research suggests that participation in a high-quality early childhood education program can enhance children's development, reduce achievement gaps at kindergarten entry, and even have long-term benefits for children's school trajectories. However, access to high-quality pre-K in the United States remains quite low and highly unequal due to two problems. First, although pre-K attendance has increased in the past two decades, rates of access to early education vary widely as a function of children's socioeconomic backgrounds: African American, Hispanic, and low-income children are less likely to access center-based early childhood education than their white and more affluent peers. Second, the quality of most early education programs -- particularly those attended by low-income children of color -- is not high enough to substantially improve academic readiness. Recognizing the tremendous potential for high-quality preschool to improve children's outcomes, this report considers how a universal publicly funded prekindergarten program in the United States could decrease both disparities in access to early learning and achievement gaps at kindergarten entry. Data from two nationally representative datasets and prior results from evaluations of high-quality universal pre-kindergarten were analyzed to estimate the extent to which a national high-quality universal pre-K, or UPK, program would reduce achievement gaps at kindergarten entry based on children's race/ethnicity and income

    Thesis (M.A.) University of Alaska Fairbanks, 1997The effects of volitional laughter on positive affect, negative affect, and day-to-day depressive symptoms among college students were investigated utilizing a non-equivalent control group design. The laughter group (n = 23) participated in daily volitional laughter treatments (three treatments of 30 seconds each) while the control group (n = 40) received no treatment. Both groups were pre- and post-tested using the PANAS (Positive And Negative Affect Schedule) and the CES-D (Center for Epidemiological Studies -Depression Inventory). A significant difference was found for the laughter group in negative affect. An additional post-hoc analysis, after eliminating a group of subjects from the control group, indicated a significant difference for the volitional laughter treatment group in increasing positive affect.     Eddy statistics in the South Atlantic as derived from drifters drogued at 100

    More than 130 satellite-tracked buoys drogued at 100 m depth have been deployed by us in the South Atlantic during the years 1990–1993 in an ongoing program. After eliminating those portions of the trajectories for which the drogue was off, Lagrangian eddy statistics are computed and compared to the results of a similar data set in the North Atlantic and to previous results for the South Atlantic. Regarding the relations based on Taylor\u27s theory, no significant differences can be seen between the North and South Atlantic. The Lagrangian integral time scale is inversely proportional to the r.m.s.-velocity which implies that eddy diffusivity is directly proportional to the r.m.s.-velocity and not to the variance. Previous studies on that matter are most likely influenced by buoys which lost their drogue. Eddy length scale is constant with values of 37 km in zonal and 28 km in meridional direction, averaged over the entire Atlantic. Eddy diffusivity varies between 2 107 and 8 · 107 cm2/s, being smallest in the subtropics and highest in the Circumpolar Current. The proportionality to eddy velocity and a constant length scale opens the possibility to compute global distributions of eddy diffusivity from altimeter data
