    Improving the Cost-Efficiency of Local Budgets in Today’s Environment

    The article is aimed at analyzing the expenses of local budgets, their dynamics and specificity in the consolidated budget and developing recommendations to improve their efficiency in the modern conditions of financial decentralization. The necessity of increase of efficiency of expenses of local budgets is substantiated, an analysis of dynamics of their expenses is carried out and their specific weight in expenses of the Consolidated budget of Ukraine is analyzed according to each kind of budget expenditures depending on functions. The structure of expenditures of local budgets is also analyzed and priority directions of expenditure of the funds are defined, which are education, health care, and social protection of the population. It is specified that expenditure policy should play a key role in the conduct of the financial activities of the State. It is proposed to improve the system of the State financial and public control, to direct budget funds for the financing of actors in the production sector in order to stimulate the receipt of additional own income of local budgets

    The Financing of the Costs of Education under Decentralization

    The article is aimed at determining the major problems in the financing of education sphere in the current context of the reform of decentralization of power in Ukraine and developing directions for solving them. The main directions and results of educational reform have been analyzed, and the ranking of Ukraine according to the Global Competitiveness Index has been defined. The positive points of the decentralization of education have been noted. The expenditure of the budget of Ukraine have been analyzed and the proportion of expenditure on education has been determined as to the total budget expenditure. Along with this, the main circle of problems of the budget provision for the education sector has been outlined. It has been proposed: to increase the efficiency of allocation of budgetary means at all levels of the budget system; to enhance the possibilities of educational institutions to attract additional financial resources through educational innovation, and to expand the list of paid services provided by such institutions; to decentralize education, taking into account the characteristics of development of regions, their productive potential, the demographic situation, and the interests of the territorial communities

    Research of the Gastronomic Brand of Tourist Destination

    Throughout the world, competition among tourist destinations is growing, which are actively using innovative promotion technologies. The formation of a competitive gastronomic brand is an effective strategy in the struggle for International markets, ensuring a stable tourist flow and economic development of the region.This work is aimed at researching the process of forming a gastronomic brand to enhance the attractiveness of a tourist destination. The peculiarities of the formation of a regional gastronomic brand of a multicultural tourist destination are studied on the example of the city of Odesa (Ukraine).One of the most problematic places in the formation of the gastronomic brand of Odesa is insufficient knowledge and interaction of its main components. In this process of interaction, all interested parties and market participants should take part. In addition, an effective strategy for formation of a regional gastronomic brand has not yet been developed. It is necessary to identify the main participants in the gastronomic life of the city, their role in the formation of the brand and develop a strategy for mutually beneficial cooperation.As a result of the application of methods of content analysis and expert interviewing, a conclusion is made about the great unrealized potential of the Odesa gastronomic brand both Internationally and nationally. In particular, it is revealed that the restaurant business and gastronomic festivals are extremely important elements in the formation of the gastronomic brand, being a source of gastronomic culture. The key problems associated with the formation of the gastronomic brand of the city are identified. To solve them, it is proposed to create gastronomic maps-guidebooks of Odesa, which will inform tourists and city residents about the gastronomic life of the region. These information systems will allow all market participants to effectively interact with each other and enhance business development and form tourist clusters. Also, the ways of brand formation on the basis of cultural and culinary traditions of the region are suggested.The practical value of the analysis is that it can serve as a basis for further research and form an effective strategy for promoting Odesa as a tourist destination

The object of research is the gastronomic brand of multicultural tourist destination on the example of the city of Odesa (Ukraine). One of the biggest problems in the formation of the gastronomic Odesa brand is the lack of interaction of its main components. In this process, the interaction should involve all stakeholders and market participants. In addition, the city of Odesa has not yet developed an effective strategy for the formation of a regional gastronomic brand. It is necessary to identify the main participants in the gastronomic life of the city, their role in shaping the brand and form a strategy for mutually beneficial development. As a result of the use of methods of content analysis and expert interviewing, it is concluded that the large unrealized potential of the gastronomic brand of Odesa, both Internationally and nationally, is concluded. It is also found that restaurant business and gastronomic festivals are extremely important elements in the formation of the gastronomic brand as a source of gastronomic culture. The key issues related to the formation of the gastronomic brand of the city are identified. For their decision, the idea is put forward for the creation of gastronomic card-guides of the city of Odesa, which will inform tourists and residents of the city about the gastronomic life of the region. These information systems will allow all market participants to interact effectively with each other. The ways of forming a brand based on the cultural and culinary traditions of the city and region have also been developed. The practical value of the carried out research is that it can serve as the basis for further research and form an effective strategy to promote the city of Odesa as a tourist destination

    Status and Analysis of Trends in the Metformin -Based Drug Development: Formation of the Logistic System of Scientific Research

    The aim of the work is analysis of the current state and trends in the metformin-based drug development with the subsequent formation of the logistics system of scientific research. Materials and methods. Studies were conducted using databases on the Internet (2015-2022): PubMed; U.S. Food and Drug Administration, European Medicines Agency, the State Expert Center of the Ministry of Health of Ukraine, scientific and metric databases - Scopus, Cochrane Database, US Patent Office. It has used retrospective, logical, graphic research methods, content analysis, modelling. Results. The model of the logistic system of metformin scientific research has developed. It represents the set of elements that are interconnected through information communication, its composition and features, which are associated with the pharmacological action of metformin, are determined. Logistic system of metformin scientific research allows: to demonstrate the uniqueness of the drug, to reveal its potential and new opportunities for medical use, prospects for the development of new types of dosage forms and new combined drugs; to identify the threat of patent infringement, to identify opportunities for establishing partnerships; to present scientific products in the form of a drug on the pharmaceutical market, optimizing the research time, reducing the development stages due to the available information and documentation, ensuring the synchronization of innovative information flows; to optimize the total costs of scientific research and receive at the expense of the specified profit. Logistic system of metformin scientific research is recommended for implementation in scientific organizations and pharmaceutical companies that perform R&D to achieve concentration of information search in solving logistics problems in the field of creating medicines based on metformin. Conclusions. Thus, the management of scientific research in pharmacy using the logistic approach ensures the time reduction of the medicine to entry into the market, reduces the cost of its creation, prevents duplication of research, and promotes optimization of solutions.
