The article presents the results of evaluation of the effectiveness of therapeutic and prophylactic complex including adaptogens, antioxidants, vitamins and minerals, in the treatment of generalized periodontitis in males of the second half of the mature and elderly. The high efficiency of the proposed parodont complex treatment, as evidenced by the improvement of the hygienic condition of the oral cavity and the reduction of inflammation in the periodontal tissues in next term observation. Key words: generalized periodontitis, aggravation, therapeutic and preventive complex, mature men and elderly. Резюме. В статье представлены результаты оценки эффективности применения лечебно-профилактического комплекса, включающего адаптогены, антиоксиданты, витамины и минералы, при лечении генерализованного пародонтита у мужчин второй половины зрелого и пожилого возраста.  Показана высокая пародонтопротекторная эффективность предложенного комплексного лечения, что подтверждается улучшением гигиенического состояния полости рта и уменьшением воспалительного процесса в тканях пародонта в ближайшие сроки наблюдения. Ключевые слова: генерализованный пародонтит, обострение, лечебно-профилактический комплекс, мужчины зрелого и пожилого возраста. Резюме. У статті представлені результати оцінки ефективності застосування лікувально-профілактичного комплексу, що містить адаптогені, антиоксиданти, вітаміни і мінерали, при лікуванні генералізованого пародонтиту у чоловіків другої половини зрілого та похилого віку. Показана висока пародонтопротекторна ефективність запропонованого комплексного лікування, що підтверджується поліпшенням гігієнічного стану порожнини рота й зменшенням запального процесу в тканинах пародонта у найближчі терміни спостереження. Ключові слова: генералізований пародонтит, загострення, лікувально-профілактичний комплекс, чоловіки зрілого та похилого віку

Assessing the Effectiveness of State Programmes for Education Development

Состояние российской вузовской системы в значительной степени определяется направленностью и содержанием государственных программ развития образования, которые редко анализируются с критических позиций. Данная исследовательская статья нацелена на устранение этого пробела и содержит описание оригинального метода оценки эффективности таких программ. В основе метода лежит сопоставление плановых и фактических значений целевых индикаторов. Он позволяет выявить слабые места программ и может быть использован при разработке новых нормативных документов. Автор показывает, что государственные программы развития образования обладают рядом системных недостатков и требуют внешнего контроля над их исполнением со стороны университетского сообщества. Метод базируется на двух допущениях. Во-первых, качественные аспекты программы, которые не получили в ней количественного отражения, не учитываются при оценке ее эффективности. Во-вторых, сопоставление плановых и фактических значений целевых индикаторов служит инструментом оценки эффективности программ. Степень эффективности принимается равной доле тех индикаторов, для которых фактическое значение превысило целевой уровень. В результате рассмотрения четырех государственных программ развития образования было установлено, что фактическое значение рассмотренных индикаторов оказалось меньше целевого уровня. Этот результат позволяет оценить эффективность достижения поставленных программных целей нулевой величиной. Итак, результаты исследования говорят о слабой эффективности государственных программ развития высшего образования в части достижения целевых ориентиров. Решение этой проблемы автор видит в изменении процедуры разработки и утверждения программ посредством включения в нее обязательного широкого их обсуждения научно-педагогическим сообществом. В целях усиления общественного контроля над выполнением программ развития высшего образования автор предлагает согласовывать целевые индикаторы программ с показателями, которые учитываются в формах официальной отчетности и действующей системы мониторинга вузов.The state of the Russian university system is largely determined by the focus and content of state programmes for education development. This research article aims to critically analyze these programmes and contains a description of the original method for assessing their effectiveness. The method is based on comparing planned and real readings of target indicators, thus allowing to identify the «weak» places of the programmes, and can be used for working out new regulatory documents. The author shows that state programmes for education development have a number of systemic deficiencies and require external control by the university community over their performance. There are made two assumptions. First, the qualitative aspects of a programme, which are not quantitatively reflected in it, are not taken into account when assessing its effectiveness. Second, the comparison of planned and real readings of target indicators can be a tool for evaluating the programmes effectiveness. The degree of efficiency is assumed to be equal to the proportion of those indicators for which the real reading exceeded the target level. The analysis of four state programmes for education development shows that the real reading of the considered indicators was less than the target level. This result indicates a weak (or zero) effectiveness of state programmes for the higher education development, as far as achieving their goals is concerned. The author sees the solution of this problem in adding the mandatory broad discussion of the programmes by the scientific and pedagogical community to the procedure of working out and approving them. In order to strengthen public control over the higher education development programmes implementation, the author proposes to harmonize target indicators of programmes with indicators taken into account in the forms of official reporting and in the current system of monitoring universities

Some aspects of pot fishery on humpback shrimp <i>Pandalus hypsinotus</i> and its biological condition in the southern part of the subzone Primorye (Japan Sea) in autumn 2013

Data on productivity of pot fishery on humpback shrimp at the coast of Primorye are presented, actual in conditions of its trawl fishery ban in the northwestern Japan Sea. Biological parameters of the shrimp in the fishing season are considered, and dynamics of the catches is analyzed for one of the major fishing grounds. Species composition and abundance of by-catch in the shrimp pots are discussed. Dependence of the shrimp catch on options of the bite preparation is determined

To respond or not to respond - a personal perspective of intestinal tolerance

For many years, the intestine was one of the poor relations of the immunology world, being a realm inhabited mostly by specialists and those interested in unusual phenomena. However, this has changed dramatically in recent years with the realization of how important the microbiota is in shaping immune function throughout the body, and almost every major immunology institution now includes the intestine as an area of interest. One of the most important aspects of the intestinal immune system is how it discriminates carefully between harmless and harmful antigens, in particular, its ability to generate active tolerance to materials such as commensal bacteria and food proteins. This phenomenon has been recognized for more than 100 years, and it is essential for preventing inflammatory disease in the intestine, but its basis remains enigmatic. Here, I discuss the progress that has been made in understanding oral tolerance during my 40 years in the field and highlight the topics that will be the focus of future research
