    The aim of the article is to compare the role of state property in developed countries and to obtain a more reliable estimate of the real share of the public sector in the Russian economy based on the dynamics of its change over the period from 2005 to 2017. The estimates obtained by the authors on the share of state property in the Russian economy show that the private sector plays the main role in the Russian economy. However, higher efficiency of the economy can be achieved by combining all the advantages of private and public partnership. On the basis of the study, we can conclude that Russia is gradually adopting the North American model of public sector participation in the economy, which is characterized by its specialization in purely state functions – defense and social infrastructure.El objetivo del artículo es comparar el papel de la propiedad estatal en los países desarrollados y obtener una estimación más confiable de la participación real del sector público en la economía rusa en función de la dinámica de su cambio durante el período comprendido entre 2005 y 2017. Las estimaciones obtenidas por los autores sobre la participación de la propiedad estatal en la economía rusa muestran que el sector privado desempeña el papel principal en la economía rusa. Sin embargo, se puede lograr una mayor eficiencia de la economía combinando todas las ventajas de la asociación pública y privada. Sobre la base del estudio, podemos concluir que Rusia está adoptando gradualmente el modelo norteamericano de participación del sector público en la economía, que se caracteriza por su especialización en funciones puramente estatales: defensa e infraestructura social

    Analyzing the Leisure Industry Development in Ukraine and Abroad

    The article discusses topical issues regarding the leisure industry in Ukraine and abroad in order to identify key problems and prospects for its development. In the course of the study, market conditions were analyzed; the requirements of consumers for services in the field of organization of recreation and entertainment are defined; the factors influencing the development and efficient operation of the market are examined. According to the results of the study, it is substantiated that the rapid growth of the entertainment industry, both in the world and in Ukraine, is due to a positive trend to improve the quality of rest and personal development of the population. It is determined that the main problem of the entertainment industry in Ukraine is that its financing is carried out with the industry’s own funds. Instead, in many foreign countries, the entertainment industry is developing with the help of foreign investment and public funds. The peculiarities and problems of development of the international recreation and entertainment market are analyzed and it is established that in the world in the period 2006-2019 was a steady dynamic of the popularity of requests for «entertainment organization». This dynamic indicates the constant development of the entertainment market with slight seasonal fluctuations in the winter and spring months of the year. It is also identified that the recreation and entertainment market is dominated by a group of eight participants: China, Brazil, India, Russia, the Middle East and North Africa, Mexico, Indonesia, and Argentina. The average annual growth rate of the entertainment market in these countries is more than twice the growth rate of the global entertainment market. For a more complete and detailed analysis of the international recreation and entertainment market, a rating of agencies that are leaders in the global market of the analyzed services was composed.     Strategic Management of Human Resources in Uncertain Environment

    The article is aimed at forming a methodological framework for the strategic management of human resources (HRM) in uncertain environment caused by the COVID-19 pandemic. The paper considers the main approaches to defining the concept of strategic personnel management and research areas in this field. The key issues that arose during the COVID-19 pandemic affecting the behavior and form of work of most employees are revealed. Critical views on the (conceptual) inability of strategic research on personnel management to take into account new, modern HR practices are analyzed. The study identifies and analyzes three main consequences (problems) for strategic human resource management studies that emerged during the COVID-19 pandemic. In particular, the impact of the work context on the employees’ behavior and actions, tensions between stakeholders (employees, customers and communities together with shareholders), tensions between the strategic and operational roles of HR. In order to identify the main trends in personnel management and assess the priorities and expected challenges for 2022, the authors analyze the results of questioning several companies’ heads of department dealing with personnel, legal and financial issues. Based on the study, the main trends (areas) of human resources management in 2021 are identified, and recommendations are given to form strategic directions of personnel management for the future. Prospects for further research in this area are to develop recommendations on how to change personnel management practices to take into account changes in service delivery, such as increase in service digitization or reduction in physical interaction in service delivery in response to COVID-19, and to determine their influence on the customers’ key results

    Construction of Analytical Eigensolutions for Isotropic Conical Bodies and Their Application for Estimation of Stresses Singularity

    A complete set of eigensolutions is constructed for different variants of circular conical bodies: homogeneous cone with one lateral surface (solid cone), homogeneous cone with two lateral surfaces (hollow cone) and composite cone for different variants of boundary conditions on the lateral surface. It has been shown that the constructed eigensolutions can be readily applied for estimation of the character of stress singularity at the vertices of conical bodies. The character of stress singularity at the vertex of the solid and hollow cones for different variants of boundary conditions on the lateral surfaces has been defined by direct numerical simulations. Numerical results obtained for solid, hollow and compose cones under different boundary conditions on the lateral surfaces are discussed

    Identification of Deterioration caused by AHF, MADS or CE by RR and QT Data Classification

    A sharp deterioration of the patient’s condition against the backdrop of the development of life-threatening arrhythmias with symptoms of acute heart failure (AHF), multiple organ dysfunction syndrome (MODS) or cerebral edema (CE) can lead to the death of the patient. Since the known methods of automated diagnostics currently cannot accurately and promptly determine that the patient is in a life-threatening condition leading to the fatal outcome caused by AHF, MODS or CE, there is a need to develop appropriate methods. One of the ways to identify predictors of such a state is to apply machine learning methods to the collected datasets. In this article, we consider using data analysis methods to test the hypothesis that there is a predictor of death risk assessment, which can be derived from the previously obtained values of the ECG intervals, which gives a statistically significant difference for the ECG of the two groups of patients: those who suffered deterioration leading to the fatal outcome caused be MODS, AHF or CE, and those with favorable outcome. A method for unifying ECG data was proposed, which allow, based on the sequence of RR and QT intervals, to the construct of a number that is a characteristic of the patient's heart condition. Based on this characteristic, the patients are classified into groups: the main (patients with fatal outcome) and control (patients with favorable outcome). The resulting classification method lays the potential for the development of methods for identifying the patient's health condition, which will automate the detection of its deterioration. The novelty of the result lies in the confirmation of the hypothesis stated above, as well as the proposed classification criteria that allow solving the urgent problem of an automatic detection of the deterioration of the patient's condition
