    Forest restoration on the former industrial land of Sulphur quarry in the Ukrainian Roztochya

    This paper adds to the evidence base in the discussion to what extent woodland development can be a means to restoring the land affected by mining. We investigate the formation of vegetation communities in sites on a former Sulphur quarry in the Roztochya district of the Lviv region in Ukraine to answer the research questions: How can the formation of vegetation cover affect the disturbed sites and what knowledge can be used in restoration practices elsewhere? We perform an experiment examining which types of vegetation are suitable for the restoration. We explore the influence of restored vegetation and re-emerged woodlands have on the process of soil rehabilitation and the increasing organic substance in it. We examine the impact of various combinations of vegetation on land rehabilitation. Explaining the degree of colonization of waste land by various types of vegetation helps us to reveal the trends of regenerative processes and identify the most promising for restoration tree species in affiliation with the ground vegetation. The results can assist decision-makers in choosing compatibility alliances of vegetation to sustain regeneration processes.     Is forest related decision-making in European treeline areas socially innovative? A Q-methodology enquiry into the perspectives of international experts

    Treeline areas provide a range of ecosystem services, but there are diverging views as to how and for whose benefit, these ecosystem services are managed. Applying a Q-method, we explore experts' attitudes towards forest related decision-making and governance in treeline areas to reveal the attitudinal divergences that exist and analyse patterns of shared assumptions forming attitude-related communities. Experiences, trends, opportunities and challenges in European treeline area decision-making are considered. Our results reveal four attitude-related communities, representing four distinctive types of expert attitudes. Findings demonstrate a number of similarities in attitudes among experts indicating, for example, that treeline area decision-making is hardly socially innovative as it tends to happen in a top-down manner. However, some do and others don't see tree-line governance beneficial from an ecological perspective. The attitudinal heterogeneity identified offers insights into treeline decision-making and could, therefore, be useful to public decision-makers in addressing the opinions of each attitudinal group on a case-by-case basis. The general conclusions are that forest related decision-making in treeline areas requires social innovation and a high level of stakeholder competence and capacity-building; and that an improved knowledge of experts' attitudes, together with an emphasis on increased participation in decision-making, could be of help to policy and practice communities in triggering innovative changes locally

    Identifying and understanding attitudinal diversity on multi-functional changes in woodlands of the Ukrainian Carpathians

    Abstract This paper advances existing knowledge of stakeholder attitudes towards ecosystem-based forest strategies and management practices in marginalized mountain areas of the Ukrainian Carpathians. The principal research question was to analyse the state of affairs regarding multi-functional changes in upland woodlands, as viewed by relevant stakeholders. An ultimate goal was to assist decision-makers in evaluation (e.g. through stakeholder evaluation using the suggested method) and implementation (through stakeholder engagement) of sustainable policy and management decisions. The Q-method, with the sequential application of its correlation and factor analytical tools, was applied to elucidate a range of existing attitudes (e.g. towards the expansion of woodlands under climate change and other drivers) and the spectrum of sustainability (its ecological, economic and social components) to which they relate. Dominant attitudes of representatives of relevant stakeholder groups towards multi-functional changes in forestry in the Carpathian Mountains were revealed and analysed. Key factors influencing the attitudinal diversity were explained. The results improve our understanding of stakeholder priorities and of commonalities and differences in existing attitudes/perceptions, providing some indication of how the diversity of attitudes towards forestry changes (e.g. integration of woodlands in mountain landscapes) could potentially influence sustainable forestry decisions. At times, entirely opposite attitudes (e.g. of the so-called Conservationists and Productivists attitudinal groups) towards forestry practices and key objectives of forestry in the Carpathian uplands were revealed.     Embracing policy paradoxes:EU’s Just Transition Fund and the aim “to leave no one behind”

    Abstract With the adoption of the 2030 Agenda, UN Member States pledge “to leave no one behind” and “endeavour to reach the furthest behind first”. The EU Just Transition Fund (JTF) was designed to meet these policy objectives. It is one of three pillars of the Just Transition Mechanism, aiming at fair delivery of the European Green Deal and reducing adverse social and economic impacts of the transition towards a climate-neutral Europe. We examine the formulation of the JTF Regulation, from January 2020 until July 2021 and analyse seven topics of importance during the JTF formulation. Based on the results, we identify and discuss four paradoxes related to governance scales, offsetting exclusion, equity illusion, and eligibility criteria. The paradoxes arise from tension between the all-inclusive objective to leave no one behind, and selective affirmative actions, seeking to reach the furthest behind first. Results of the analysis enabled us to put forward plausible strategies to embrace these policy paradoxes to offer important lessons learned for the JTF and also to future policies that seek to leave no one behind

    Social innovation is recognised for its potential to turn societal challenges into opportunities and develop sustainable solutions for people and nature. We identify and examine challenges that Ukrainian forestry is facing and apply an “action arena” conceptual approach to explore whether and how social innovation can enhance the sustainable development of forestry. We develop a framework to analyse the reconfiguration of social practices by using research methods that focus on the use of documentation of the institutional contexts and interviewing forest policy experts, as well as stakeholder evaluation of the challenges and ways forward for Ukrainian forestry. We apply the Q-method to identify stakeholder attitudes and examine the role of people in the reconfiguring of social practices and promoting sustainable development of the forest sector. Implications for changing the rules of the game and institutional perspectives on forestry are identified, with examples of social innovation initiatives presented. Results show that to emerge, develop, and be transformative, social innovation must have supporting institutional conditions to create new norms, rules, and social practices. Relevant stakeholders need to envision alternative futures, reshape places, and become more actively engaged in decision-making processes. We identify the key directions for changing the rules of the game and the opportunities that social innovation has to offer

    An institutional analysis and reconfiguration framework for sustainability research on post-transition forestry:a focus on Ukraine

    Abstract In this paper, we elaborate an Institutional Analysis and Reconfiguration Framework centered around the ‘action arena’ theoretical approach. We develop this framework to analyze institutional reconfiguration to enhance sustainability, and operationalize it using research methods which focus on documentation of the institutional contexts through an extensive literature review and interviews of experts in forest policy. We apply the Institutional Analysis and Reconfiguration Framework to examine forestry institutions, address forest governance, and investigate their effect on socio-economic and environmental performances in forestry of Ukraine. The paper draws on the state of affairs in post-transition forestry, its difficulties, and new prospects for economic and institutional reforms. We examine challenges and opportunities in forestry and suggest key remedies and prospective ways forward. Results show that a combination of path dependency with the rigidity of institutions and a slow pace of economic and political reforms is the major obstacle to implementing decisions regarding sustainable forest policy. A reconfiguration of social practices is required, as well as the development of capabilities and awareness raising amongst relevant stakeholders, to realize the problems, envision alternative futures, challenge existing institutions, shift power relations and create new norms, rules, and decision-making arrangements. The way towards sustainability in forestry largely goes through changing institutions, and a human dimension of institutional changes reflected in the uptake of social innovation
