Fiscal federalism and risk sharing in Germany: the role of size differences

We study the effect of size differences for an optimal risk sharing system of intergovernmental transfers in Germany. The German fiscal transfer system should account for the fact that an optimal insurance mechanism has the property that smaller states contribute a smaller share of their tax revenue to the redistribution mechanism. -- Wir betrachten die Rolle von Größenunterschieden von Gebietskörperschaften für einen optimalen Risikoausgleich im Rahmen eines föderalen Finanzausgleichs in Deutschland. Zunächst wird der Spielraum für einen möglichen Risikoausgleich durch interregionale Ausgleichszahlungen zwischen Gebietskörperschaften in Deutschland analysiert. Es zeigt sich, dass unsystematische Risiken insbesondere aus längerfristigen Entwicklungsunterschieden bestehen. Why is there delay in contests? In this paper we follow and extend the line of reasoning of Carl von Clausewitz to explain delay. For a given contest technology, delay may occur if there is an asymmetry between defense and attack, if the expected change in relative strengths is moderate, and if the additional cost of investment in future strength is low. -- In Konfliktsituationen findet der ’showdown’ häufig mit einer Verzögerung statt. Das ist überraschend, weil sich mit der Verzögerung die Konfliktsituation bestenfalls für einen der beiden Kontrahenten verbessern kann. Derjenige, dessen Position im Konflikt sich verschlechtert, sollte eigentlich auf eine schnelle Konfliktlösung drängen. Carl von Clausewitz erklärte die mögliche Verzögerung aus der Vorteilhaftigkeit der Defensive: wer eine schnelle Konfliktlösung erzwingen will, muss in die Offensive. Wir bestätigen diese Einsicht von Clausewitz in einer formalen Analyse. Contestants have to choose whether to initiate a contest or war, or whether to remain peaceful for another period. We find that agents wait and initiate the contest once their rival is sufficiently weak to be an easy target. -- Die Gegner in einem potentiellen Konflikt müssen sich in jeder Periode entscheiden, ob sie den Konflikt eröffnen oder ob sie weiterhin friedlich bleiben. Attempts to Synthesize a Thiirane, Selenirane, and Thiirene by Dealkylation of Chalcogeniranium and Thiirenium Salts

Thiiranium salts [Ad(2)SR]X-+(-)(5,8,9,11,12; X-=Tf2N-(Tf=CF3SO2), SbCl6-) and seleniranium salts [Ad(2)SeR]X-+(-)(14,16,17,23-25; X-=Tf2N-, BF4-, CHB11Cl11-, SbCl6-) are synthesized from strained alkene bis(adamantylidene) (1). The disulfides and the diselenides (Me3SiCH2CH2E)(2)(4,13), (tBuMe(2)SiCH(2)CH(2)E)(2)(7,22), and (NCCH2CH2E)(2)(10,15; E=S, Se) have been used. The thiirenium salts [tBu(2)C(2)SR]X-+(-)(34) and [Ad(2)C(2)SR]X-+(-)(35,36) are prepared from the bis-tert-butylacetylene (2) and bis-adamantyl-acetylene (3) with R=Me(3)SiCH(2)CH(2)andtBuMe(2)SiCH(2)CH(2). Attempts to cleave off the groups Me3SiCH2CH2,tBuMe(2)SiCH(2)CH(2), and NCCH(2)CH(2)resulted in thiiranes27,30. No selenirane Ad(2)Se (33) is formed from seleniranium salts, instead cleavage to the alkene (1) and diselenide (13,15) occurs. The thiirenium salt [Ad(2)C(2)SCH(2)CH(2)SiMe(3)]+Tf2N-(35) does not yield the thiirene Ad(2)C(2)S (37), the three-membered ring is cleaved, forming the alkyne (3) and disulfide (4). Maximum Efficiency for High Head Process Pumps –Optimizing Side Channel Pumps

LectureSide channel pumps provide high pressure at relatively low flow rates. This comes along with a quite low specific speed and thus with the known disadvantage of a quite poor maximum efficiency. This paper describes the detailed analysis and optimization of a typical 1-stage side channel pump with an additional radial suction impeller by means of computational fluid dynamics (CFD) simulations. In a first step, the model was successively generated and it was obvious that it has to contain all details including suction impeller and main stage (both 360° models) as well as the pressure housing and all narrow gaps to provide useful simulation results. Numerical simulations were carried out in a stationary and transient way with scale resolving turbulence models to analyze the components in detail. Finally the CFD-simulations were validated with model tests. For the optimization process it was necessary to generate a reduced numerical model to analyze the effects of more than 300 geometry variations. The findings were then combined to establish the desired objectives. Finally the best combinations were validated again with the full numerical model. Those simulations predict a relative efficiency increase at best efficiency point (BEP) and part load 30% with respect to all given limitations like identical head curve, suction behavior and dimensions

Leisure mobility styles in Swiss conurbations: construction and empirical analysis

Leisure travel is the most difficult travel purpose to analyse due to the lack of fixed spatial and temporal referents and the consequent flexibility in patterns. This paper addresses lifestyles, social influence, and the travellers' social networks, issues that have proved valuable for travel behaviour research in confronting the complexity of leisure travel. An approach for constructing leisure mobility styles, based on orientations towards leisure and mobility, will be presented first and then the hypotheses that transport behaviour can be better explained through analysis of leisure mobility styles will be tested. Multivariate analysis reveals that the leisure mobility style group makes a significant contribution towards clarifying variance for the activities ‘Visiting friends and relatives', ‘Travel participation', ‘Mode choice', and ‘Travel distance for leisure'.
