The State Sovereignty and Sovereign Rights: the Correlation Problem
In this paper the question on the content of the sovereign rights and their relation to sovereignty was not enough developed in legal science. These issues are in the focus of present paper. In the traditional legal doctrine sovereignty is the category which expresses the content and scope of competences of the state in the domestic and foreign policy. The appearance of a new state automatically means the presence of its sovereignty. The loss of sovereignty leads to the termination of its existence as a subject of international law. The states are forced to self-restriction of their sovereign rights in international (interstate) communication, but without losing the sovereignty. As the human rights, the sovereign rights of the state in a certain sense can be treated as natural. The sovereign rights associate with the existence of the state and donβt depend on other non-legal factors. Conception of the statesβ legal equality results in the identity and equality in sovereign rights that states can use on their own. The meaning of the sovereign rights consist of the determination and guaranteeing and clearly defined boundaries of the freedom of the state. Can sovereign rights change in the process of historical development of the states? What is the βmeasureβ of changes of the sovereign rights volume? This rights are inherent to the state and as long as sovereign stats play the major role in international law, their strength remains ultima ratio.Π ΡΡΠ°ΡΡΡ ΡΠΎΠ·Π³Π»ΡΠ΄Π°ΡΡΡΡΡ ΠΏΠΈΡΠ°Π½Π½Ρ ΠΏΡΠΎ Π·ΠΌΡΡΡ ΡΡΠ²Π΅ΡΠ΅Π½Π½ΠΈΡ

Objective: The present study was aimed at the psychological characteristics of children with different chronic diseases of the digestive system and the identificationΒ of key factors influencing the formation of their personality. Methods: The continuous prospective study of psychological peculiarities of 125 patientsΒ (7β17 y.o.) with diseases of the digestive system who have been monitored at Scientific Centre of Childrenβs Health (Moscow) was performed. As researchΒ methods were used: analysis of medical and pedagogical documentation, participant observation, educational experiment, interview, questionnaires andΒ projective methods. Results: The study involved 125 patients aged 7β17 years (12.4 averagely) with diseases of the digestive system including teens β 68Β (54%), primary school pupil β 57 (46%). The number of boys significantly prevailed over the number of girls (2:1). The study confirmed the existence of aΒ close relationship and mutual influence of three factors: the physical condition, social situation of development, and individual psychological characteristicsΒ of children. According to the psychological characteristics the children can be combined in three groups: Group I (47 of 125 people; 37.6%) β children withΒ bad psychological status. This is most typical for children with active form of chronic diseases requiring intensive medical assistance (37 of 47 people; 78.7%).Β Group II (59 of 125 people; 47.2%) β children with instable psychological condition, with risk of neurotization. This group mainly comprises patients withΒ chronic diseases at the stage of unstable clinical remission with preserved or compensated functions of organism bodies and systems or with incomplete compensationΒ of functions requiring long term supportive treatment (45 of 59 people; 76.3%). Group III β patients with rather stable psychological condition (19Β of 125 people; 15.2%). It comprises patients with rather stable psychological condition, anyway, with expressed psychological vulnerability in stress situation.Β Most children suffer from chronic diseases of different etiology at the stage of clinical remission with rare aggravations, with preserved or compensated functions,Β provided there are no aggravations of the basic disease (17 of 19 people; 89.5%).Conclusion: Most children with diseases of the digestive system have theΒ psychological difficulties, while their identity is often formed in the distorted social conditions. Therefore, these children need psychological and pedagogicalΒ support, as well the special psychological and pedagogical conditions for the realization of their mental and cognitive capacities. To put together a programΒ of psychological and educational assistance we should take into account the childβs age at the moment of occurrence of the disease, etiology, duration andΒ severity of the illness, the nature and degree of non-compliance of social environmental.Π¦Π΅Π»Ρ ΠΈΡΡΠ»Π΅Π΄ΠΎΠ²Π°Π½ΠΈΡ: ΠΈΠ·ΡΡΠΈΡΡ ΠΏΡΠΈΡ

EFFICACY OF THE IMMUNOSUPPRESSIVE THERAPY AGAINST THE NEPHROTIC SYNDROME AMONG CHILDREN
The researchers evaluated the efficacy of different immunosuppressive medications in case of steroid dependent and steroid resistant variants of the nephrtic syndrome among children: traditional alkylating agents (cyclophosphamide, chlorbutin), cyclosporine and mycophenolate mofetil. Cyclosporine proved to be most efficient in treatment against steroid dependent nephritic syndrome, as the researchers were more often able to cancel the steroids, while the recurrence of the nephritic syndrome developed less often. In the event of the steroid resistant nephritic syndrome, the full/partial remission was achieved among more than 80% patients also treated by cyclosporine. In case of the proliferating forms of the steroid resistant nephritic syndrome, the positive outcome was achieved among all the children under observation, if mycophenolate mofetil and steroids were further applied. Therapy by the conventional alkylating agents (cyclophosphamide, chlorbutin) proved to be less efficient both for the relief from the steroid dependence and persistent remission of the steroid resistant nephritic syndrome.Key words: nephritic syndrome, immunosuppressive therapy, alkylating agents, cyclosporine, mycophenolate mofetil, children
