Models of social entrepreneurship

Urgency of the research is determined by the necessity to introduce new instruments of social policy and social security implementation. Target setting. Social entrepreneurship could become a tool for developing effective social policy and social security of Ukraine. The introduction of social enterprises will provide new jobs, enhance adaptation of vulnerable population groups reduce budget expenditures for social protection. However there is still a problem in determining the basic preconditions for its formation. Actual scientific researches and issues analysis. Insufficient attention is paid to the development of domestic models for the formation and functioning of social entrepreneurship. The research objective. Refinement of social entrepreneurship models taking into account domestic conditions for ensuring social security of the population. The statement of basic materials. The article deals with the social entrepreneurship models substantiation approaches. Specified models are substantiated in accordance with the functional features of social enterprises formulated by the authors in the context of providing social security of the population. Conclusions. To determine the procedures and rules for starting social enterprises, it is important to develop models for their formation. The is to put the following criteria should be basic for identifying social enterprise models: organizational; by sources of financing; by the composition of the contact groups; by mission or purpose. Identification of social entrepreneurship models makes it possible: 1) to orientate on possible directions of activity; 2) reflect these trends in terms of state or regional social policy; 3) clearly define the criteria for social entrepreneurship at the legislative level.Актуальність теми дослідження визначається необхідністю впровадження нових інструментів реалізації соціальної політики та забезпечення соціальної безпеки населення. Постановка проблеми. Для України таким інструментом може стати соціальне підприємництво, розвиток якого забезпечить створення нових робочих місць, адаптацію соціально вразливих груп населення, зниження бюджетних витрат на соціальний захист, тому постає проблема у визначенні базових передумов його формування. Аналіз останніх досліджень і публікацій. Виділено три базові моделі формування соціальних підприємств. Виділення недосліджених частин загальної проблеми. Недостатня увага приділяється розробці вітчизняних моделей формування та функціонування соціального підприємництва. Постановка завдання: уточненні моделей соціального підприємництва з урахуванням вітчизняних умов забезпечення соціальної безпеки населення. Виклад основного матеріалу. У статті: розглянуто підходи до обґрунтування моделей соціального підприємництва; обґрунтовано низку моделей відповідно до сформульованих авторами функціональних ознак соціальних підприємств в контексті забезпечення соціальної безпеки населення. Висновки. Для визначення процедур та правил започаткування соціальних підприємств важливо виробити моделі їх формування. В основу ідентифікації цих моделей доцільно покласти такі підходи: організаційний; за джерелами фінансування; за складом контакт- них груп; за місією чи призначенням. Визначення моделей соціального підприємництва дає можливість: 1)зорієнтуватись за можливими напрямами діяльності; 2)відобразити ці напрями в державній чи регіональній соціальній політиці; 3) чітко визначити критерії соціального підприємництва на законодавчому рівні

Energy security of the company as a tool for ensuring its sustainable development

Розглянуто наукові підходи до трактування поняття енергетичної безпеки підприємства. Запропоновано власне визначення даної категорії з врахуванням екологічного чинника. Енергетичну безпеку підприємства охарактеризовано як стан технічно надійного, стабільного, якісного, достатнього та екологічно прийнятного забезпечення підприємства всіма видами енергії за економічно вигідною ціною, а також ефективне використання енергетичних ресурсів в процесі господарської діяльності. Обгрунтувано важливість енергетичної безпеки підприємства як інструмента забезпечення його сталого розвитку, що дозволяє розглядати енергетичну безпеку підприємства як стан, за якого енергетичний аспект не є потенційною перешкодою для сталого розвитку підприємства в довгостроковому періоді. Окреслено основні внутрішні та зовнішні загрози енергетичній безпеці підприємства та показники, що використовуються для її оцінки. Запропоновано основні напрями гарантування енергетичної безпеки на рівні підприємства. In the current economic conditions energy security is an important component of an enterprise’s economic security, because the activity of any industrial enterprise is largely determined by the provision of its needs in heat and electric energy. The lack of energy resources and rising prices for it in our country leads to the fact that for the stable functioning of the enterprises they must increase the costs for the supporting their resource base. All of this requires intensive attention to ensuring the energy security of enterprises as one of the priorities of their development and the basis for ensuring energy security of the region and country. The scientific approaches to the interpretation of the concept of energy security of the enterprise are considered. The article proposes an author's definition of this concept taking into account the environmental factor. The energy security of an enterprise considered as a state of technically reliable, stable, qualitative, sufficient and environmentally acceptable provision of the enterprise by all types of energy at cost effective price, as well as efficient use of energy resources in the process of economic activity. The ecological aspect of ensuring the energy security of an enterprise involves the optimal use of non-renewable or limited energy resources, reducing the anthropogenic impact on the environment, development of waste utilization programs with the use of innovative technologies, etc. The importance of energy security of the enterprise as an instrument for ensuring its sustainable development is substantiated. The main internal and external threats to the energy security of the enterprise and the indicators used for its estimation are proposed. Strategic directions of modernization of housing as a basis of Ukraine's energy security

В статті обгрунтовано необхідність розроблення комплексної довгострокової стратегії модернізації застарілого та енергоємного житлового фонду України з метою забезпечення його енергоефективності та підвищення енергетичної безпеки держави. Запропонована стратегія включає: формування інституційного середовища через створення ефективних правових інструментів та відповідної інфраструктури ринку, джерела та механізми фінансування заходів з енергозбереження та енергоефективності, інструменти стимулювання власників та співвласників будівель до залучення в програми енергоефективності, напрями реформування житлових субсидій з метою підвищення їх стимулюючої стосовно енергоефективності ролі, створення сприятливого інвестиційного клімату для інвестування в енергоефективність, стимулювання ринку енергетичного сервісу та впровадження нових прогресивних енергозберігаючих технологій. The article substantiates the necessity of developing a comprehensive longterm strategy for modernization of an outdated and energy-intensive housing stock of Ukraine in order to ensure its energy efficiency and increase the energy security of the state. In many countries of the world, such strategies exist and describe in detail all legal, financial and technical instruments for increasing the energy efficiency of the housing stock. The proposed strategy includes: the formation of an institutional environment through the creation of effective legal instruments and appropriate market infrastructure, sources and mechanisms for funding energy efficiency measures, incentives for owners of buildings to be included in energy efficiency programs, housing subsidy reform to increase their incentive for energy efficiency role, creating a favorable investment climate for investing in energy efficiency, stimulate energy services market and implementing new energy technologies. An efficient modernization of the housing stock will have a socio-economic effect for the population and the state. The implementation of the proposed measures aimed at increasing the energy efficiency of residential buildings will stimulate construction, the market of energy-saving goods and services, create jobs and additional revenues to the budget. For the population it will significantly reduce the cost of housing services and influence the amount of their consumption. As a result of the certification of energy efficiency of buildings, demand for energy efficient housing and its price on the real estate market will increase. Increasing the energy efficiency of Ukraine's housing stock will improve energy security indicators such as energy consumption per capita and energy intensity of GDP, reduce expenditures on energy purchases and payment of housing subsidies

Arctic polar stratospheric cloud measurements by means of a four wavelength depolarization lidar

A four wavelength depolarization backscattering lidar has been operated during the European Arctic Stratospheric Ozone Experiment (EASOE) in Sodankyl, in the Finnish Arctic. The lidar performed measurements during the months of December 1991, January, February and March 1992. The Finnish Meteorological Institute during the same period launched regularly three Radiosondes per day, and three Ozone sondes per week. Both Mt. Pinatubo aerosols and Polar Stratospheric Clouds were measured. The use of four wavelengths, respectively at 355 nm, 532 nm , 750 nm, and 850 nm permits an inversion of the lidar data to determine aerosol particle size. The depolarization technique permits the identification of Polar Stratospheric Clouds. Frequent correlation between Ozone minima and peaks in the Mt. Pinatubo aerosol maxima were detected.
