    The Geography of Black Candidate Electoral Success

    In this manuscript, we reexamine claims about the geography of electoral success of African American candidates. Barack Obama\u27s historic election in 2008 prompted journalists, partisans, and scholars to review prior notions of where African American candidates can successfully contend for elected office. Although Obama\u27s victory is just an anecdotal national example (albeit an important one), we review the available evidence at the state level to understand what factors might impede African American electoral success. Heretofore, the literature focused on the density of the black population, and the interconnectedness of region and white racial attitudes. This paper shows that these old standbys can no longer explain African American electoral success

    'Out from under the body politic': poetry and government in the work of C.H. Sisson, 1937-1980

    This thesis explores the relationship between government and poetry in the verse, essays, and translations of Charles Hubert Sisson (1914-2003). Theories of sovereignty and government drawn from the work of Giorgio Agamben are used to interrogate these issues in Sisson’s critical and creative writing. Sisson’s work is contextualised within the politics of post-WWII Britain, taking in such issues as the altered relationship between the arts and the state, the decline of the British Empire and the subsequent influx of Commonwealth immigration, the changing status of the monarchy, and the importance of the environment. The thesis is divided into five chapters. The first comprises a preliminary theoretical excursus, focussing on poems by Sisson and C. Day Lewis. The second analyses Sisson’s portrayal of the country and the city, and his own position in relation to them. The third places Sisson’s work in the context of the changing nature of laureateship in the era 1945-1976, comparing his work with that of Philip Larkin and C. Day Lewis. The fourth investigates the politics of translating Virgil after the Second World War, and especially after Enoch Powell’s ‘Rivers of Blood’ speech of April 1968. The final chapter returns to Sisson’s wartime and immediately post-war writings, especially on the subject of India, before moving on to the poems collected in Exactions (1980)

    Discrete-time Temporal Network Embedding via Implicit Hierarchical Learning in Hyperbolic Space

    Representation learning over temporal networks has drawn considerable attention in recent years. Efforts are mainly focused on modeling structural dependencies and temporal evolving regularities in Euclidean space which, however, underestimates the inherent complex and hierarchical properties in many real-world temporal networks, leading to sub-optimal embeddings. To explore these properties of a complex temporal network, we propose a hyperbolic temporal graph network (HTGN) that fully takes advantage of the exponential capacity and hierarchical awareness of hyperbolic geometry. More specially, HTGN maps the temporal graph into hyperbolic space, and incorporates hyperbolic graph neural network and hyperbolic gated recurrent neural network, to capture the evolving behaviors and implicitly preserve hierarchical information simultaneously. Furthermore, in the hyperbolic space, we propose two important modules that enable HTGN to successfully model temporal networks: (1) hyperbolic temporal contextual self-attention (HTA) module to attend to historical states and (2) hyperbolic temporal consistency (HTC) module to ensure stability and generalization. Experimental results on multiple real-world datasets demonstrate the superiority of HTGN for temporal graph embedding, as it consistently outperforms competing methods by significant margins in various temporal link prediction tasks. Specifically, HTGN achieves AUC improvement up to 9.98% for link prediction and 11.4% for new link prediction. Moreover, the ablation study further validates the representational ability of hyperbolic geometry and the effectiveness of the proposed HTA and HTC modules.Comment: KDD202

    Improving Patient Outcomes One Warm Patient at a Time

    Patient Temperature measurement postoperatively reveals that hypothermia occurs in surgical patients 25-90% of the time. Unintended perioperative hypothermia can be linked to many negative patient outcomes such as increased incidence of surgical site infection (SSI), delayed wound healing and increased length of hospital stay, to mention a few. Any single or combination of the aforementioned issues can eventually lead to an increase in patient morbidity and mortality. The purpose of this proposed quality practice improvement project is to increase the compliance of hypothermia prevention strategies, specifically forced air warming, at the implementation site. The targeted practice improvement is aimed at increased compliance in warming preoperatively as well as intraoperatively. Education for perioperative staff will be rolled out on three separate occasions over three months. Education will be informal in the means of a physical take home reference card to serve as a reminder of current best protocol practices. The guiding framework of the project is based on the Model for Improvement utilizing Plan Do Study Act (PDSA) Cycles, which will propel the project forward as development, planning, and implementation take place. Another model used in synergy with the aforementioned, is Lewin\u27s three step model for successful change, which will ensure that change is accepted and becomes a part of the culture at the implementation site. The aim of this project is for ≥80% of colorectal surgery patients to maintain a median core target temperature above 36 degrees Celsius three months post implementation

    Changes in CVD risk factors in the activity counseling trial

    Primary care facilities may be a natural setting for delivering interventions that focus on behaviors that improve cardiovascular disease (CVD) risk factors. The purpose of this study was to examine the 24-month effects of the Activity Counseling Trial (ACT) on CVD risk factors, to examine whether changes in CVD risk factors differed according to baseline risk factor status, and to examine whether changes in fitness were associated with changes in CVD risk factors. ACT was a 24-month multicenter randomized controlled trial to increase physical activity. Participants were 874 inactive men and women aged 35–74 years. Participants were randomly assigned to one of three arms that varied by level of counseling, intensity, and resource requirements. Because there were no significant differences in change over time between arms on any of the CVD risk factors examined, all arms were combined, and the effects of time, independent of arm, were examined separately for men and women. Time × Baseline risk factor status interactions examined whether changes in CVD risk factors differed according to baseline risk factor status. Significant improvements in total cholesterol, high-density lipoprotein cholesterol (HDL-C) and low-density lipoprotein cholesterol, the ratio of total cholesterol to HDL-C, and triglycerides were seen in both men and women who had high (or low for HDL-C) baseline levels of risk factors, whereas significant improvements in diastolic blood pressure were seen only in those men with high baseline levels. There were no improvements in any risk factors among participants with normal baseline levels. Changes in fitness were associated with changes in a number of CVD risk factors. However, most relationships disappeared after controlling for changes in body weight. Improvements in lipids from the ACT interventions could reduce the risk of coronary heart disease in people with already high levels of lipids by 16%–26% in men and 11%–16% in women. Interventions that can be implemented in health care settings nationwide and result in meaningful population-wide changes in CVD risk factors are needed. The ACT physical activity interventions produced substantial improvements among men and women with elevated CVD risk factors

    Constellation Modelling, Performance Prediction and Operations Management for the Spire Constellation

    The operational complexity of managing the Spire constellation continually increases with the routine introduction of additional satellites and new capabilities. The heterogeneous nature of the satellites, payloads, and ground station configurations compounds the difficulty of strategic planning and operational scheduling. In order to efficiently operate this diverse network of assets, Spire developed a suite of bespoke constellation modeling and management tools that are designed to support existing demand and to scale for future needs. The modeling tools enable Spire to accurately simulate and optimize the performance of various constellation configurations prior to deployment. The operational tools required to harness the full potential of the constellation incorporate complex techniques in order to schedule payload operations, maximize data collection, and monitor performance. These tools are developed in a modular and scalable fashion to ensure that new capabilities, such as the introduction of inter-satellite links, can be readily integrated into the planning system. In addition to these internal tools, Spire also offers a suite of standardized APIs and user services through which both internal and external customers can seamlessly integrate payloads and software with the Spire constellation, enabling secure access to development and simulation environments, scheduling, and data pipeline tools. The constellation modeling, performance prediction, and operational management tools developed at Spire are essential to ensure efficient and optimized production in an increasingly complex system
