    The challenging task of governing cross-border investment in peripheral regions: Polish investors in northeast Germany

    The article investigates the challenging task of governing cross-border investment in peripheral regions. The main objective is to identify common opportunities and obstacles in the Pomerania Euroregion by taking the case study of Polish citizens/ entrepreneurs investing in northeast Germany. This relatively new phenomenon is accompanied by large uncertainties and risks, and lacks further empirical insights. At the same time it breaks new ground, creates alternatives, calls for the development of efficient modes of cross-border cooperation and addresses mutual governance issues on an inter-regional basis between manifold stakeholders on both sides of the border. The case study summarises findings from fieldwork, elaborates a quantitative and qualitative assessment of cross-border governance measures within formal and informal institutions, and tries to formulate policy recommendations for prospective approaches

    The effect of geographical position and employment fluctuations on rural settlement trends

    Structural changes in the economy and spatial and inter-settlement differences in living standards and quality of life lead to fundamental alterations in the national settlement system. Settlement polarisation is gathering momentum, along with the movement of rural population from Russia’s east and north to its southern and metropolitan regions. These processes benefit urban agglomerations. Typological differences between regional settlement systems, still poorly understood but essential for strategic and spatial planning, are growing. This article draws on the concept of the geographical demographic situation; it uses official statistics on Russian regions and Kaliningrad municipalities and settlements to explore the connection between rural settlement trends and employment fluctuations caused by structural shifts in Russian regional economies. It is shown how settlement polarisation affects differences in settlement trends of meso- and microdistrict levels. Regions are identified that have a capacity for rural-urban migration and corresponding rural employment structure and trends

    Polen war mit seiner Luftfahrtindustrie das diesjährige Partnerland der Internationalen Luftfahrtausstellung ILA in Berlin. Das mag manchen Besucher überrascht haben, ist Polen doch nicht gerade als Land der Luftfahrtindustrie bekannt. Tatsächlich hat sich aber in den letzten zehn Jahren im Südosten des Landes rund um die Stadt Rzeszów ein Luftfahrtcluster entwickelt, der inzwischen der sechstgrößte Produktionsstandort dieser Branche weltweit ist. Unter dem Namen "Aviation Valley" haben sich zahlreiche technologieintensive Produktionsbetriebe, Forschungs- und Entwicklungszentren sowie Bildungseinrichtungen etabliert, die vor allem Flugzeugmotoren, Fahrgestelle, Hubschrauber sowie diverse Komponenten und Bausätze für die Luftfahrtbranche produzieren. Sie bauen auf branchenspezifischen Traditionen der Region auf, die bis in die Jahre der Zwischenkriegszeit zurückreichen. Nach einem dynamischen Wachstumsprozess in den letzten zehn Jahren hat die globale Wirtschaftskrise zu einer stagnierenden Entwicklung geführt. Trotz positiver Branchenaussichten steht das "Aviation Valley" vor wichtigen strategischen Entscheidungen, die Unternehmen, Politik und Forschung in den nächsten Jahren gemeinsam zu treffen haben

    Protecting Software through Obfuscation:Can It Keep Pace with Progress in Code Analysis?

    Software obfuscation has always been a controversially discussed research area. While theoretical results indicate that provably secure obfuscation in general is impossible, its widespread application in malware and commercial software shows that it is nevertheless popular in practice. Still, it remains largely unexplored to what extent today’s software obfuscations keep up with state-of-the-art code analysis and where we stand in the arms race between software developers and code analysts. The main goal of this survey is to analyze the effectiveness of different classes of software obfuscation against the continuously improving deobfuscation techniques and off-the-shelf code analysis tools. The answer very much depends on the goals of the analyst and the available resources. On the one hand, many forms of lightweight static analysis have difficulties with even basic obfuscation schemes, which explains the unbroken popularity of obfuscation among malware writers. On the other hand, more expensive analysis techniques, in particular when used interactively by a human analyst, can easily defeat many obfuscations. As a result, software obfuscation for the purpose of intellectual property protection remains highly challenging.</jats:p

    This paper discusses firm-operational innovation processes against the background of conflict and cooperation relations between employers and work councils. It is demonstrated that the German model of codetermination offers occasion structures for an active role of work councils and other interest representations of employees in innovation processes. As a composition of actors and institutions of different scales these occasion structures indicate limits and chances of the interest representations of employees in firm-operational changing processes of firms
