The transition to export-led growth in South Korea : 1954-1966

    Get PDF
In analyzing the turning point in Korea's transition in the early 1960s from a strategy of import substitution to one of export-oriented industrial growth, the authors examine not just the economics of change but the politics of economic policy and reform - the incentives facing state and business elites and the institutional context in which they operated. Their analysis shows that the transition to export-led growth in South Korea was a product of the interplay of four factors: pressure from the United States; the dominance of the executive branch; institutional reform within the bureaucracy; and a restructuring of relations between the state and business. Conclusions are drawn about the role of outside pressure in policy reform, about the importance to reform administrative capability and organization, and about the politics of policy change.ICT Policy and Strategies,Legal Products,Health Monitoring&Evaluation,National Governance,Environmental Economics&Policies

PERFORMANCE IMPACT OF DISPATCHING AND ROUTING IN AN AUTOMATED GUIDED VEHICLE SYSTEM

    Get PDF
Dispatching and routing are fundamental operational decisions in automated material-handling systems. Numerous studies have been conducted on these two operational decisions, with more focus being recently made on intelligent routing decisions. However, comparative studies between the effects of dispatching and routing methods have not been reported so far. In this study, we have investigated three dispatching and three routing algorithms and measured their impacts using a simulation model for an automated guided vehicle (AGV) system designed for a real-world production line, in which a grid-type material flow layout is used, and the AGVs need to stop before changing their direction of movement. Two routing algorithms are developed in this study. Simulation experiments revealed that both dispatching and routing algorithms affect the performance of the AGV system, although dispatching methods showed a more significant impact. Good dispatching and routing algorithms are mandatory to improve the overall performance of AGV systems

An Efficient Building Evacuation Algorithm in Congested Networks

    Get PDF
This paper proposes a new network model for the building evacuation problem considering congestion levels and provides a mixed integer linear programming (MILP) model and an efficient heuristic algorithm solving the problem. Constructing an optimization model with several congestion levels, we introduce a new network called the multi-class time-expanded (MCTE) network having several exclusive arcs connecting the same tail and head nodes. The MCTE networks make both the MILP model and the heuristic algorithm reflect a realistic situation in congested networks. Considering MCTE networks makes the problem difficult to solve, which motivates us to develop an efficient heuristic algorithm. We test our heuristic algorithm using several real-world networks such as a multiplex cinema, a subway station, and a large-size complex shopping mall in addition to an artificial network for clear comparison between the proposed algorithm and the MILP approaches. The results indicate that the proposed algorithm runs fast and produces a near-optimal solution compared with those from MILP models with a commercial solver.11Ysciescopu

Improving the Expressiveness of Deep Learning Frameworks with Recursion

Recursive neural networks have widely been used by researchers to handle applications with recursively or hierarchically structured data. However, embedded control flow deep learning frameworks such as TensorFlow, Theano, Caffe2, and MXNet fail to efficiently represent and execute such neural networks, due to lack of support for recursion. In this paper, we add recursion to the programming model of existing frameworks by complementing their design with recursive execution of dataflow graphs as well as additional APIs for recursive definitions. Unlike iterative implementations, which can only understand the topological index of each node in recursive data structures, our recursive implementation is able to exploit the recursive relationships between nodes for efficient execution based on parallel computation. We present an implementation on TensorFlow and evaluation results with various recursive neural network models, showing that our recursive implementation not only conveys the recursive nature of recursive neural networks better than other implementations, but also uses given resources more effectively to reduce training and inference time.Comment: Appeared in EuroSys 2018. 13 pages, 11 figure

Assessment in marine environment for a hypothetic nuclear accident based on the database of tidal harmonic constants

    Get PDF
The eleven nuclear power plants in operation, under construction and a well-planned plant in the east coast of China generally use seawater for reactor cooling. In this study, an oceanic dispersion assessment system based on a database of tidal harmonic constants is developed. This system can calculate the tidal current without a large computational cost, and it is possible to calculate real-time predictions of pollu-tant dispersions in the ocean. Calculated amplitudes and phases have maximum errors of 10% and 20%with observations, respectively. A number of hypothetical simulations were performed according to vary-ing of the release starting time and duration of pollutant for the six nuclear sites in China. The developed system requires a computational time of one hour for one month of real-time forecasting in Linux OS. Thus, it can use to evaluate rapidly the dispersion characteristics of the pollutants released into the sea from a nuclear accident.European Union FP7 EURATOM project PREPARE 32328

Chuna (or Tuina) Manual Therapy for Musculoskeletal Disorders: A Systematic Review and Meta-Analysis of Randomized Controlled Trials

    Get PDF
Objective. To review the literature and systematically evaluate the effectiveness of Chuna (or Tuina) manual therapy (C[T]MT) on pain and function for musculoskeletal disorders. Methods. We searched 15 English, Chinese, Japanese, and Korean databases using relevant keywords. All randomized controlled trials (RCTs) of C(T)MT for musculoskeletal disorders were considered, and we limited analyses to studies with a low-risk bias for randomization and/or allocation concealment. Results. Sixty-six RCTs with 6,170 participants were included. One sham-controlled RCT showed that C(T)MT relieved pain more effectively than a sham control (SMD -3.09 [-3.59, -2.59]). For active-controlled RCTs, pooled meta-analysis showed that C(T)MT had statistically significant effects on pain reduction, especially compared to traction (P<0.00001), drugs (P=0.04), and physical therapies (P<0.0001). For functional improvement, combined effects of C(T)MT with drugs (P=0.04) and traction (P=0.05) also showed similar positive effects. Conclusions. This systematic review suggests that C(T)MT is safe and effective for pain reduction and functional improvement for musculoskeletal diseases; however, the evidence for functional improvement was not as strong as for pain reduction. For future studies, high-quality RCTs such as sham-controlled studies with standardized interventions are needed to provide sufficient evidence on the effects of C(T)MT for musculoskeletal diseases. Silicon-compatible high-hole-mobility transistor with an undoped germanium channel for low-power application

    Get PDF
In this work, Ge-based high-hole-mobility transistor with Si compatibility is designed, and its performance is evaluated. A 2-dimensional hole gas is effectively constructed by a AlGaAs/Ge/Si heterojunction with a sufficiently large valence band offset. Moreover, an intrinsic Ge channel is exploited so that high hole mobility is preserved without dopant scattering. Effects of design parameters such as gate length, Ge channel thickness, and aluminum fraction in the barrier material on device characteristics are thoroughly investigated through device simulations. A high on-current above 30 ??A/??m along with a low subthreshold swing was obtained from an optimized planar device for low-power applications.open0

Objectives: We aimed to compare the effectiveness and safety of Chuna manual therapy combined with usual care to those of usual care alone for treating whiplash injuries. Design: A two-arm, parallel, assessor-blinded, multicenter pragmatic randomized clinical trial. Setting: Three hospitals in Korea. Participants: Overall, 132 participants between 19 and 70 years of age, involved in traffic accidents and treated at three hospitals in Korea, >2 but <13 weeks prior to enrollment, with neck pain consistent with whiplash-associated disorder grades I and II and a numeric rating scale score ≥5 were included. Interventions: Participants were equally and randomly allocated to the Chuna manual therapy and usual care (n = 66) or usual care (n = 66) groups and underwent corresponding treatment for three weeks. Primary and secondary outcome measures: The primary outcome was the number of days to achieve a 50% pain reduction. Secondary outcomes included areas under the 50% numeric rating scale reduction curve: pain, disability, quality of life, and safety. Results: The Chuna manual therapy + usual care group (23.31 ± 21.36 days; p = 0.01) required significantly fewer days to achieve 50% pain reduction compared to the usual care group (50.41 ± 48.32 days; p = 0.01). Regarding pain severity, functional index, and quality of life index, Chuna manual therapy and usual care were more effective than usual care alone. Safety was acceptable in both groups. Conclusions: In patients with subacute whiplash injury, Chuna manual therapy showed a rapid rate of recovery, high effectiveness, and safety
