    Prioritising the care of critically ill children: a pilot study using SCREEN reduces clinic waiting times

    Objective In low-resource settings, childhood mortality secondary to delays in triage and treatment remains high. This paper seeks to evaluate the impact of the novel Sick Children Require Emergency Evaluation Now (SCREEN) tool on the waiting times of critically ill children who present for care to primary healthcare clinics in Cape Town, South Africa. Methods We used a pre/postevaluation study design to calculate the median waiting times of all children who presented to four randomly chosen clinics for 5 days before, and 5 days after, the implementation of SCREEN. Findings The SCREEN programme resulted in statistical and clinically significant reductions in waiting times for children with critical illness to see a professional nurse (2 hours 45 min to 1 hour 12 min; p<0.001). There was also a statistically significant reduction in the proportion of children who left without being seen by a professional nurse (25.8% to 18.48%; p<0.001). Conclusions SCREEN is a novel programme that uses readily available laypersons, trained to make a subjective assessment of children arriving at primary healthcare centres, and provides a low cost, simple methodology to prioritise children and reduce waiting times in low-resource healthcare clinics

    Implementing Peer-Review Activities for Engineering Writing Assignments

    Professional engineers spend a considerable portion of their day writing, yet disciplinary writing skills are not addressed in many engineering courses. This study investigates peer review as a mean to enhance student writing in engineering courses. Students completed formative peer reviews using an online peer review system for a group project in a fluid mechanics course (with online and face-to-face sections) and for an individual writing assignment in a senior capstone class in mechanical engineering. A university-wide rubric for disciplinary writing was used to assess student writing performance on interim and final assignments completed over the course of a semester. Online surveys were used to assess student perceptions of the peer review process. The study was implemented over two semesters with iterative revisions in instruction made between semesters based on initial findings. Results suggest that peer review can increase student performance, as long as reflections are used to prompt student revision, regardless of the class delivery method or assignment type

    Banda Aceh-The Value of Earth Observation Data in Disaster Recovery and Reconstruction: A Case Study

    On 26 December 2004, Banda Aceh in Indonesia was at the center of one of the worst natural disasters to affect mankind. Large amounts of international aid poured in to assist in the relief and reconstruction efforts. Amongst this effort, were investments in basic earth observation data from in-situ, airborne and space observations. While the use of this data is assumed to be crucial, few efforts have gone into quantifying the benefits of its acquisition. The objectives of this study were to interview a cross-section of agencies operating in Banda Aceh and across the province of Nanggroe Aceh Darussalam on the use, sources and quality of earth observation data in the relief/reconstruction effort; and to analyze and quantify the value that earth observation data brings to the relief/reconstruction effort based on the survey results and specific examples. Key findings from the interviews point to an overall improvement in the spatial data situation since the tsunami. Problems identified included insufficient training, lack of timely data and sometimes poor spatial resolution. Specific examples of the cost-benefits of earth observation data were typically on the order of millions of dollars and involved large time savings. IIASA is one of 12 partners in the European Union sponsored project "Global Earth Observation/Benefit Estimation: Now, Next and Emerging" (GEO-BENE). Additional GEO-BENE partner countries include Germany, Switzerland, Slovakia, Netherlands, Finland, South Africa and Japan. Within GEO-BENE we are developing methodologies and analytical tools to assess societal benefits of GEO in nine societal benefit areas- one of which is disasters. The tsunami affected province of Nanggroe Aceh Darussalam, and specifically Banda Aceh, has been selected as a case study.     GEO Information For Disaster Recovery -- Case Study: The Use of Orthophotos in Aceh, Indonesia

    This study, carried out between July-September 2008, looks specifically at the use of a high resolution aerial photograph (orthophoto) data set acquired in June 2005 over post tsunami Aceh, Indonesia. The study clearly demonstrates the benefit of the use of EO data for disaster recovery showing that the orthophoto data set, costing 1.4 million Euro, critically supported projects (primary users of the data set), worth over 16 times its actual cost (28 million Euro) and provided support to projects worth over 600 times its actual cost (880 million Euro). The study concludes that a simple robust methodology to quantify the benefit of EO data in disaster recovery may be implemented by monitoring the total costs of projects that are critically supported by the EO data set. To implement that monitoring mechanism, a robust and straightforward method must be in place with the EO data distributor that records simple criteria for each of the data users and related projects. The report provides a number of lessons that have been learnt from the spatial data initiatives between Official Development Agencies and the Government of Indonesia in response to the Tsunami. The report recommends that in order to ensure that the spatial data is used to its greatest benefit, prior to the initiation of any campaign, the donor funding the project must ensure that there is a defined and clearly proven, transparent, and accountable mechanism to ensure that the data is effectively delivered to the humanitarian aid community in a timely and efficient manner

    Puzzlement about thermal redshift

    Discussed is the classical theoretical description of the experimentally established thermal redshift of spectral lines. Straightforward calculation of the observable spectrum from a canonical ensamble of monochromatic radiators yileds overall blueshift rather than redshift. It is concluded that the customary explanation of the thermal redshift as a second order Doppler effect does not bear closer examination, and that in fact, the phenomenon ''thermal redshift'' is not yet fully uderstood in classical terms.Comment: 4 pages RevTeX, 1 postscript figur

    The upgrading of fire safety in historic buildings

    There is a seemingly continual erosion of our cultural heritage due to fires in historic buildings. Some of these fires result in partial loss of the asset, some result in total loss – in all cases irreplaceable historic fabric is destroyed. Accurate recording for fires in historic buildings is problematic, but such data as has been collated indicates that the level of loss is high. One of the key factors in achieving robust fire safety in historic buildings is the upgrading of physical fire protection measures. It has been suggested that we should assume a fire event is probable, and together with a context in which outside help might be some time in arriving, such measures are considered crucial in containing the fire and raising the alarm as quickly as possible. This article considers passive and active fire protection measures, using case study material to provide illustrative examples. Where it might be expected that conservation requirements, aiming to avoid negative impact to character and significance, might hinder disruptive physical interventions to improve fire protection, in fact a great deal can be achieved. Such a pragmatic approach is arguably necessary for the safety and preservation of built heritage, when the alternative might otherwise be yet another burnt-out shell

    What’s so bad about scientism?

    In their attempt to defend philosophy from accusations of uselessness made by prominent scientists, such as Stephen Hawking, some philosophers respond with the charge of ‘scientism.’ This charge makes endorsing a scientistic stance, a mistake by definition. For this reason, it begs the question against these critics of philosophy, or anyone who is inclined to endorse a scientistic stance, and turns the scientism debate into a verbal dispute. In this paper, I propose a different definition of scientism, and thus a new way of looking at the scientism debate. Those philosophers who seek to defend philosophy against accusations of uselessness would do philosophy a much better service, I submit, if they were to engage with the definition of scientism put forth in this paper, rather than simply make it analytic that scientism is a mistake

    The First Year of an Undergraduate Service Learning Partnership to Enhance Engineering Education and Elementary Pre-Service Teacher Education

    This IUSE project was designed to address three major challenges faced by undergraduate engineering students (UES) and pre-service teachers (PSTs): 1) retention for UESs after the first year, and continued engagement when they reach more difficult concepts, 2) to prepare PSTs to teach engineering, which is a requirement in the Next Generation Science Standards as well as many state level standards of learning, and 3) to prepare both groups of students to communicate and collaborate in a multi-disciplinary context, which is a necessary skill in their future places of work. This project was implemented in three pairs of classes: 1) an introductory mechanical engineering class, fulfilling a general education requirement for information literacy and a foundations class in education, 2) fluid mechanics in mechanical engineering technology and a science methods class in education, and 3) mechanical engineering courses requiring programming (e.g., computational methods and robotics) with an educational technology class. All collaborations taught elementary level students (4th or 5th grade). For collaborations 1 and 2, the elementary students came to campus for a field trip where they toured engineering labs and participated in a one-hour lesson taught by both the UESs and PSTs. In collaboration 3, the UESs and PSTs worked with the upper-elementary students in their school during an afterschool club. In collaborations 1 and 2, students were assigned to teams and worked remotely on some parts of the project. A collaboration tool, built in Google Sites and Google Drive, was used to facilitate the project completion. The collaboration tool includes a team repository for all the project documents and templates. Students in collaboration 3 worked together directly during class time on smaller assignments. In all three collaborations lesson plans were implemented using the BSCS 5E instructional model, which was aligned to the engineering design process. Instruments were developed to assess knowledge in collaborations 1 (engineering design process) and 3 (computational thinking), while in collaboration 2, knowledge was assessed with questions from the fundamentals of engineering exam and a science content assessment. Comprehensive Assessment of Team Member Effectiveness (CATME) was also used in all 3 collaborations to assess teamwork across the collaborations. Finally, each student wrote a reflection on their experiences, which was used to qualitatively assess the project impact. The results from the first full semester of implementation have led us to improvements in the implementation and instrument refinement for year 2
