    The effects of atmospheric turbulence on astrophysical observations

    Atmospheric turbulence is caused by random variations in temperature and pressure that spatially and temporally alter the air’s index of refraction. As electro-magnetic radiation from distant astronomical objects propagates through the atmosphere, the waves of light are distorted by these fluctuations in the refractive index and the information stored in the wavefront is corrupted. For astronomers, this loss of information manifests as degradation in the angular resolution that can be achieved with a ground-based telescope.Publisher's Versio

    What we propose for DAG is therefore a natural guide star GLAO system, that can be turned into a highly efficient AO system. Thus the working principle and expected performance analysis will be shown. In this manner most DAG users will be able to make some use of the DAG AO.     Auxiliary free space optical communication project to ensure continuous transfer of data for DAG the 4m telescope

    The continuity of the amount of data that the 4m DAG (Eastern Anatolia Observatory in Turkish) telescope will produce and transfer to Ataturk University is critical not to jeopardize the science programs. Though the fiber optics and radio link infrastructures are in place, these systems are still volatile against earthquakes, and possible excavation damages. Thus the 4m DAG telescope will be equipped with a free space optical communication system to ensure the continuity of the data transfer as a backup system. In order to cope with the disturbances introduced by the atmospheric turbulence, the transceiver FSO system will be equipped with a wavefront corrector.     Atmosferin astronomik gözlemlere olan olumsuz etkilerini alt etmek üzere geliştirilmiş ve DAG teleskobunda da kullanılacak olan Adaptif Optik (AO) sistemleri, türbülansın ayrıntılı bir şekilde karakterize edilmesine ihtiyaç duyar. SLODAR, atmosferik optik türbülansın dikey profilini, iki yakın yıldızın Shack-Hartmann dalgacephesi algılayıcısı (SH-WFC) ile yapılan dalgacephesi eğimi ölçümlerinin çapraz korelasyonundan elde eden bir yöntemdir. SLODAR sistemi, küçük çaplı (∼50cm) bir teleskobun odak düzlemine yerleştirilen, iki SH-WFC barındıran SLODAR aygıtından oluşur. Paranal, La Palma, Mauna Kea ve SAAO gözlemevlerinde kurulan SLODAR teleskopları "yer katmanı (ground layer)" olarak adlandırılan ve yerleşkenin üzerindeki ilk kilometre içindeki türbülansı ölçmek amacıyla kullanılmışlardır.     As it is known, Turkey experienced a severe economic crisis in the year 2001. This economic crisis has been costly for the Turkish economy and has typically been accompanied by a collapse of output and employment as well as striking declines in real wages. Not only economic insufficiencies and bottlenecks but also political uncertainty had sizeable impacts in the formation of economic crisis. The 2001 Crisis interestingly caused a set of catastrophe and it is worthy to analyze its emergence, mal-administration, and wide damage on the Turkish economy and to show the structure that transformed political climate in the post-crisis period. The interaction of political and economic dimensions of 2001 crisis also accompanies strong implications for 2008 recession and this paper finally discusses lessons of 2001 crisis for 2008 recession through the lenses of interplay between politics and economics

    Especially during the last 15-20 years, economists, economic geographers and planners dealing with regional development have devoted the large portion of their time to seeking a "new" model. The concepts which are developed in regional development focus on geographic proximity as a pioneering factor of innovation. However, “new” theories highlight the increased mobility of knowledge and the transfer of knowledge between long-distance places. Therefore, in addition to intra-regional networks, long distance and inter-regional Networks have also played a critical role. In this study, the increasing importance of innovation-knowledge economy and the growing literature on network theory will be discussed. Firstly, the concepts of industrial zones, innovative environment, clusters, regional innovation systems and learning regions which can be defined as "Territorial Innovation Models" will be examined. Then, whether the “geographical” proximity is still important will be discussed in parallel with the transformations of innovation, knowledge and regional development and long distance interactions will be mentioned in terms of the new theories
