    The political economy of e-learning educational development: Strategies, standardisation and scalability

    The development of e-learning by government through policy, funding allocations, research-based collaborative projects and alliances has increased recently in both developed and under-developed nations. The paper notes that government, industry and corporate users are increasingly focusing on standardisation issues and the scalability of technology platforms to meet demand. This paper assesses the challenges for further development that e-learning faces in the coming years, including: access to appropriate technology, scalability, measurement, and changed governance structures. © 2004, Emerald Group Publishing Limite

    The 90 GHz radiometric imaging

    A 90-GHz (3 mm wavelength) radiometer with a noise output fluctuation of 0.22 K (RMS), with a scanning antenna beam mirror, and the data processing system are described. Real-time radiometric imaging of terrain and man-made objects are shown. Flying at an altitude of 1500 ft a radiometer antenna with a 2 degrees halfpower beamwidth can distinguish landforms, waterways, roads, runways, bridges, ships at sea and their wakes, aircraft on runways, and athletic fields. A flight taken at an altitude of 3000 ft with approximately 2000 ft of clouds below the radiometer demonstrates the ability to distinguish bridges, rivers, marshland and other landforms even though the clouds are optically opaque. The radiometric images of a few representative scenes along with photographs of the corresponding scenes are presented to demonstrate the resolution of the imager system

    On the Design and Test of a Liquid Injection Electric Thruster

    A liquid injection electric thruster (LINJET) was designed and tested. The results of the tests were very encouraging with thruster performance levels well in excess of design goals. Supporting activities to the engine design and test included a five-million pulse life test on the main capacitor, a 46-million pulse test on the trigger electronics, design and fabrication of a zero resistance torque connector for use with the torsional pendulum thrust stand, design and fabrication of a logic box for control of engine firing, and a physical and chemical properties characterization of the perfluorocarbon propellant. While the results were encouraging, testing was limited, as many problems existed with the design. The most significant problem was involved with excessive propellant flow which contributed to false triggering and shorting. Low power active thermal control of the propellant storage cavity, coupled with a re-evaluation of the injection ring pore size and area exposed to the main capacitor discharge are areas that should be investigated should this design be carried forward

    Hammerhead, an ultrahigh resolution ePix camera for wavelength-dispersive spectrometers

    Wavelength-dispersive spectrometers (WDS) are often used in synchrotron and FEL applications where high energy resolution (in the order of eV) is important. Increasing WDS energy resolution requires increasing spatial resolution of the detectors in the dispersion direction. The common approaches with strip detectors or small pixel detectors are not ideal. We present a novel approach, with a sensor using rectangular pixels with a high aspect ratio (between strips and pixels, further called "strixels"), and strixel redistribution to match the square pixel arrays of typical ASICs while avoiding the considerable effort of redesigning ASICs. This results in a sensor area of 17.4 mm x 77 mm, with a fine pitch of 25 μ\mum in the horizontal direction resulting in 3072 columns and 176 rows. The sensors use ePix100 readout ASICs, leveraging their low noise (43 e^-, or 180 eV rms). We present results obtained with a Hammerhead ePix100 camera, showing that the small pitch (25 μ\mum) in the dispersion direction maximizes performance for both high and low photon occupancies, resulting in optimal WDS energy resolution. The low noise level at high photon occupancy allows precise photon counting, while at low occupancy, both the energy and the subpixel position can be reconstructed for every photon, allowing an ultrahigh resolution (in the order of 1 μ\mum) in the dispersion direction and rejection of scattered beam and harmonics. Using strixel sensors with redistribution and flip-chip bonding to standard ePix readout ASICs results in ultrahigh position resolution (\sim1 μ\mum) and low noise in WDS applications, leveraging the advantages of hybrid pixel detectors (high production yield, good availability, relatively inexpensive) while minimizing development complexity through sharing the ASIC, hardware, software and DAQ development with existing versions of ePix cameras.Comment: 8 pages, 6 figure

    Large-scale radio continuum properties of 19 Virgo cluster galaxies The influence of tidal interactions, ram pressure stripping, and accreting gas envelopes

    Deep scaled array VLA 20 and 6cm observations including polarization of 19 Virgo spirals are presented. This sample contains 6 galaxies with a global minimum of 20cm polarized emission at the receding side of the galactic disk and quadrupolar type large-scale magnetic fields. In the new sample no additional case of a ram-pressure stripped spiral galaxy with an asymmetric ridge of polarized radio continuum emission was found. In the absence of a close companion, a truncated HI disk, together with a ridge of polarized radio continuum emission at the outer edge of the HI disk, is a signpost of ram pressure stripping. 6 out of the 19 observed galaxies display asymmetric 6cm polarized emission distributions. Three galaxies belong to tidally interacting pairs, two galaxies host huge accreting HI envelopes, and one galaxy had a recent minor merger. Tidal interactions and accreting gas envelopes can lead to compression and shear motions which enhance the polarized radio continuum emission. In addition, galaxies with low average star formation rate per unit area have a low average degree of polarization. Shear or compression motions can enhance the degree of polarization. The average degree of polarization of tidally interacting galaxies is generally lower than expected for a given rotation velocity and star formation activity. This low average degree of polarization is at least partly due to the absence of polarized emission from the thin disk. Ram pressure stripping can decrease whereas tidal interactions most frequently decreases the average degree of polarization of Virgo spiral galaxies. We found that moderate active ram pressure stripping has no influence on the spectral index, but enhances the global radio continuum emission with respect to the FIR emission, while an accreting gas envelope can but not necessarily enhances the radio continuum emission with respect to the FIR emission.Comment: 37 pages, 26 figures, accepted for publication in A&

    AART-BC: a sensor system for monitoring Assistive Technology use beyond the clinic

    A wide range of assistive and rehabilitative technologies (ART) are available to assist with mobility and upper limb function. However, anecdotal evidence suggests many of the devices prescribed, or purchased, are either poorly used, or rejected entirely. This situation is costly, both for the healthcare provider and the user, and may be leading to secondary consequences, such as falls and/or social isolation. This paper reports on the development and initial feasibility testing of a system for monitoring when and how assistive devices are used outside of the clinic setting, and feeding this information to the device user themselves and/or prescribing clinician (where appropriate). Illustrative data from multiple time-synchronized device and body worn sensors are presented on a wheelchair user and a user of a “rollator” walking frame, moving along a walkway. Observation of the sensor data in both cases showed characteristic signatures corresponding to individual “pushes”. In parallel with this work, other project partners are exploring clinician and patient data requirements, as well we sensor set acceptability The initial results highlight the potential for the approach and demonstrate the need for further work to reduce and optimize the sensor set
