    Building a wordnet for Turkish

    This paper summarizes the development process of a wordnet for Turkish as part of the Balkanet project. After discussing the basic method-ological issues that had to be resolved during the course of the project, the paper presents the basic steps of the construction process in chronological order. Two applications using Turkish wordnet are summarized and links to resources for wordnet builders are provided at the end of the paper

    Bu çalışmada stok kontrol yöntemleri, modern stok yönetim sistemleri incelenerek, KOBİ’lerde bu modern stok kontrol ve yönetim sistemlerinin etkinliği araştırılmıştır. Etkin stok kontrol ve yönetim politikaları KOBİ’lerin geleceği için büyük önem taşımaktadır. Tüketici tercihlerinin çok hızlı değişmesi, ürün çeşitliliğinin artması, taleplerdeki belirsizlikler, geleneksel stok yönetim yaklaşımları, işletmelerin zor durumda kalmalarına neden olmuştur. Günümüz rekabet ortamında KOBİ’lerin yaşamlarını devam ettirebilmeleri için zamanında ve isabetli karar verebilmeleri zorunlu hale gelmiştir. Bu çalışma kapsamında yöneticilere tüm bu kolaylıkları sağlayabilecek modern stok kontrol ve yönetim sistemleri incelenmiştir. Sözü edilen bu modellerin KOBİ’lerde uygulanma etkinliği, yapılan araştırma ile tespit edilmeye çalışılmıştır. Bu amaçla Karaman ilinde küçük ve orta ölçekli işletmelerde modern stok yönetim sistemlerinin ne derecede uygulanabildiği araştırılmıştır. Yapılan anketle KOBİ’lerin çoğunun etkin bir stok yönetim politikasına sahip olmadığı belirlenmiştir. Sonuç olarak, stok yönetim modellerinin istenilen düzeyde uygulanamadığı belirlenmiştir.Within this study, the effectiveness of this modern inventory control and management systems for small and medium enterprises (SMEs) were searched by examining the inventory control methods, and modern inventory management systems. The effective inventory control and management policies have a great importance for the future of SMEs. Quickly changes in consumer preferences, increases in the variety of products, uncertainty of demands, traditional inventory mangement approaches caused difficulty in the situation of firms. In today’s competition world, SMEs have to decide timely and accurately in order to survive in the market. The extent of this study, modern inventory control and management systems were searched to provide facilities for the managers. In SMEs the effectiveness of the application of these models were studied to identify thanks to the search. For that purpose, the degree in the practicability of modern inventory management systems in SMEs of Karaman was searched. There has not been found in the most of the SMEs effective inventory management policy by the questionnaire. As a result of that, the inventory management models can not be apllied at the desired level was determined

    Evaluation of theSusceptibility of Mycobacterium tuberculosis Complex Isolates Isolated from Clinical Specimens to Primer Antituberculous Drugs

    INTRODUCTION: In this study, we aimed to investigate antituberculosis drug susceptibility of the Mycobacterium tuberculosis complex isolates, between 2014 and 2017 retrospectively. METHODS: The specimens from patientswith a pre-diagnosis of tuberculosis were stained with Ehrlich-Ziehl-Neelsen method and evaluated microscopically. After then, specimens were inoculated onto Löwenstein-Jensen medium and BACTEC MGIT 960 (Becton Dickinson, USA) automated culture system. If bacterial growth was detected, Mycobacterium tuberculosis complex typing was done and antituberculosis drug susceptibilities for streptomycin, isoniazid, rifampicin and ethambutol were tested at BACTEC MGIT 960 (Becton Dickinson, USA). RESULTS: Totally 78 Mycobacterium tuberculosis complex isolates were enrolled in the study. A single strain for each patient was taken to the study. Resistance rates of isoniazid, streptomycin and ethambutol were determined as 1.2%, 8.9% and 1.2%, respectively and no resistance to rifampicin was detected. 82% of the isolates were susceptible to all drugs and the highest resistance among antimycobacterial drugs was determined for streptomycin. DISCUSSION AND CONCLUSION: The single drug resistance that determined in our study was lower than 2017 tuberculosis report however it is known that there might have been differences between the regions

    In this paper, a multimodal person verification system is presented. The system is based on face and voice modalities. Fusion of information derived from each modality is performed at the matching swre level using sum rule. For face verification statistical subspace tools are utilized as feature exhactors. For speaker verification, me1 frequency cepstral coefficients are used as features and gaussian mixture models are used for modeling. Various wmbination cases are hied in the experiments and the results show that for each case the wmbined modalities performs betfer than the single modality

    An assessment in terms of mechanization of timber harvesting operations in Artvin forest regional directorate

    Bu çalışmada Artvin Orman Bölge Müdürlüğü (OBM)’nde gerçekleştirilen odun hammaddesi üretim çalışmaları mekanizasyon açısından değerlendirilmiştir. Bu amaçla 2004-2009 yılları arasında bölge müdürlüğünde odun hammaddesi üretimi, bölge müdürlüğünün sahip olduğu üretim makineleri, odun hammaddesi üretiminde mekanizasyon kullanım oranı ve bölgedeki kış üretimi incelenmiştir. Sonuçta; Artvin OBM, odun hammaddesi üretim çalışmalarında mekanizasyon kullanımı açısından ülkemizin dikkat çeken bölge müdürlüğü olduğu, son 5 yıl dikkate alındığında bölgede üretilen odun hammaddesinin yaklaşık % 30’unun mekanizasyona dayalı yöntemlerle bölmeden çıkarıldığı belirlenmiştir. Yörede odun hammaddesi üretim çalışmalarında kullanılan üretim makinelerinin ekonomik ömürlerini tamamlaması nedeniyle eskiyen hava hatları ve orman traktörleri yeni model hava hattı ve traktörler alınarak yenilenmesi, makinelerin daha etkin ve ekonomik olarak kullanılması açısından gereklidir.In this paper, timber harvesting operations of Artvin Forest Regional Directorate (FRD) have been evaluated in terms of mechanization. For this purpose, timber harvesting at regional directorate, timber harvesting machinery owned by regional directorate, mechanization ratio in harvesting and winter harvesting in the region between 2004 and 2009 have been examined. As a result, it has been found out that Artvin FRD is one of the remarkable regional directorates of our country in terms of mechanization in timber harvesting operations, and that mechanization ratio is almost 30% on logging of wood raw material. As the harvesting machines used during timber harvesting in the area have completed their economic lives, the skylines and forest tractors worn have to replace with new model skylines and tractors, so that machines can be used more effectively and economically

    Inactivating KISS1 mutation and hypogonadotropic hypogonadism

    Gonadotropin-releasing hormone (GnRH) is the central regulator of gonadotropins, which stimulate gonadal function. Hypothalamic neurons that produce kisspeptin and neurokinin B stimulate GnRH release. Inactivating mutations in the genes encoding the human kisspeptin receptor (KISS1R, formerly called GPR54), neurokinin B (TAC3), and the neurokinin B receptor (TACR3) result in pubertal failure. However, human kisspeptin loss-of-function mutations have not been described, and contradictory findings have been reported in Kiss1-knockout mice. We describe an inactivating mutation in KISS1 in a large consanguineous family that results in failure of pubertal progression, indicating that functional kisspeptin is important for puberty and reproduction in humans.     POU6F2 mutation in humans with pubertal failure alters GnRH transcript expression

    Idiopathic hypogonadotropic hypogonadism (IHH) is characterized by the absence of pubertal development and subsequent impaired fertility often due to gonadotropin-releasing hormone (GnRH) deficits. Exome sequencing of two independent cohorts of IHH patients identified 12 rare missense variants in POU6F2 in 15 patients. POU6F2 encodes two distinct isoforms. In the adult mouse, expression of both isoform1 and isoform2 was detected in the brain, pituitary, and gonads. However, only isoform1 was detected in mouse primary GnRH cells and three immortalized GnRH cell lines, two mouse and one human. To date, the function of isoform2 has been verified as a transcription factor, while the function of isoform1 has been unknown. In the present report, bioinformatics and cell assays on a human-derived GnRH cell line reveal a novel function for isoform1, demonstrating it can act as a transcriptional regulator, decreasing GNRH1 expression. In addition, the impact of the two most prevalent POU6F2 variants, identified in five IHH patients, that were located at/or close to the DNA-binding domain was examined. Notably, one of these mutations prevented the repression of GnRH transcripts by isoform1. Normally, GnRH transcription increases as GnRH cells mature as they near migrate into the brain. Augmentation earlier during development can disrupt normal GnRH cell migration, consistent with some POU6F2 variants contributing to the IHH pathogenesis
