    Cockpit resource management training at People Express

    In January 1986 in a continuing effort to maintain and improve flight safety and solve some Cockpit Resource Management (CRM) problems, People Express implemented a new CRM training program. It is a continuously running program, scheduled over the next three years and includes state-of-the-art full-mission simulation (LOFT), semi-annual seminar workshops and a comprehensive academic program authored by Robert W. Mudge of Cockpit Management Resources Inc. That program is outlined and to maximize its contribution to the workshop's goals, is organized into four topic areas: (1) Program content: the essential elements of resource management training; (2) Training methods: the strengths and weaknesses of current approaches; (3) Implementation: the implementation of CRM training; and (4) Effectiveness: the effectiveness of training. It is confined as much as possible to concise descriptions of the program's basic components. Brief discussions of rationale are included, however no attempt is made to discuss or review popular CRM tenets or the supporting research

    Estimating the Knowledge-Capital Model of the Multinational Enterprise: Comment

    A recent American Economic Review article by David L. Carr, James R. Markusen, and Keith E. Maskus (CMM) estimates a regression specification based upon the 'knowledge-capital' model of the Multinational Enterprise (MNE). The knowledge-capital model combines 'horizontal' motivations for FDI -- the desire to place production close to customers and thereby avoid trade costs -- with 'vertical' motivations -- the desire to carry out unskilled-labor intensive production activities in locations with relatively abundant unskilled labor. The CMM estimates pool inward and outward U.S. affiliate sales data from 1986 through 1994 and appear to support the knowledge-capital model of the MNE. We show that CMM's empirical framework mis-specifies the terms measuring differences in skilled-labor abundance, key variables that identify vertical MNE motivations. After correcting this specification error estimates no longer reject the horizontal model in favor of the knowledge-capital model. Instead, the data strongly support the predictions of the horizontal model of MNEs: affiliate activity between countries decreases as absolute differences in skill-labor abundance widen. Qualitatively identical results are also found using data that include a wider variety of parent and host countries, including data for the OECD.

    Some Revised Observational Constraints on the Formation and Evolution of the Galactic Disk

    A set of 76 open clusters with abundances based upon DDO photometry and/or moderate dispersion spectroscopy has been transformed to a common [Fe/H] scale and used to study the local structure and evolution of the galactic disk. The metallicity distribution of clusters with R_GC is best described by two distinct zones. Between R_GC = 6.5 and 10 kpc, the distribution has a mean [Fe/H] = 0.0 and a dispersion of 0.1 dex; there is only weak evidence for a shallow abundance gradient over this distance range. Beyond R_GC = 10 kpc, the metallicity distribution has a dispersion between 0.10 and 0.15 dex, but with a mean [Fe/H] = -0.3, implying a sharp discontinuity at R_GC = 10 kpc. After correcting for the discontinuity, no evidence is found for a gradient perpendicular to the plane. Adopting the clusters interior to 10 kpc as a representative sample of the galactic disk over the last 7 Gyr, the cluster metallicity range is found to be about half that of the field stars. When coupled with the discontinuity in the galactocentric gradient, the discrepancy in the metallicity distribution is interpreted as an indication of significant diffusion of field stars into the solar neighborhood from beyond 10 kpc. These results imply that the sun is NOT atypical of the stars formed in the solar circle 4.6 Gyr ago. It is suggested that the discontinuity reflects the edge of the initial galactic disk as defined by the disk globular cluster system and the so-called thick disk; the initial offset in [Fe/H] created by the differences in the chemical history on either side of the discontinuity has carried through to the current stage of galactic evolution. If correct, diffusion coupled with the absence of an abundance gradient could make the separation of field stars on the basis of galactocentric origin difficult.Comment: 41 pages, 9 figure files, LaTex.     Characterization of Optical Frequency Transfer Over 154 km of Aerial Fiber

    We present measurements of the frequency transfer stability and analysis of the noise characteristics of an optical signal propagating over aerial suspended fiber links up to 153.6 km in length. The measured frequency transfer stability over these links is on the order of 10^-11 at an integration time of one second dropping to 10^-12 for integration times longer than 100 s. We show that wind-loading of the cable spans is the dominant source of short-timescale noise on the fiber links. We also report an attempt to stabilize the optical frequency transfer over these aerial links.Comment: 4 pages, submitted to Optics Letter

    The purpose of this report is: 1) to document the natural resources of Carpinteria Marsh, 2) outline the uses those resources receive, 3) enumerate the problems and conflicts of use that affect those resources, and 4) recommend measures that will protect and enhance the marsh and its resources. It is intended as a guide for citizens, planners and administrators of all private and public entities interested in the status and future of the marsh. This report has been prepared under contract to and fully funded by the Office of Biological Services of the U.S. Fish and Wildlife Service. The goals and purpose of this federal office are to review the impact on fish and wildlife resources of land, mineral and water development practices, such as offshore oil and gas exploration, development and production; construction of inshore pipeline canals and refineries; power plant construction/operation and urban development.
