    Mixed tenure orthodoxy: practitioner reflections on policy effects

    This article examines mixed tenure as a policy orthodoxy. It first sets out how mixed tenure may be considered to constitute an orthodoxy within planning, being generally accepted as a theory and practice even in the absence of supporting evidence. Five elements of this orthodoxy are identified, relating to (1) housing and the environment, (2) social change, (3) economic impacts, (4) sustainable communities, (5) and sociospatial integration. Interviews with practitioners involved with three social housing estates that have experienced mixed-tenure policy interventions are reported to consider why the implementation and effects of mixed tenure might not correspond with the orthodox understanding. It is argued that policy ambiguity and weaknesses in policy theory and specification, alongside practical constraints, lie behind incomplete and counterproductive policy implementation, but a belief in pursuing the policy orthodoxy persists nevertheless

    How Perpetrator Identity (Sometimes) Influences Media Framing Attacks as “Terrorism” or “Mental Illness”

    Do media frame attacks with Muslim perpetrators as “terrorism” and attacks with White perpetrators as the result of “mental illness”? Despite public speculation and limited academic work with relatively small subsets of cases, there have been no systematic analyses of potential biases in how media frame terrorism. We addressed this gap by examining the text of print news coverage of all terrorist attacks in the United States between 2006 and 2015. Controlling for fatalities, affiliation with a group, and existing mental illness, the odds that an article references terrorism are approximately five times greater for a Muslim versus a non-Muslim perpetrator. In contrast, the odds that an article references mental illness do not significantly differ between White and non-White perpetrators. Results partially confirm public speculation and are robust against numerous alternative explanations. Differences in media framing can influence public (mis)perceptions of violence and threats, and ultimately harm counterterrorism policy

    When Data Do Not Matter: Exploring Public Perceptions of Terrorism

    Public perceptions of terrorism are out of line with reality. How can perceptions be changed? Using a 4 × 2 experimental design with a national sample of U.S. adults, we examine how source of information and details provided impact views of terrorism. Sources, details, and individual-level factors—Islamophobia, trust in media, and trust in science—impact perceived accuracy of terrorism data. Many people updated their views on terrorism after reading factual information, yet only trust in science was related with this change. In short, people can be persuaded by factual information on terrorism, but it is less clear why they change beliefs

    Why Do Some Terrorist Attacks Receive More Media Attention Than Others?

    Terrorist attacks often dominate news coverage as reporters seek to provide the public with information. Yet, not all incidents receive equal attention. Why do some terrorist attacks receive more media coverage than others? We argue that perpetrator religion is the largest predictor of news coverage, while target type, being arrested, and fatalities will also impact coverage. We examined news coverage from LexisNexis Academic and CNN.com for all terrorist attacks in the United States between 2006 and 2015 (N=136). Controlling for target type, fatalities, and being arrested, attacks by Muslim perpetrators received, on average, 357% more coverage than other attacks. Our results are robust against a number of counterarguments. The disparities in news coverage of attacks based on the perpetrator’s religion may explain why members of the public tend to fear the “Muslim terrorist” while ignoring other threats. More representative coverage could help to bring public perception in line with reality

    Type II Seesaw Dominance in Non-supersymmetric and Split Susy SO(10) and Proton Life Time

    Recently type II seesaw dominance in a supersymmetric SO(10) framework has been found useful in explaining large solar and atmospheric mixing angles as well as larger values of theta13theta_{13} while unifying quark and lepton masses. An important question in these models is whether there exists consistency between coupling unification and type II seesaw dominance. Scenarios where this consistency can be demonstrated have been given in a SUSY framework. In this paper we give examples where type II dominance occurs in SO(10) models without supersymmetry but with additional TeV scale particles and also in models with split-supersummetry. Grand unification is realized in a two-step process via breaking of SO(10) to SU(5) and then to a TeV scale standard model supplemented by extra fields and an SU(5) Higgs multiplet 15H{15}_H at a scale about 101210^{12} GeV to give type-II seesaw. The predictions for proton lifetime in these models are in the range Ď„p0=2Ă—1035\tau_p^0 = 2\times 10^{35} yrs. to Ď„p0=6Ă—1035\tau_p^0 = 6\times 10^{35} yrs..     Molecular diversity within clonal complex 22 methicillin-resistant Staphylococcus aureus encoding Panton–Valentine leukocidin in England and Wales

    AbstractPanton–Valentine leukocidin (PVL)-positive methicillin-resistant Staphylococcus aureus (MRSA) that are multi-locus sequence type clonal complex 22 (CC22) comprise a significant public health problem in the UK. In the present study we sought to determine the genetic diversity, and the respective patient demographics, among 47 PVL-MRSA with a CC22 pulsotype that occurred sporadically or in clusters in community and healthcare settings in eight of nine geographic regions in England and Wales between January 2005 and September 2007. Patient demographics and disease presentations were typical for PVL-S. aureus infections (mostly skin and soft tissue infections in individuals <40 years old); one patient with community-acquired pneumonia died. Although the isolates were closely genotypically related by spa typing and pulsed field gel electrophoresis, at least two variant groups were suggested. PCR detections demonstrated that the majority of the CC22 PVL-MRSA identified (n = 42; 89%) harboured SCCmecIVc, three had SCCmecIVd, one had SCCmecIV but was non-subtypeable, and one isolate harboured SCCmecV. At least three different PVL-encoding phages were detected: ΦPVL, Φ108PVL and an unidentified icosahedral phage. Agar dilution MIC determinations showed that the CC22 PVL-MRSA identified were typically resistant to gentamicin and trimethoprim (43 of 47 isolates) and ciprofloxacin resistance was also noted in six isolates. In conclusion, the CC22 PVL-MRSA tested were geographically disseminated but highly genetically related. The observed variances in acquired elements (most notably SCCmec and PVL-encoding phages) suggested that CC22 PVL-MRSA in England and Wales have evolved on multiple occasions

    Notorious places: image, reputation, stigma: the role of newspapers in area reputations for social housing estates

    This paper reviews work in several disciplines to distinguish between image, reputation and stigma. It also shows that there has been little research on the process by which area reputations are established and sustained through transmission processes. This paper reports on research into the portrayal of two social housing estates in the printed media over an extended period of time (14 years). It was found that negative and mixed coverage of the estates dominated, with the amount of positive coverage being very small. By examining the way in which dominant themes were used by newspapers in respect of each estate, questions are raised about the mode of operation of the press and the communities' collective right to challenge this. By identifying the way regeneration stories are covered and the nature of the content of positive stories, lessons are drawn for programmes of area transformation. The need for social regeneration activities is identified as an important ingredient for changing deprived-area reputations

    A General Analysis of Corrections to the Standard See-saw Formula in Grand Unified Models

    In realistic grand unified models there are typically extra vectorlike matter multiplets at the GUT scale that are needed to explain the family hierarchy. These contain neutrinos that, when integrated out, can modify the usual neutrino see-saw formula. A general analysis is given. It is noted that such modifications can explain why the neutrinos do not exhibit a strong family hierarchy like the other types of fermions.Comment: 30 page

    Agents that interact in a distributed environment might increase their utility by behaving optimally given the strategies of the other agents. To do so, agents need to learn about those with whom they share the same world. This paper examines interactions among agents from a game theoretic perspective. In this context, learning has been assumed as a means to reach equilibrium. We analyze the complexity of this learning process. We start with a restricted two-agent model, in which agents are represented by finite automata, and one of the agents plays a fixed strategy. We show that even with this restrictions, the learning process may be exponential in time. We then suggest a criterion of simplicity, that induces a class of automata that are learnable in polynomial time
