    A dynamic model in the labor market : reasons of imbalances at the transition stage of the economy

    The aim of this work is the formalization of the model of coordination of interests of employers and owners of human capital in the labor market in high-tech industries of the national economy in the conditions of transformation of the national economy. Research conducted by the authors proved that the structure of costs of reproduction of human capital and the requirements for human potential have their own distinct features that should be considered in the specification of the economic model of value creation of human capital in these sectors. Authors propose an improved method of balancing interaction of economic interests of subjects of the labor market: employee and employer. The model reveals the mechanism of formation of the equilibrium value of human capital based on the cost approach and the income approach in modeling supply and demand in the labor market in high-tech industries. The model allows to estimate a quasi-equilibrium state of the labor market in high-tech industries with emerging trends in this market in the country as a whole. The study provides valuable analytical information required to implement science-based economic decisions in the management of human resources and their transformation into human capital, which in turn will improve the efficiency of realization of innovation potential of the company as the subject of the high-tech industry of national economy. At the level of state governance model allows to monitor the mismatches in the labor market that allows to develop actions to minimize their negative impacts on the national economy.peer-reviewe

    On-chip coherent detection with quantum limited sensitivity

    While single photon detectors provide superior intensity sensitivity, spectral resolution is usually lost after the detection event. Yet for applications in low signal infrared spectroscopy recovering information about the photon’s frequency contributions is essential. Here we use highly efficient waveguide integrated superconducting single-photon detectors for on-chip coherent detection. In a single nanophotonic device, we demonstrate both single-photon counting with up to 86% on-chip detection efficiency, as well as heterodyne coherent detection with spectral resolution f/∆f exceeding 1011. By mixing a local oscillator with the single photon signal field, we observe frequency modulation at the intermediate frequency with ultra-low local oscillator power in the femto-Watt range. By optimizing the nanowire geometry and the working parameters of the detection scheme, we reach quantum-limited sensitivity. Our approach enables to realize matrix integrated heterodyne nanophotonic devices in the C-band wavelength range, for classical and quantum optics applications where single-photon counting as well as high spectral resolution are required simultaneously

    Superconducting parallel nanowire detector with photon number resolving functionality

    We present a new photon number resolving detector (PNR), the Parallel Nanowire Detector (PND), which uses spatial multiplexing on a subwavelength scale to provide a single electrical output proportional to the photon number. The basic structure of the PND is the parallel connection of several NbN superconducting nanowires (100 nm-wide, few nm-thick), folded in a meander pattern. Electrical and optical equivalents of the device were developed in order to gain insight on its working principle. PNDs were fabricated on 3-4 nm thick NbN films grown on sapphire (substrate temperature TS=900C) or MgO (TS=400C) substrates by reactive magnetron sputtering in an Ar/N2 gas mixture. The device performance was characterized in terms of speed and sensitivity. The photoresponse shows a full width at half maximum (FWHM) as low as 660ps. PNDs showed counting performance at 80 MHz repetition rate. Building the histograms of the photoresponse peak, no multiplication noise buildup is observable and a one photon quantum efficiency can be estimated to be QE=3% (at 700 nm wavelength and 4.2 K temperature). The PND significantly outperforms existing PNR detectors in terms of simplicity, sensitivity, speed, and multiplication noise

    This paper reports results producing anode-supported YSZ electrolyte thin films by magnetron sputtering method for solid oxide fuel cell applications. Pulsed electron-beam treatment was used for preprocessing porous anode substrates for the purpose reducing their surface porosity. Microstructures of the anode substrates before and after electron-beam modification as well as samples with YSZ electrolyte films have been investigated. Current - voltage and powered characteristics of experimental fuel cell was measured.Вполнен анализ известных структурных данных кристаллов семейства лангасита, свидетельствующий о разных параметрах ячейки для фаз с одинаковыми составами шихты. Показано, что параметры ячейки зависят от условий дифракционного эксперимента и от состава полученных кристаллов. Приведены оптимальные режимы рентгеновской съемки, позволяющие определять корректные значения параметров ячейки с минимальными стандартными отклонениями измельченных в порошок образцов. Сопоставлены результаты определения состава кристаллов с использованием рентгеновского и нейтронного монокристалльного, а также рентгеновского и синхротронного порошкового экспериментов. Выявлены границы применимости каждого из дифракционных методов для определения составов катионных и анионных позиций. Обсуждены структурные и ростовые причины образования разной дефектности кристаллов лангасита, ланганита и лангатата

    ASSESSMENT OF MEDICAL CARE QUALITY IN CRANIOCEREBRAL TRAUMA ON THE BASE OF DATA ANALYSIS

    An analysis of 658 medical records of inpatient treatment from 15 hospitals of St. Petersburg was made using a computer-aided technology of the assessment of medical care quality. It was revealed that a proper quality of medical care in craniocerebral trauma was only in 52,9% cases. Different defects of medical care were noted in the rest of observations. It influenced on the condition of the patients (1,0%), the delivery and assessment of health care (40% and 38%, respectively), health resources (18%), social resources (1,0%). Defects of medical records were indicated in 38% patients. It caused a reduction of medical care. Risks of occurrence of medical care defects are low in children hospitals in the case of combined craniocerebral trauma

    Produced spondilometric measurements of the lumbosacral spine is normal (20 cases) and in patients with spinal cord injury and degenerative-dystrophic diseases of the spine (43 cases). The width of the facet joint space joints on both sides, its relation to the longitudinal axis of the body in degrees and another on the same level were studied. The width of the facet joint space at the lumbosacral level of 3.5–4.0 mm, the area of the intervertebral foramen varies from 96–132 mm2. Among the changes in the parameters of the vertebral-motor segment can distinguish moderate, marked and significant extent that is important in determining the amount of the alleged operation
