The Public Value Scorecard: A Rejoinder and an Alternative to "Strategic Performance Measurement and Management in Non-Profit Organizations"
Robert Kaplan's Balanced Scorecard has played an important and welcome role in the nonprofit world as nonprofit organizations have struggled to measure their performance. Many nonprofit organizations have taken both general inspiration and specific operational guidance from the ideas advanced in this important work. Their pioneering efforts to apply these concepts to their own particular settings have added a layer of richness to the important concepts. Given the great contribution of this work to helping nonprofits meet the challenge of measuring their performance, it seems both ungracious and unhelpful to criticize it. Yet, as I review the concepts of the Balanced Scorecard, and look closely at the cases of organizations that have tried to use these concepts to measure their performance, I believe that some systematic confusions arise. Further, I think the source of these confusions lies in the fact the basic concepts of the Balanced Scorecard have not been sufficiently adapted from the private, for-profit world where they were born to the world of the nonprofit manager where they are now being applied. Finally, I think a different way of thinking about nonprofit strategy and linking that to performance measurement exists that is simpler that and more reliable for nonprofit organizations to rely upon. Towards a novel design method for impact on leading edges
Results of a parametric study concerning low velocity impact on leading edge profiles is presented. This work is the first part of a larger program on the development of an engineering design method for impact on Glare. In this first part, experimental tests and numerical simulations on two-dimensional aluminium leading edge profiles were carried out. An extensive parametric study was done using numerical analysis. Selected configurations have been validated using impact tower testing. Impact tests were done with a solid impactor with a circular diameter on leading edges having a width of 20 mm. Profiles with three different thicknesses and three different sizes were tested. Impact velocities were in the range 1 to 8 m/s. The numerical models predicted the deformation of the leading edges accurately. Important impact parameters were identified and relations were established between impact parameters and geometrical properties of the leading edge profiles. The obtained results give important insight in the set up of simulations and experimentation and in the identification of important parameters of leading edge impact

Spacecraft control/flexible structures interaction study
An initial study to begin development of a flight experiment to measure spacecraft control/flexible structure interactions was completed. The approach consisted of developing the equations of motion for a vehicle possessing a flexible solar array, then linearizing about some nominal motion of the craft. A set of solutions is assumed for array deflection using a continuous normal mode method and important parameters are identified. Interrelationships between these parameters, measurement techniques, and input requirements are discussed which assure minimization of special vehicle maneuvers and optimization of data to be obtained during the normal flight sequence. Limited consideration is given to flight data retrieval and processing techniques as correlated with the requirements imposed by the measurement system. Results indicate that inflight measurement of the bending and torsional mode shapes and respective frequencies, and damping ratios, is necessary. Other parameters may be measured from design data
Comment on "The Phenomenology of a Nonstandard Higgs Boson in W_L W_L Scattering"
We show that in Composite Higgs models, the coupling of the Higgs resonance
to a pair of bosons is weaker than the corresponding Standard Model
coupling, provided the Higgs arises from electroweak doublets only. This is
partly due to the effects of the nonlinear realization of the chiral symmetries
